Disaster Risk refers to the possible losses in terms of
life, health, properties, services and
livelihood caused by a disaster.
It is determined by three
factors namely:
(1) exposure to hazard,
(2) vulnerability and
(3) capacity to cope.

• Did you know?
According to World Risk Report the
Philippines was considered to be the third
highest in disaster risk all over the world
from 2015 to 2018.
Then by year 2019, the Philippines improved
its ranking going down to 9th rank.

• Our government has increased its capacity
through its agencies. The National Disaster
Risk Reduction and Management Council
was tasked to provide disaster risk plans and
activities. The Department of Social
Welfare and Development was tasked to
provide immediate relief to victims of disaster.

The number of hazards did not decrease
through the years. Hazards even increased in
frequency and intensity because of climate
change.
The government has increased its capacity by
adopting various policies, which promoted
sustainability and resiliency against climate
change.

• The National Framework Strategy on Climate Change -
focuses on preventive and adaptive measures against climate
change.
• AmBisyon Natin 2040 is a continuing program which is aimed
in providing environmental rehabilitation, climate-adaptive
infrastructure, and energy efficient technologies.
• National Climate Change Action Plan - focuses on
policymaking that will benefit the mitigation programs of private
sectors. It also provides funding to adaptive programs that will
benefit the marginalized sector of the society.
