(grant aid) to the Japanese Government under its General Grant
Aid Program (GGAP).
• September 2001 - Japan International Cooperation
Agency (JICA) responded positively by sending the first
Basic Design Study Team I

August 2002 - The Basic Design Study Team


II followed in.
• After these two study teams finished their
work, they wrapped up and finalized the
minutes of discussion and came up with a
basic design in January 2003.
• With the amount of Y839,291,634
(P419,645,817.80).
• In August 2004, AFIS started operation
• May 2005- AFIS was properly turned
over to the PNP
• With the maintenance cost of
P1,043,645.67 per month.

Post mortem Identification
• February 2009 - A human body parts
particularly left right arm of a suspected
malefactor and believe to be a victim of
summary execution was found at Maligaya
Park, Fairview, Quezon City
Responded by the SOCO personnel of NHQ CLO,
The upper extremity of said human body was
subjected for post mortem fingerprinting
The specimen was submitted to the
AFIS for inquiry and verification.
Immediately thereafter the result was completed in less than an
hour that yielded to the positive identification of the owner of the
fingerprints.

Case: Carnapping
Criminal Identification
• Robbery case from EPD that transpired at RN
Road 5 first Street West Crame, San Juan City.
• SOCO from EPD responded and was collected
eighteen (18) latent prints from the crime
scene.
• AFIS inquiry and verification made on the
latent prints revealed a “HIT” as it matched
with the fingerprint record of one Michelle
Guariño Santos who has a previous record on
file in the data base w/ a case of Robbery that
transpired at Quezon City.
Robbery case from MPD
• Robbery case was transpired at No. 104 Sta Mesa
Garden Vill. Manila
• SOCO from MPD responded was and collected five
(5) latent prints from the crime scene
• AFIS inquiry and verification made on the latent
prints revealed a “HIT” as it matched with the
fingerprint record of one Michelle Guariño Santos
who has a previous record on file in the data base,
that the same fingerprint record matched with the
latent prints in the EPD w/a same cases.
