1.1 Concept of Leadership
- A Leader is someone who can influence others towards
goal achievement.
- Leadership refers to ability to influence others towards
accomplishing common objectives.

- Community Leadership is a specific form of leadership
where an individual is able to influence a community
having common interests.
- A community leader should always be able to facilitate
community to work towards meeting their goals.

- Leadership Grooming refers to the act of preparing an
individual to take leadership responsibilities.
- It involves equipping an individual with skills needed for
leadership.

1.2 Qualities of a Comm’ Leader
- For a community leader to have influential ability, he/she
should possess some skills/qualities. Some of them are;
i. Integrity/honesty/trust
ii. Good Communication (inter-personal communication)
iii. Vision (ideas of where he/she wants to be in future)

1.3 Types of Community Leaders
i. Managerial Leaders
- They have least influence
- They are not in position to serve others but to be served
by others because they are in the position.
- People only follow them because they have to.

ii. Relational Leaders
- They build relationships in order to influence others
- They develop mutual respect with others and work well
with them.
- People want to follow them because of who they are not
what they know.
- They have no specialized knowledge.

iii. Motivational Leaders
- They seek mutual benefits for themselves and others
- People want to follow them for who they are and what
they know.
- Are trusted and deliver results
- However, they don’t sacrifice to produce other
motivational leaders.

iv. Inspirational Leaders
-They focus on growing themselves in order to inspire
others to grow.
- They are people focused
- They focus heavily on character development

1.6 Power and Authority
- Power is the capacity of a person to influence others and
change their actions, beliefs and behaviours.
- It is the capacity of an individual to influence the
will/conduct of others.

- Authority is the legitimate power that a person/group is
granted to practice over others within organization.
- It is the right possessed by a person to give command to
others.
- Leaders possess both (power & authority)
- A good leader should balance the two.

1.7 Leadership Styles
- Leadership Style refers to the behavior pattern exhibited
by a leader while influencing followers.
- Basing upon the amount of authority, there are the
following leadership styles;

Autocratic leadership style.
Free-rein or laissez-faire leadership style.
Democratic or participative leadership style.

Autocratic Leadership Style
- A leading style where leader possess all the authority
and leave limited or no authority to his/her
subordinates.
- Leader centralizes power in him/her and takes all
decisions without consulting the subordinates.

Advantages
- Fast decision making as there is no long consultation
process.
Disadvantages
- Discourages employees from thinking about process
improvements

Free-rein/Laissez-faire Leadership Style
- This type of leadership style involves complete
delegation of authority so that subordinates themselves
make decisions.
- Leader gives followers total authority to decide what to
do and how to do it.

Advantage
- Easy style to administer
- Complete empowerment of employees
- Prepare employee for promotion
- It may lead into employees satisfactions and improve
performance.

- Poor decision making.
- Some employees do not perform well without direction
and supervision

- When employees are highly skilled and educated.

Democratic/Participative Leadership Style
- A democratic leader takes decision while involving
subordinates.
- There is decentralization of authority and subordinates
share leader’s power.

Consultative Leadership Style;
- This leadership style take place when a leader involves
subordinates before making decisions.

-Is the leadership style which decisions are reached
through voting.
-The majority decide for the interest of the group.

- Bureaucratic leadership is where the manager manages
“by the book”.
- Everything is done according to procedure or policy .
- Also, leader makes sure followers/employees strictly
follow rules and procedures.

- Helps to promote consistent output and quality
- Can cut cost
- Improve production in some environment

- Can dehumanize and discourage workforce

- Is the leadership style for leaders who have high ability of
inspiring and influencing others.
- It takes a great deal of energy to be a charismatic leader
because it requires high ability to sell vision and

• Nature. Management exercises power to control people
to perform while leadership use vision to inspire,
influence and align people (followers) with work.
• Management focus on system and structure while
leadership focuses on people.
• Management use formal authority to handle challenges
where as leadership use informal authority to handle
problems/challenges.

Leadership Vs Management
• Scope: leadership goes beyond routine tasks to cope with
changes where as management is a regular formal
responsibility to cope with change or routine complexity in an
organization.
• Leadership promote change, approaches and works to
understand people’s beliefs to gain commitment but
management promotes stability, exercise authority to get things
accomplished
• Management focuses on planning in advance but the
administration is concerned with framing policies and setting
objectives

Skills required: Management requires hardly technical and
human skills while Administration require just conceptual and
human skills to perform their roles effectively.
Use: Management is used largely in Business oriented
organization (both public and private) while Administration is
used mostly in government or public organizations. (eg.
TANESCO, NSSF, MUNICIPAL, MINISTRY, UDSM, ITV etc.

Leadership Vs Management
Functions: Leadership is concerned with developing and
implementing policies and procedures where as Conversely,
functions of management are executive and governing
(implementation of policies)
Decision making: Management makes decisions under the
boundaries set by the administration while leadership takes all
the important decisions of the organization beyond
managerial decisions.(overall decisions about the entire
organization)
