external perspective.
• Program analysis focuses on increasing productive capability before
implementation of the SBC program.
• SWOT analysis is one of the most commonly used program analysis
frameworks.

3. Is it clearly written?

Key Characteristics of SBC Objectives:

Specific: Clearly define desired behavior change outcomes. This includes describing who

the target audience is and what specific actions they need to take.

Measurable: Include criteria that allow for tracking and measuring progress. This ensures

that the impact of the intervention can be quantified and assessed.

Achievable: Set realistic and attainable desired behavioral outcomes considering the

context, resources, and constraints of the target audiences.
