FUNCTIONS
TO SUPERVISE AND EVALUATE THE OPERATIONAL PERFORMANCE OF PRIVATE SECURITY AGENCIES, COMPANY
GUARD FORCES AND GOVERNMENT GUARD UNITS AND THEIR SECURITY GUARDS/PERSONNEL PERFORMING
AVIATION SECURITY SERVICES AT INTERNATIONAL AND DOMESTIC AIRPORTS.
TO CONDUCT PERIODIC AND NON-PERIODIC INSPECTION OF PSAs, CGFs AND GGUs, SECURITY TRAINING
SCHOOLS AND SECURITY GUARDS/PERSONNEL INVOLVED IN AVIATION SECURITY TO ENSURE THEIR EFFECIENCY
AND EFFECTIVENESS AND ISSUE VIOLATION TICKET REPORTS (VTRs) TO SECURITY PERSONNEL OFFENDERS.
TO EVALUATE AND APPROVE THE PROGRAM OF INSTRUCTIONS (POI) OF ALL AVIATION SECURITY RELATED
COURSES.
TO EVALUATE THE QUALITY OF AVIATION SECURITY RELATED TRAINING AND TO VALIDATE THE COMPLETION OF
SUCH TRAINING BY ALL PRIVATE SECURITY PERSONNEL.
TO ISSUE LETTER AUTHORITY FOR THE WEARING OF SPECIAL SET OF UNIFORM TO THE SECURITY PERSONNEL OF
PSAs DEPLOYED WITHIN AREA OF RESPONSIBILITY.
TO ENDORSE TO THE CHIEF, SOSIA (CSG) THE APPLICATION FOR RENEWAL OF LICENSE TO OPERATE (LTO) OF
PRIVATE SECURITY AGENCIES, COMPANY GUARD FORCES, GOVERNMENT GUARD UNITS AND PRIVATE SECURITY
TRAINING CENTERS/SCHOOLS ENGAGED IN AVIATION SECURITY AND AVIATION SECURITY TRAINING,
RESPECTIVELY.
TO MAINTAIN AND UPDATE RECORDS OF PSAs, CGFs AND GGUs PERFORMING AVIATION SECURITY AT

THE BASIS OF AVSEC TRAINING
17.1 Objective
17.1.1 To ensure that the persons implementing security
controls in all airports possess all competencies required to
perform their duties and appropriately trained according to the
standards.
17.2 Responsibility
17.2.2 OTS shall developed a National Civil AVSEC Training
Program (NCASTP) that defines the objective of securing
competencies and skills to the persons implementing security
control and to provide the appropriate training to standardized
quality of security control.
