CHAPTER 1
THE PROBLEM AND ITS BACKGROUND
INTRODUCTION
 Reserve Officers Training Corps(ROTC) aim to provide military education and
training for students to mobilize them for National defense preparedness. Its
specific objectives include preparation of senior high school students for service
Armed Force of the Philippines in the event of emergency under the measure.
ROTC will be a requirement for graduation for all students in both public and
private high school.
 ROTC in the Philippines is one of the three components of National service
training program, the civic education and defense preparedness program for
the senior high school students. Those physically or psychologically unit or are
part of the school varsity team are exempted for mandatory ROTC training.
Students who are undergoing a similar military training or those who get an
exemption from the Department of National defense will also exempted.

> Implementing mandatory ROTC provide students with
significant opportunities and benefits. Participants in ROTC are
supported in the development of strong personal traits such as
self- discipline , confidence and leadership. ROTC program is
important because this program provide world class leadership
development as well as valuable team building and networking
opportunities. Upon the individual discipline and physical traits
to protect the state from all treats, whether natural or man-
made.
>ROTC program can be rewarding commitments both financially
and personally for students with the discipline to serve while
pursuing educational and professional goals. This program is
needed for future Filipino youth to be able to protect he
country . On the other hand the younger generation need to be
exposed to the rudiments of basic soldiery no matter to help
develop their leadership potentials. ( Quimson 2019 )
 ROTC program was a timely issue with senior high
school students and also noticed that there are
many students without knowledge about
mandatory ROTC, through this research the
reader will be able to read to know the
importance of mandatory ROTC in the senior high
school students. This program provides world-
class leadership development, as well as valuable
team building and networking opportunities. It
also opens the door to specialized training and
other technical skills.
STATEMENT OF THE PROBLEM
 This study aims to solicit the level of acceptance of senior high school students in
DMCVNHS towards the implementation of mandatory ROTC.
[Link] is the demographic profile of the respondent in terms of;

* strand
2. What are the extent knowledge of SHS student in DMCVNHS regaining
mandatory ROTC.
3. What are the attitude of SHS students in DMCVNHS towards the program
implementation of mandatory ROTC.
4. Is there a significant connection between attitude and extended knowledge of
SHS students in implementing mandatory ROTC.
5. What will be the expected result of recommendation to SHS students when it
comes to implementing mandatory ROTC.
NULL: There is no a significant connection between
mandatory ROTC and some students that have a
health problem and those physically and
psychologically unit or part of school varsity team
are exempted from mandatory ROTC training.

ALTERNATIVE: There is a significant connection


between mandatory ROTC. This will be the one of
the requirements for graduation of senior high
school students and they will be able to learn how
discipline, improve their self-confidence and
leadership.
SCOPE AND LIMITATIONS OF THE STUDY

The study will focus on the level of acceptance of implementing of


Mandatory ROTC to senior high school students. There will be 149
students who were random derived from grade 12 students during this
school year 2022-2023.
The survey will be conducted in Don Mariano C. Veneracion
National High School on this school year. During vacant time of the
researcher as well as the student respondents.
They will be gives 5 to 10 minutes to answer the survey-
questionnaire that will be distributed room by room. This study will
identify the acceptance of the senior high school students in
implementing the mandatory ROTC program. However, the study
disregards the actual training and the social economic status of the
students. The teachers, parents and others staff will also not include
in this study.
SIGNIFICANCE OF THE STUDY
This study aims to identify the acceptance of Senior High
School student in implementing the mandatory ROTC. The use of
the study will be useful to student, teachers, parents and
Researcher.
STUDENTS: It will add raise awareness for the senior high school
student that can lead them to be prepared on the
implementation of the mandatory ROTC program.
TEACHERS: This study will assist them to comprehend the
perception of their students about implementing mandatory
ROTC in senior high school students.
PARENTS: This study would help the parents as they would be
aware on what ROTC is.
RESEARCHERS: It will provide them and contribute knowledge
and learnings about implementing mandatory ROTC.
ASSUMPTION

At the end of the study the researcher will expect


that all the readers of our research will know what is
mandatory ROTC all about. This study helps an
individual to have more access in ROTC.
The result of our study, will help the students how
to be patient, how to discipline and improve their self-
confidence. It also focuses on trusting in community,
also shares about many ideas, leadership, and teach
young men/women to be leader and find solution to
improve their ability as a student.
DEFINITION OF TERMS

DMCVNHS: The location where the research will be conducted.


ROTC: One of the components of NSTP that will be implemented.
MANDATORY: A required order or law which is compulsory for the
students.
ACCEPTANCE: The quality or state of being accepted or willingness
of senior high school about mandatory ROTC.
GRADE 12 STUDENTS: The target respondents in conducting the
research.
RESEARCHER: People who conduct the research about level of
acceptance in implementation mandatory ROTC.
QUANTITATIVE: Kind of research that was use in this topic.

CHAPTER II
REVIEW OF RELATED LITERATURE AND RELATED
STUDIES

Presented in this chapter are different literature and


studies gathered from online resources used by the
researchers for the effectiveness of this paper in order to
have a more accurate and sufficient. This helped the
researchers to have a better understanding and knowledge
about the study.
RELATED STUDIES

The Reserve Officers Training corps (ROTC)is one of the three


program components of the National Service Training Program (NSTP)
which focuses on military training and preparedness for national
defense. The program in particular is directed to prepare the
youth(which by contemporary definitions, are age 15-24).The
establishment of the Reserve Officers Training corps(ROTC) Primarily
focuses on its main goals: to instill the senses of nationalism and
patriotism among the youth, to prepare for a noteworthy leadership
and citizenship and outmost ,to develop leaders and militia of high -
quality in the future ready to defend and stand up for the betterment
of the state and its people. The future of morale and safety of nation
lies on the shoulders of our armed forces. It is vital even of a young
age, being able-bodied for such training to actively engage in our
progress emancipating safety of the nation and the public
INTERNATIONAL RELATED LITERATURE

Reserve officers training corps program (ROTC)in the


united states are cadets attend a month-long camp,
where they are evaluated on leadership ability. The
purpose of this study was to assess the experiences of
cadets upon their return. Furthermore upon completion
of general inductive analysis, cadets response where
compared to their leadership score, thereby
highlighting salient aspects of leadership manifest
themselves through cadets’ behaviors and

In South Korea Reserve officers training corps (ROTC) is
a college-based officer training program which was
established in 1961 (Lee,J,2013).It has been postulated
that the ROTC program in South Korea has contributed
to national integration and cultural homogeneity where
military training had become a common cultural and
organizational references point, military officers
became business managers and military conscripts
become factory workers. In 2011, South Korea had
9,063 ROTC cadets from 109 universities (Sang-ho,
S…,2012).
Reserve officers training corps in Republic of
China(Taiwan) was first proposed by the Ministry of
National Defense in operation training regimen consisted
of these to four additional hours of military courses each
week aside from university classes. During the winter
vacation, student were to attend a one or two week boot
camp and in the summer, they would undergo
government is imposing nationwide military training for
student of the country to achieve not only the three main
goals of the latter but also strengthen the submission of

In Soviet Union(RUSSIA), Reserve Officers
Training Corps was established in the 1920s.
Announced this program of unilateral military force
withdrawals and reduction. There are 48 military
chairs, and 16 military departments within the
Russian Ministry of Education, plus one military
department, which has been expanded to separate
institute(Lt. Col, F, Edward jones).
LOCAL RELATED LITERATURE

These theory is anchored to reserve officers training corps


or ROTC program it seeks to mobilize the national defense
preparedness, provide military education preparation for
service in AFP and become potential officer. This program is
one of the components of NSTP that an individual should
comply. These component help them to be more ready in
ROTC. Under these it also tackles about youth having access
in military training, participate in regular ROTC instruction
and exposure to high levels of civilian mind. These
components help an individual to have more access in ROTC.
In our country. Tris kind of program will be mandatory
nationwide. It will be implemented in public and private
senior high school. (Aquino B. lll 2012)
ROTC was first implemented and subject to the UP and
the year 1935 made it mandatory to all colleges and
universities. But in 2022 it was completely abolished
because of death of a cadet in the UST. It was brutal
that the cadet’s were killed because of it's exposure to
ROTC training corruption in UST, but it was only the
17th of February in 2017 a law approved by President
Duterte was resurrecting the ROTC. The measure will
grant Grade 11 and 12 students to ROTC. But the
president say's, ROTC residence is unique to former
ROTC in the wake of corruption. He said the new ROTC
is not worthy of corruption, no hazing and sexual
harassment. The Armed Forces of the Philippines (AFP)
also pledged to have in order to prevent ROTC bad
happenings.( Jepoyo 2017)
ROTC resurgence has sprouted due to the
tension seen in the regional territorial
dispute in the west Philippines sea where the
Chinese claimed it. If ROTC is mandatory for
students in Grade 12 and Grade 11 they will
be prepared as officers who can be called
immediately to defer the country of any
occupation. The ROTC also saw the
importance of the recent super typhoon in
the Visayas region where many died and
destroyed property. The ROTC cadet can help
save and deliver relief goods to disaster
victims.( Phistar. Org 2016).
Manila Senator Sherwin Gatchalian said Wednesday the
survey he commissioned Pulse Asia to conduct has
resulted in 69 percent in Filipinos agreeing to the Reserve
Officers training Corps (ROTC) Program in senior high
school and he said about 71 percent pf respondents in the
percent of respondent in National Capital Region and 78
percent in the Visayas support mandatory ROTC in senior
high school while 67 percent in Balance Luzon and 64
percent in Mindanao also say they the proposal and

is stronger in Classes A,B,C,(71 PERCENT) compared to
Class E (54 percent),The survey had 1,200 respondents.

President Rodrigo Duterte said the Mandatory
ROTC program in grade 11 and grade 12
could help develop and deepen national love
and good citizenship for Filipino youth.
Reservist will mobilize for information
campaign against drug use and the
dissemination of information on drug
rehabilitation programs offered by the
government. He also added that they will
set up an inter-agency committee to
combine effects and promote cooperation
with all stakeholders to win the fight against
illegal drugs. He also pointed out that they
will be teaching the rehabilitation of drug
