Mechanics
1. Each module will begin with a scenario that
summarizes key events occurring within the
time period.
2. After the scenario update, series of questions
will be administered.
3. Designated players will assume the roles and
respond to the questions through a facilitated
discussion.

Assumptions
• The scenario is plausible, and events occur as
they are presented. DO NOT FIGHT THE
SCENARIO AND INJECTS
• There are no hidden agenda and no trick
questions.

Parameters
• Varying view points are expected.
• Discussions may not reflect your organization’s
final position.
• This TTX is an opportunity to explore multiple
options and possible solutions.
• While issue identification is important, the TTX
puts premium on the recommended solutions to
improve response and recovery efforts.

Safety
• All situation updates, materials and other
information are “FOR EXERCISE ONLY.”
• Notify any member of the Exercise
Management Team for any eventuality
(accident, medical condition, etc.)
• In case of actual emergency situation, the
TTX may be stopped. Priority will be given
to responding to the said emergency.

Evaluation
• In between the scenarios and injects, the
exercise will be paused for plenary
processing and evaluation.
• The evaluation will focus on the coherence
of the participants’ responses in
accordance with the contingency plan.
