 TO EVALUATE THE QUALITY OF AVIATION SECURITY RELATED TRAINING AND TO VALIDATE THE COMPLETION OF

 TO ISSUE LETTER AUTHORITY FOR THE WEARING OF SPECIAL SET OF UNIFORM TO THE SECURITY PERSONNEL OF
PSAs DEPLOYED WITHIN AREA OF RESPONSIBILITY.

 TO ENDORSE TO THE CHIEF, SOSIA (CSG) THE APPLICATION FOR RENEWAL OF LICENSE TO OPERATE (LTO) OF

SECTION 17 : SECURITY TRAINING

ICAO Annex 17 Standard and Recommended Practices (SARPS)


3.4.2 stipulates that “Each Contracting State shall ensure that the
persons implementing security controls possess all competencies
required to perform their duties and are appropriately trained
according to the requirements of the national civil AVSEC Program
and that appropriate records are maintained up to date. Relevant
standards of performance shall be established and initial and
periodic assessments shall be introduced to maintain those
standards.”
THE BASIS OF AVSEC TRAINING

17.1 Objective
17.1.1 To ensure that the persons implementing security
controls in all airports possess all competencies required to
perform their duties and appropriately trained according to the
standards.

17.2 Responsibility
17.2.2 OTS shall developed a National Civil AVSEC Training
Program (NCASTP) that defines the objective of securing
competencies and skills to the persons implementing security
control and to provide the appropriate training to standardized
quality of security control.
THE BASIS OF AVSEC TRAINING

17.3 National Civil AVSEC Training Program (NCASTP)

17.3.3NCASTP shall define the standards of training,


nature of work and functions and duties of all persons
implementing security control in all airports. It shall be
based on the standard requirement of ICAO TRAINAIR
Program STP 1.2.3.

PRIVATE SECURITY AGENCY (PSAs) – SHALL MEAN ANY PERSON
ASSOCIATION,PARTNERSHIP, FIRM OR PRIVATE CORPORATION WHO
CONTRACTS, RECRUITS, TRAINS, FURNISHES OR POST ANY SECURITY GUARD,
TO PERFORM ITS FUNCTIONS OR SOLICIT INDIVIDUALS, BUSINESSES, FIRMS,
OR PRIVATE, PUBLIC OR GOVERNMENT OWNED OR CONTROLLED
CORPORATIONS TO ENGAGE HIS/HER/ITS SERVICE OR THOSE OF HIS/HER/ITS
SECURITY GUARDS, FOR HIRE, COMMISSION OR COMPENSATION THRU
SUBSCRIPTION OR ASS A CONSULTANT/TRAINER TO ANY PRIVATE OR PUBLIC
CORPORATION WHOSE BUSINESSES OR TRANSACTION INVOLVE NATIONAL

GOVERNMENT GUARD UNITS (GGU) -- A SECURITY UNIT MAINTAINED AND


OPERATED BY ANY GOVERNMENT ENTITY OTHER THAN MILITARY OR
POLICE, WHICH IS ESTABLISHED AND MAINTAINED FOR THE PURPOSE OF
SECURING THE OFFICE OR COMPOUND AND/OR EXTENSION OF SUCH
GOVERNMENT ENTITY. (RULE III SEC 1 (n), RA 5487, AS AMENDED

PRIVATE SECURITY GUARD (SG) – ANY PERSON WHO OFFERS OR RENDERS


PERSONAL SERVICE TO WATCH OR SECURE EITHER A RESIDENCE, BUSINESS
ESTABLISHMENT, OR BUILDINGS, COMPOUNDS, AREAS OR PROPERTY,
INSPECTS/MONITORS BODILY CHECKS/SEARCHES INDIVIDUALS AND/OR
BAGGAGE AND OTHER FORMS OF SECURITY INSPECTION OTHER THAN
MEMBERS OF THE AFP, PNP, BJMP OR ANY OTHER LAW ENFORCEMENT
AGENCY OF THE GOVERNMENT. (RULE III SEC 1 (e), RA 5487, AS AMENDED
RULE XIII: POWERS & DUTIES
SEC.1 TERRITORIAL POWER – SHALL WATCH AND SECURE THE PROPERTY
OF THE PERSON, FIRM, OR ESTABLISHMENT WITH WHOM HE OR HIS
AGENCY HAS A CONTRACT FOR SECURITY SERVICES.

SEC.2 ARREST BY SECURITY GUARD – (SEC 6, RULE 113, RULES OF


COURT/WARRANTLESS ARREST)
1. When, in his presence, the person to be arrested has committed, is actually committing, or is attempting to commit an offence.
2. When an offence has just been committed and he has probable cause to believe based on personal knowledge of facts and
circumstances that the person to be arrested it, and
3. When the person to be arrested is a prisoner who has escaped from a penal establishment or place where he is serving final
judgment.

SEC.3 METHOD OF ARREST – SHALL INFORM THE PERSON TO BE ARRESTED,


THE INTENTION AND CAUSE OF ARREST.

SEC.4 DUTY OF SG MAKING ARREST – SHALL IMMEDIATELY TURN-OVER THE


ARRESTED PERSON TO THE NEAREST POLICE STATION FOR CUSTODY
AND APPROPRIATE ACTION WITHOUT NECESSARY DELAY AND
WITHIN THE TIME PRESCRIBED IN ARTICLE 125 OF THE RPC, AS
AMENDED.
SEC.5 SEARCH W/O WARRANT – ANY SG MAY, INCIDENT TO THE
ARREST, SEARCH THE PERSON SO ARRESTED IN THE
PRESENCE OF ATLEAST TWO (2) WITNESSES. HE MAY ALSO
SEARCH EMPLOYEES OF THE FIRM OR ESTABLISHMENT WITH
WHICH HE IS OR HIS AGENCY HAS A CONTRACT OF PRIVATE
DETECTIVE, WATCHMAN OR SECURITY SERVICES WHEN
SUCH SEARCH IS REQUIRED BY THE NATURE OF THE
BUSINESS OF THE PERSON, FORM OR ESTABLISHMENT.

ISSUES AND CONCERN

1. Full Implementation of Mandates /Function ( Memorandum Circular


2005-003).
2. Continuous Monitoring and Implementation of all PSAs providing
security services on airport must undergo specialized Aviation Security
Course and possess License to Exercise Security Profession with category
of Aviation Security Guard. ( Memo dated March 8, 2012)

3. Continuous conduct Post to Post Inspection to all PSAs with their


security personnel at NCR based to Cargo and Gen Av. to include
Administrative Inspection.

4. Continuous Conduct Post to Post Inspection and validation to all PSAs


with their security personnel deployed in all International and Domestic
Airports at AVSEU 1 -12 & NIR ( entire Philippines)
