1. Makadiyos (God-fearing)- we value faith and
spirituality as our moral foundation and
understand the works of the Almighty in our
vocation.
2. Makatao (Pro-people)- mandated by the
constitution to maintain peace and order and
directly work with the community, we act in the
best interest of the people and the country.
3. Makakalikasan (Pro-environment)- we are
committed to protect the environment and our
natural resources, and prevent environmental
crimes.
4. Makabayan (Patriotic)- our loyalty is to the
country, the constitution, and the Filipino
people.

Policing.
1. We are discerning and rational in our
decisions- we believe that effective planning
yields the best results.

rights of all- we realize the magnitude of our
role as enforcers of the law.

emotionally intelligent behavior.

The Significance of the PPSC Character and
Competency Framework
• Understanding that cultural values and sense of
identity determine good policies.
• The comprehensive framework enshrines the core
ethos, national values, and sworn responsibilities
of the police, law enforcers, and other public safety
officers.
• Through this integration, it is envisaged that the
foundational character and competencies of our
human resource will be placed at the center of
public safety education and policy development.
• Significantly, this will raise the standards of the
police service and edify our public safety officers
in the performance of their duties to the Filipino
people.
• The PPSC Character and Competency Framework
emphasizes that the character and competence
are interconnected, complementary, and
interdependent to each other.
• The framework is comprehensive, contextual, and
embedded in public safety education and
leadership training.
• The holistic development of character and
competence has three general objectives:
1. To address problems on the abuse of authority,
breakdown of discipline, and corruption, among
other issues in public safety units;
2. To strengthen the moral fiber of law enforcers to
resist temptations while enforcing laws and
ordinances; and
3. To reinforce trust building effort of the
Philippine National Police.
