Rationale & Objectives

Rationale
✔ DAR adopts the agrarian reform community development (ARC) as
an operating strategy since 1993 which is an integrated and holistic
approach to the development of communities and the effective
delivery of necessary support services to ARBs.
✔ The current administration intensifies the development of ARCs
through the over-arching strategy of “Raise the ARCs”. This stands
for Responsive, Accelerated, Integrated, Sustainable Equitable
Delivery of Support Services in ARCs/ARAs with main
components .

Rationale
✔ As of December 2021, we have launched a total of 2,244 ARCs and
187 ARC clusters nationwide which are at varying development
status.
✔ For CY2022, a total of 10 ARCs/ARCCs are targeted to be
launched/confirmed. Likewise, 7 ARCs/Clusters which are backlogs
from 2021 Targets are also expected to be deliberated/confirmed by
the NARCTF.
✔ Aligned with one of the 2022 Operational Directives of the SSO, and
as approved in the 2022 NEP, a total of 135 ARCs/ARCCs are targeted
to be updated by all regions, except Regions 4A, 4B, 8, 9, 11 and 13.

Rationale
✔ The Technical Discussion is being done as a mechanism for the
NARCTF Technical Secretariat lodged with the Project Management
Service to provide the necessary technical assistance/guidance to
the DARPO ARC proponents to ensure that the proposed
ARCs/ARCCs are compliant to the defined requirements set forth in
MC 14, Series of 1999: Guidelines on the Selection and Launching of
ARCs). Thereby, facilitating the approval/confirmation of the
proposed ARC by the National ARC Task Force scheduled in June and
September 2022.

Objectives
At the end of the one-day orientation, participants are able:

✔ Gain shared understanding of the Enhanced/Updated ARC/ARC Cluster


Development Plan Format, GAD tools and other relevant guidelines i.e.
Awards and Recognition Program and 2023 Forward Estimates
✔ Define the various processes and key activities to facilitate the
preparation of new/updated ARC/ARC Cluster development plans and
accompanying agribusiness plan.
✔ Craft a comprehensive ARC/ARC Cluster development plan and
agribusiness plan which is compliant to existing Guidelines and the
NARCTF requirements.
