Dubinan Elementary School serves a diverse
community, and we recognize that educational disparities
exist among our students. Project RISE-UP seeks to
address these gaps by implementing programs that cater to
the individual learning needs of every student, ensuring
that no child is left behind.

Project RISE-UP (Revitalizing Reading Innovation and
Strengthening Stakeholder’s Engagement through Unlimited
Programs) was initiated at Dubinan Elementary School to
address literacy challenges. Focused on improving reading
proficiency and fostering community collaboration, the
project aims to create a sustainable, engaging, and inclusive
literacy environment for all students. This report highlights
the key accomplishments, outcomes, and impacts based on
the Philippine Informal Reading Inventory (Phil-IRI) test
results.

1. Improved Literacy Skills (Based on Phil-
IRI Results):
English Results:
•Pre-Test (Start of Project):
• 248 pupils tested.
• No non-reader captured.
• 137 pupils (55%) were at the Frustration
Level.
• 77 pupils (31%) were at the Instructional
Level.
• 34 pupils (14%) were at the Independent
Level.

• 248 pupils tested.
• No non-reader recorded.
• 29 pupils (12%) at the Frustration Level (a 79%
decrease).
• 93 pupils (37%) at the Instructional Level (21%
improvement).
• 126 pupils (51%) at the Independent Level (an
increase of 271%).

• 161 pupils (56%) at the Independent Level (an increase of
123%).

•Parental Involvement: 85% of parents
actively engaged in their children’s reading
activities through home-based reading
programs, with regular communication and
progress updates during monthly “Kumustahan”
sessions.

•Community Collaboration:
Barangay leaders and community
members supported reading
programs by donating books and
volunteering in classroom reading
activities. This engagement
fostered a shared responsibility for
student success.

Curriculum Innovation:
•Technology Integration:

improvements, supported by the
local government, enabled smooth
