Enhancing Disaster Management in India

This document proposes developing an Android application to enable disaster relief agencies to collaborate more effectively during emergencies in India. It discusses challenges with coordination between agencies due to a lack of communication platforms and language barriers. A literature review uncovered issues responding to past disasters and potential solutions like crowdsensing and satellite technology. The proposed application aims to address coordination difficulties through real-time alerts and information sharing to improve disaster management outcomes.

N
• The motivation arises from recognizing the significant challenges in disaster
management in India, as identified in the literature review further.
• Effective coordination among rescue agencies during disasters is a pressing
issue, impacting response efforts.
• The absence of a dedicated communication platform for agencies like the
NDMA and SDMA is a hindrance to seamless collaboration.
• Language differences pose a barrier to efficient communication during
emergencies.
• The lessons we've learned from past disasters, like the 2004 tsunami and
the Kedarnath floods in 2013, show us that we need better ways to talk to
each other, find people in need, and quickly share important information
with the authorities during emergencies.
The motivation is to develop a platform that address these difficulties,
with the ultimate goal of enhancing disaster management in India,
resulting in more effective response efforts and better protection for
communities in times of crisis.

SURVEY
 In the context of disaster management in India, this literature review delves into the challenges faced by rescue agencies, primarily
centered around difficulties in coordinating their efforts during crises.
 Notably, the absence of dedicated software for interagency communication in India inhibits effective coordination among entities like
the National Disaster Management Authority (NDMA) and State Disaster Management Authorities (SDMA).
 Existing research suggests potential technological solutions, including the use of the Google Earth Engine to create AI/ML prediction
systems for flood prevention, the utility of satellite communication, and the role of social media in disseminating disaster alerts.
 Additionally, the review examines the concept of crowdsensing, which illustrates how communities can assist one another during
disasters.
 Language barriers in communication are highlighted as a concern, with implications for effective disaster management. Lessons
from the Incident Command System (ICS), primarily implemented in the United States, offer valuable insights for structured
coordination and communication in emergency response.
 Case studies of major disasters in India, such as the 2004 tsunami and the Kedarnath floods in 2013, underscore challenges related
to communication, locating affected individuals, and timely information dissemination to authorities.
 Addressing these issues is crucial to improving disaster management in India and ensuring more efficient response and recovery
efforts.
