INTRODUCTION
Pedestrian Level of Service (PLOS) is being increasingly used to assess safety and comfort levels
across entire cities, providing effective indications on priority of interventions.” The Pedestrian Level
of Service (PLOS) is a complex measure, enabling the assessment of comfort and safety levels along
existing and planned walkways; facilitates objective evaluations of pedestrians' perceptions and
responses to the surrounding roadway environment, enhancing our understanding of pedestrian
experiences. By applying the concept of walking ability through the improvement of pedestrian
facilities, walking activities can be promoted. It becomes important to know how well the road can be
pedestrian friendly and safe by performing an assessment of pedestrians .

The pedestrian level of service has been widely used to refer to the
operational quality of pedestrian facilities such as sidewalks, footpaths, and
crosswalks and has been derived from the Level of Service concept in
traffic studies which was first used in vehicles and then later developed for
pedestrian facilities. PLOS defined as the pedestrian flow rate and walkway
capacity is taken as one of the components of Walkability (Paul, Moridpour,
Venkatesan et al., 2024).Therefore, a walkable environment must be
provided to encourage people to walk more. This is where the walkability
concept plays a big role. Walkability refers to the quality of walking
condition. It encompasses the quality of pedestrian features including
pathway conditions, safety, traffic speed and flow, comfort and convenience
(Zainol et al., 2014).

Comparisons of Results of Two Methods in
Evaluating Pedestrian Facilities
From the proposed Pedestrian Levels of Service (PLOS)
standard, there are significant differences in PLOS values
resulting from the evaluation conducted using the Highway
Capacity Manual method (2000) compared to Gainesville
Pedestrian LOS Performance Measures. The results show
that most of the selected pedestrian facilities have grades that
vary from LOS C and D. As both methods serve the same
purpose, comparing the results obtained from each method
may lead to variations since they have differences in
methodologies, standardization, and applicability.
