Introduction to Community Service
Module Learning Outcomes
After studying the module, you should be
able to:
1. identify the responsibilities of members of
community; and
2. do civic duties to the community in carious
situations.
What is Community?
Community is a group of people living in the
same locality and under the same
government.
It is a social unit larger than a household.
As member of a community, do you have
to do something for the community?
Community responsibilities are an
individual's duties or obligations to the
community and include cooperation, respect
and participation. The concept goes beyond
thinking and acting as individuals to common
beliefs about shared interests and life.
Are we mandated by the
Constitution for community
involvement?
Section 15. The State shall respect the role of
independent people's organizations to enable
the people to pursue and protect, within the
democratic framework, their legitimate and
collective interests and aspirations through
peaceful and lawful means.
People's organizations are bona fide
associations of citizens with demonstrated
capacity to promote the public interest and with
identifiable leadership, membership, and
structure.

organizations to effective and reasonable
participation at all levels of social, political,
and economic decision-making shall not be
abridged. The State shall, by law, facilitate
the establishment of adequate consultation

SEC. 384. Role of the Barangay. - As the
basic political unit, the barangay serves as
the primary planning and implementing unit
of government policies, plans, programs,
projects, and activities in the community,
and as a forum wherein the collective views
of the people may be expressed,
crystallized and considered, and where
disputes may be amicably settled.

NATIONAL SERVICE TRAINING PROGRAM
(NSTP) FOR TERTIARY LEVEL STUDENTS,
AMENDING FOR THE PURPOSE REPUBLIC
ACT NO. 7077 AND PRESIDENTIAL DECREE
NO. 1706, AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of
Representatives of the Philippines in Congress
assembled:
Section 1. Short Title - This Act shall be
known as the "National Service Training
Program (NSTP) Act of 2001".
Section 2. Declaration of Policy - It is
hereby affirmed the prime duty of the
government to serve and protect its
citizens. In turn, it shall be the responsibility
of all citizens to defend the security of the
State and in fulfillment thereof, the
government may require each citizen to
render personal, military or civil service.
Recognizing the youth's vital role in nation-
building, the State shall promote civic
consciousness among the youth and shall
develop their physical, moral, spiritual,
intellectual and social well-being. It shall
inculcate in the youth patriotism, nationalism,
and advance their involvement in public and
civic affairs.
In pursuit of these goals, the youth, the most
valuable resource of the nation, shall be
motivated, trained, organized and mobilized in
military training, literacy, civic welfare and
other similar endeavors in the service of the
nation.
What is civic responsibility?
Civic Responsibility is defined as the
"responsibility of a citizen". It is comprised of
actions and attitudes associated with
democratic governance and social
participation. Civic responsibility can include
participation in government, church, volunteers
and memberships of voluntary associations.
Actions of civic responsibility can be displayed
in advocacy for various causes, such as
political, economic, civil, environmental or
quality of life issues.
When someone performs an action
which benefits his or her community, it
is known as community service.
Things which could be considered
community service include:
Tutoring of children
Building homes in low income areas
Assisting the elderly
Socializing with animals at animal shelters
Performing habitat restoration
Contributing to the operations of volunteer fire
departments
Helping with civic beautification
Are you this person?
In all cases, community service work is
performed by volunteers who are not paid for
their time. In some instances, the work
would not be accomplished without the work
of such volunteers, and many small
organizations rely on people with community
spirit to survive.

As a member of a university community, at the
same time, are you a gift to the community where
you belong?
