 National Cyclone Risk Mitigation Project (NCRMP)

 Objective: To Reduce vulnerability to cyclone and other hydro-meteorological hazards of

coastal communities in project States, and increase the capacity of State entities to
effectively plan for and respond to disasters.
 Four Components:

Comp.A: Early Warning Dissemination System (EWDS) for last mile dissemination of alert
messages through sirens and other modes.
Comp. B: Cyclone Risk Mitigation Infrastructure (CRMI) including cyclone shelters,
evacuation routes, embankments to protect lands from saline sea water and underground
electrical cabling.
Comp. C: Technical Assistance for Studies & Capacity Building towards Disaster Risk
Mitigation
Comp. D: Project Management & Implementation Support for funding PMU at NDMA and
PIUs at states.

 Component C: Technical Studies
• Hazard Risk & Vulnerability Assessment (HRVA) –

Development of Dynamic Web-Composite Risk Atlas (WEB-DCRA) for real-time

analysis of impending cyclonic events including Storm Surge & Inland flooding in 13
coastal States/UTs (real-time product, Decision Support Tool). The tool has been
developed and is approved by NDMA, MHA and World Bank.

The tool is likely to be operational in all 13 coastal States/UTs after completing capacity
buildings & training by June 2022.

•Hydro-meteorological Resilient Action Plan (HmRAP)-

HmRAP is being developed in six cities; (i) Panaji (Goa) (ii) Ratnagiri (Maharashtra) (iii)
Mangalore (Karnataka) (iv) Kochi ( Kerala) (v) Porbandar (Gujarat) and (vi) Bidhan
Nagar (West Bengal). HmRAP will improve city’s resilience and reduce risks to hydromet
related hazards. It would identify specific issues and propose key actions to be
implemented for strengthening the hydromet information base and improving resilience
of urban services delivery. It would also become basis for developing investment
frameworks for climate resilient cities.

 Component C: Technical Studies Contd……..
• Designing of Comprehensive Multi-hazard Risk Financing Strategy (CMhRFS)-

The objective of the Consultancy is to contribute towards establishing a robust Disaster Risk
Financing Strategy for the targeted States (namely Uttarakhand, Odisha, Kerala & Gujarat)
and possibly developing a Multi-State Disaster Risk Insurance Pool that accounts for a federal
country and the complex risk context of India.

 Out of 6 deliverables, 1st deliverable has been approved. Stipulated completion date is July 2022.

• National Seismic Risk Mitigation Program (NSRMP)-

Study to strengthen risk assessment capabilities, raising public awareness, strengthening of
building codes and land-use regulations, piloting retrofitting of critical infrastructure, and
developing risk financing framework. “Unpredictability of earthquake hazard, vulnerability
of Structures/infrastructure along with lack of preparedness combined with poor local
emergency response capacity leads to damages and losses in the event of such a disaster
covering in eight high risk States of Assam, Bihar, Himachal Pradesh, Jammu & Kashmir,
Manipur, Meghalaya, Tripura and Uttarakhand”.

 The study has been dropped because of the sub-standard performance of the contractor.

Component C: Capacity Building & Training activities at SPIUs.

• Capacity Building programmes for Government officials on DM under five

priority sectors (Education, Health, PRI, ULB, Rural Development) are under
progress. Out of 942, 652 Capacity Building training have been imparted to
15724 officials.
 
• Shelter Level training on First Aid, Shelter Management and Search &
Rescue are under progress. Out of 1906, 1021 Shelter Level training have been
imparted to 29597 officials and community members.

Additional Financing ( Amounting Rs. 769.80 cr)
Approved by DEA screening committee on 21.12.2021 and posed to World Bank on
29.12.2022.

Proposed new activities under the existing components:

 EWDS: The component may be expanded and strengthened with new activities viz., additional
coverage of area from the present 5km from the coast, coverage of fishermen at sea, integration
with other disaster alerts like that for lightening, heavy rains etc.

 MPCS: The existing activity of MPCS under the existing component of CRMI (Cyclone Risk
Mitigation Infrastructure) may be implemented with the change in strategy of taking it up only
through strengthening/up-gradation of existing buildings to serve as MPCS.

 Implementation of the activity of various Nature based solutions like shelterbelt plantations etc
in the existing CRMI component t reduce the impact of cyclones and implementations in
selected reaches.

 Formulate policy level recommendations in association with CDRI for making the existing basic
infrastructure of transport, communications and power as hazard resistant and take up
implementation of demonstration projects in all states to pilot innovative and low-cost
technologies under the existing CRMI and Technical assistance component.

 Capacity building of 6 coastal cities for implementing the key recommendations
of the HmRAP (Hydro-meteorological Resilience Action Plan) study undertaken
in NCRMP-II including implementation of few demonstration projects involving
new technologies or processes under the existing CRMI and Technical assistance
component.

 Capacity building of the project states for implementing the key

recommendations of the study ‘Strengthening of Disaster Risk Governance
Framework in India’ which is already completed and also fro implementing the key
recommendations of the ongoing study ‘Comprehensive Multi Hazard Risk
Financing Strategies’ under NCRMP-II, including implementation of few
pilot/demonstration projects like support for housing against multi-hazards,
diversification of livelihoods, developing social insurance schemes, empowerment
through CBDRM (Community Based Disaster Risk Management) etc., for a
limited population under the existing CRMI and Technical assistance component.

 Strengthening capacities of the DDMAs, SDMAs of all project states and that of
the NDMA, including investments in communication tools, IT tools etc under
existing Technical Assistance component.

IV Cyclone Risk Mitigation Infrastructure (CRMI)- Phase-II:

Multi Purpose Cyclone Shelter (MPCS): Directions have been complied.

i. Goa will bid out the 2 remaining works by 15th February, 2019.
ii. Gujarat: Out of 18 nos. MPCS, 16 nos. have been awarded and
remaining 2 nos. will be awarded by 15th February, 2019.
iii. Karnataka has awarded the remaining 4 nos. shelters and thus all
the shelter works stand awarded.
iv. Kerala intimated that they will take up only 17 shelters out of
total 27 nos. and Bid document in respect of 6 shelters will be
floated by the end of January, 2019 and all other MPCS by
March, 2019.
v. Maharashtra will award work of 1 MPCS and float bid for 8
shelters by 15th January, 2019, 2 shelters bid would be floated by
20th January, 2019 and remaining 1 bid will be floated by 15th
February, 2019.
vi. PMU, NCRMP, NDMA to work out the Average Cost per MPCS
for the Phase-II states and give a report of the comparison vis-à-
vis the Phase-I States.

iii. Maharashtra to Tender out the 4 packages of Saline
Embankment after clearance of World Bank by 15 th January,
2019. Accordingly, Maharashtra to submit documents
(ESIA report) on priority to World Bank.
iv. Gujarat to tender out the remaining 2 UGC package by 22 nd
January, 2019.
v. Maharashtra to tender out the remaining 2 UGC packages by
15th January 2019.
vi. The second UGC package will be finalized by the end of Jan
2019 by SPIU, West Bengal.
