Challenges in MBT-MLE
Problem: Lack of knowledge about
program impact, strengths and
weaknesses.
Result: People in charge cannot identify and correct
problems and build on strengths: Without correction
programs weaken: stakeholders become discouraged
and conclude that the problem is with MTB-MLE in
general
Suggested Solution: Conduct regular, careful
assessments of all parts of the program and
document results; Use the assessment to adjust
the components of the program as needed.
• Standardization of Language
• Funding and Community Involvement
• Assessment of Instructional Materials
• Monitoring by School Leaders and Curriculum
• Teacher Training and Development
• Student Assessment and Feedback
Standardization of Language
• Collaboration with Community Leaders School heads will
organize quarterly meetings with local community
leaders to assess the standardization of the first
language’s orthography, using a checklist of agreed-upon
criteria.
Funding and Community Involvement
• Government Funding: Advocate for a dedicated budget
line from the government for instructional materials,
ensuring at least 20% of this budget is allocated to MTB
MLE resources.
• Monthly Community Meetings: Establish a monthly
feedback forum with community leaders and parents to
discuss curriculum improvements and gather
suggestions, with documented action items to address
concerns raised.
Assessment of Instructional Materials
• Regular Review and Updates: Establish a biannual review
process for assessment materials involving a committee of
educators, linguists, and community representatives to ensure
ongoing relevance and effectiveness.
• Integration of Mother Tongue Materials: Mandate the use of
mother tongue instructional materials in at least 50% of all
subjects to reinforce language skills, starting with core subjects
like Math and Science.
Monitoring by School Leaders and Curriculum
Data Collection and Analysis
• Implement a system for collecting feedback through surveys
and focus groups, conducted at least twice a year, targeting
students, teachers, and parents to evaluate program
effectiveness.
Collaborative Meetings
• Schedule monthly meetings for teachers to share best
practices and challenges in program implementation,
documenting insights for future reference.
Teacher Training and Development
Focused Training
• Organize a series of workshops each semester that focus on
developing assessments in the mother tongue, utilizing local
language experts to guide teachers in linguistic and pedagogical
strategies.
Immersion Program
• Develop a structured two-week immersion program every summer,
partnering with local language communities to enhance teachers’
fluency and cultural knowledge, with specific language proficiency
goals.
Student Assessment and Feedback
Formative and Summative Assessments
• Teachers should implement formative regularly and summative
assessments at the end of each term, all aligned with the
Mother Tongue-Based Multilingual Education (MTB MLE)
framework.
Feedback Mechanisms
• Create a structured feedback system where students can
provide input on their learning experiences twice a semester,
assessing whether learning goals were achieved.
