RA No. 10533 enhances the Philippine basic education system by strengthening
its curriculum and increasing the number of years for basic education.
The State shall establish, maintain and support a complete, adequate, and
integrated system of education relevant to the needs of the people, the country
and society-at-large.
For this purpose, the State shall create a functional basic education system that
will develop productive and responsible citizens equipped with the essential
competencies, skills and values for both life-long learning and employment.
第10533号共和国法通过加强其课程和增加基础教育的年限,加强了菲律宾的基础
教育制度。
国家应建立、维持和支持一个与人民、国家和整个社会的需要相适应的完整、充分
和综合的教育制度。
为此目的,国家应建立一个有效的基础教育制度,培养具有终身学习和就业的基本
能力、技能和价值观的有生产力和负责任的公民。
In order to achieve this, the State shall:
(a) Give every student an opportunity to receive quality education
that is globally competitive;
(b) Broaden the goals of high school education for college
preparation, vocational and technical career opportunities; and
(c) Make education learner-oriented and responsive to the needs,
cognitive and cultural capacity.
为此,国家应: (
a ) 让每个学生都有机会接受具有全球竞争力的优质教育 ;
( b ) 扩大高中教育的目标,以增加大学预科、职业和技术职业机会 ;

( c ) 使教育面向学习者,并响应需要、认知和文化能力
The enhanced basic education program encompasses at least one (1)
year of kindergarten education, six (6) years of elementary education, and
six (6) years of secondary education, in that sequence. Secondary
education includes four (4) years of junior high school and two (2) years of
senior high school education.
Kindergarten education shall mean one (1) year of preparatory education
for children at least five (5) years old as a prerequisite for Grade I.

Elementary education refers to the second stage of compulsory basic
education which is composed of six (6) years. The entrant age to this level is
typically six (6) years old.
Secondary education refers to the third stage of compulsory basic
education. It consists of four (4) years of junior high school education and
two (2) years of senior high school education. The entrant age to the junior
and senior high school levels are typically twelve (12) and sixteen (16) years
old, respectively.
初等教育是指第二阶段的义务基础教育,由六( 6 )年组成。进入此级别
的年龄通常为六( 6 )岁。
中等教育是指义务基础教育的第三阶段。它包括四( 4 )年的初中教育和

The DepED shall adhere to the following standards and principles
in developing the enhanced basic education curriculum:
 
(a) The curriculum shall be learner-centered, inclusive and
developmentally appropriate;
(b) The curriculum shall be relevant, responsive and research-
based;
(c) The curriculum shall be culture-sensitive;
(d) The curriculum shall be contextualized and global;

教育部在制定强化基础教育课程时,应遵守以下标准和原则:  
( a ) 课程应以学习者为中心,具有包容性,并适合发展 ;
( b ) 课程应切合实际、反应迅速和以研究为基础 ;
( c ) 课程应具有文化敏感性 ;
( d ) 课程应因地制宜,具有全球性 ;
(e) The curriculum shall use pedagogical approaches that are
constructivist, inquiry-based, reflective, collaborative and integrative;
(f) The curriculum shall adhere to the principles and framework of
Mother Tongue-Based Multilingual Education (MTB-MLE);
(g) The curriculum shall use the spiral progression approach; and
(h) The curriculum shall be flexible enough to enable and allow
schools to localize, indigenize and enhance the same based on their
respective educational and social contexts.

( e ) 课程应采用建构主义、探究式、反思性、协作性和综合性的教
学方法 ;
( f ) 课程应遵守以母语为基础的多语种教育的原则和框架 ;
( g ) 课程应采用螺旋式升学方法 ; 和
( h ) 课程应具有足够的灵活性,使学校能够和允许学校根据其各自

The DepED and the CHED, shall conduct teacher
education and training programs, as specified:

(a) In-service Training on Content and Pedagogy Current


DepED teachers shall be retrained to meet the content and
performance standards of the new K to 12 curriculum.

教育部和教育局应开展教师教育和培训计划,具体如下:

( a ) 在职培训内容和教学法:当前 DEPED 教师应接受


再培训,以符合新的 K 至 12 课程的内容和绩效标准。
 
(b) Training of New Teachers. New graduates of the current Teacher
Education curriculum shall undergo additional training, upon hiring, to
upgrade their skills to the content standards of the new curriculum;
(c) Training of School Leadership. Superintendents, principals,
subject area coordinators and other instructional school leaders shall
likewise undergo workshops and training to enhance their skills on
their role as academic, administrative and community leaders.

( b ) 培训新教师。现行教师教育课程的新毕业生在录用时应接受
额外培训,以将其技能提升到新课程的内容标准 ;

The Anti-Bullying Law
  Republic Act 10627, or the Anti-Bullying Act (the “Act”), aims to protect
children enrolled in kindergarten, elementary, and secondary schools and
learning centers (collectively, “Schools”) from being bullied. It requires Schools to
adopt policies to address the existence of bullying in their respective institutions.
The Anti-Bullying Act of 2013 was created hand in hand with the Child
Protection Policy or DepED Order No. 40, s. 2012. The policy aims to protect the
child from all forms of violence that may be inflicted by adults, persons in
authority as well as their fellow students, especially bullying.

”Bullying or victimization is a person being bullied or
victimized when he or she is exposed, repeatedly and
overtime, to negative actions on the part of one or more
other persons” ( Huesmann, 1994). “It is a negative action
when someone intentionally inflicts, or attempts to inflict,
injury or discomfort upon another” (Olweus, 1973).

“ 欺凌或受害是指当一个人反复和加班地暴露于一个或
多个其他人的负面行为时,他或她被欺负或受
害”( Huesmann , 1994 )。“当某人故意或试图对另一个
人造成伤害或不适时,这是一种消极行
为”( Olweus , 1973 )。
Bullying, as defined under the Act, is any severe or repeated use by one or
more students of a written, verbal or electronic expression, or a physical act or
gesture, or any combination thereof, directed at another student that has the
effect of actually causing or placing the latter in reasonable fear of physical or
emotional harm or damage to his property; creating a hostile environment at
school for the other student; infringing on the rights of the other student at school;
or materially and substantially disrupting the education process or the orderly
operation of a school; such as, but not limited to, the following:

该法所界定的欺凌是指一名或多名学生对另一名学生进行书面、口头或电子表达、
身体行为或手势或其任何组合的任何严重或反复使用,其效果是实际造成或使后者

a. Any unwanted physical contact between the bully and
the victim like punching, pushing, shoving, kicking, slapping,
tickling, headlocks, inflicting school pranks, teasing, fighting
and the use of available objects as weapons;
b. Any act that causes damage to a victim’s psyche
and/or emotional well-being;

c. Any slanderous statement or accusation that causes the victim undue
emotional distress like directing foul language or profanity at the target, name-
calling, tormenting and commenting negatively on victim’s looks, clothes and
body; and
d. Cyber-bullying or any bullying done through the use of technology or any
electronic means. The term shall also include any conduct resulting to
harassment, intimidation, or humiliation, through the use of other forms of
technology, such as, but not limited to texting, email, instant messaging, chatting,
internet, social media, online games, or other platforms or formats.

Social bullying, or any deliberate, repetitive and aggressive
social behavior intended to hurt others or to belittle another
individual or group.
Gender-based bullying, or any act that humiliates or
excludes a person on the basis of perceived or actual sexual
orientation and gender identity.

欺凌,或任何蓄意的,重复的和侵略性的社会行为,旨在伤
害他人或贬低另一个人或群体。  
基于性别的欺凌,或任何基于感知或实际的性取向和性别认
同而羞辱或排斥某人的行为。
Bullying may happen at the following:
 

a. School grounds;
b. Property immediately adjacent to School grounds;
c. School-sponsored or School-related activities, functions or programs
whether on or off School grounds;

欺凌可能发生在以下情况下:

d. School bus stops;
e. School buses or other vehicles owned, leased or used

Schools are directed to adopt policies, which are to be regularly
updated, to address the existence of bullying in their respective
institutions. These policies are to be reported to the appropriate school
division superintendent of the DepED during the first week of every
academic year. During this period, the School shall also submit a report of
relevant information and statistics on bullying and retaliation culled from
the previous academic year.

Schools must likewise define the range of administrative disciplinary
actions that may be taken against a bully, or a person who commits
retaliation. These actions must be commensurate with the nature and
gravity of the offense committed. Such actions may include written
reprimands, community service, suspension, exclusion or expulsion, as
the case may be. In addition to any action taken against a perpetrator of
bullying or retaliation must necessarily include the requirement that the
perpetrator enter into a rehabilitation program administered by the
School.

The School shall also educate parents and guardians about
bullying, its effects, the anti-bullying policies of the School,
and how such parents or guardians can provide support in
imparting upon their charges the gravity of bullying, and to
reinforce the policies of the School.

The School shall likewise establish clear procedures and strategies for:
a. Reporting acts of bullying or retaliation. The School must provide an avenue
wherein students may anonymously report acts of bullying or retaliation;
b. Responding promptly to and investigating reports of bullying or retaliation;
c. Restoring a sense of safety for a victim and assessing the student’s need
for protection;
学校同样应为以下方面制定明确的程序和策略:

At a minimum, the School complies with the
requirements of due process by:
a. Informing the student and parent or guardian of the
complaint in writing;
b. Giving the student, with the assistance of his parents
or guardian, an opportunity to answer the complaint in
writing;

至少,学校通过以下方式遵守正当程序的要求:

c. Requiring the School head to issue the decision, in
writing, and stating the facts and reasons thereof; and
d. Allowing an appeal for the decision with the appropriate
division office of the Department.

The Committee shall be composed of:
 
a. the School head or administrator as chairperson;
b. the School guidance counselor/teacher as vice
chairperson;
c. a representative of the Schools teachers as designated by
the School faculty;
d. a representative of the parents as designated by the
Parents-Teachers Association;

委员会应由下列人员组成:  
a. 校长或行政人员担任主席 ;
b. 学校辅导员 / 教师担任副主席 ;
c. 由学校教师指定的学校教师代表 ; d. 由家长 - 教师协会指定
的家长代表 ;
e. a representative of the students, except in kindergarten,
as designated by the student council; and
f. a representative of the community as designated by the
barangay captain wherein the school is located. The
inclusion of a community representative may be dispensed
with by private Schools.

e. 学生会指定的学生代表,幼儿园除外 ; 和
