Introduction
According to Thomson Reuters, curfews are a common element of control used in martial law, though curfews
can also be implemented for public safety in the event of a disaster, pandemic, or crisis. Typically it is the time
when individuals must stay indoors. It is one of the primary solutions of the Government to stop the increasing
number of Covid-19 cases. However, the policy has downsides as some citizens defy it when implemented. The
aim of the Education Action Plan is to formulate strategies and provide information about the problem on why
citizens break curfew hours in the said community in midst of pandemic in Barangay Malinta, Valenzuela city.

EVALUATION PROCESS (How will it be evaluated?)
The Chief of Committee of Barangay Patrols in Malinta, Valenzuela city, strictly implemented
rules and regulations to cease spreading Covid-19 virus, such as physical distancing,
wearing facemask and face shield. Meanwhile, the government applied curfew to the entire
area of Metro Manila that every barangay begin operating the said policy. Those who violate
will face different penalties that also made the policy effective.
Evaluation
This action is essential in order to solve the issue regarding curfew hours. The health and security of
the people is the top priority of barangay officials but it seems like the community doesn’t care.
Therefore, certain policies will be implemented in order for them to follow and understand the
importance of this restriction. It will be expected in the future that the objectives will be met and the
problem would be solved.

Background and Rationale
During community lockdown, the Philippine government implemented an order
establishing a specific time in the evening after which certain regulations apply,
especially that no civilians or other specified group of unauthorized persons may
be outdoors or that places of public assembly must be closed (LLC, 2019) Curfew
became effective where it diminished the number of Covid-19 cases in Metro
Manila. However, decreasing cases reflects high number of curfew violators on the
other hand. The community project applied by expanding the number of barangay
tanod and providing supply and equipment needed to ensure public safety for the
certain hours which curfew is exercised.
Objectives of the Project
Delivering further understanding to the community plan, the purpose of the project
is specified with design and ideas that are relevant towards ongoing global
pandemic.
● To enhance the safety and awareness of the citizens
● To reduce the Number of people outside of the Community in the time of
curfew especially Minors.
● Maximizing the capacity and the cooperation of the Barangay.
● To prevent any harmful events and disturbance in the Evening.
● To promote organized monitoring in the community area until December 31,
2021 with proper supply and equipment

One of the biggest issues found was the inevitable increase of COVID cases in
the community. Even with the curfew implementation and barangay official’s
patrolling the area, a moderate number of citizens are still violating the
regulation. Their reasons vary in different aspects whether they unconsciously
forgot about it, intentionally violated, drinking habits, or perhaps drug dealing.
Another issue was the resistance of people getting caught that could lead to
additional human rights abuses if not tolerated.
