Rehabilitation of Vulnerable

Groups
There is a constitutional mandate for state to provide social justice to citizens. The preamble, fundamental rights
and DPSPs, 42nd Amendment Act 1976, all emphasize the need for equal distribution of wealth. The problem of
Vulnerable groups found begging at public places due to abject poverty, social or economic reasons needs no
elaboration as to why a full packed action plan be not made and implemented at war footing in service of
humanity.

Aligning with the Developments Around


The ministry of Social Justice and empowerment has revealed that as per Census 2011, the total number of
beggar, vagrants etc in the county is 4.13,670. It has also in 2021 undertaken 10 pilot projects in various cities for
undertaking a project on comprehensive rehabilitation of persons*.

District Level Plan for Identification
of Vulnerable Groups

The proposed plan suggests to firstly establish a Central Institution (control room) where the
entire co-ordination would systematically take place and identification, segregation,
coordinating with institutions can take place. The scheme should have dedicated officers
looking monitoring the entire implementation. A helpline number for information by citizens,
and awareness about existence of such institution can be promoted.
1) Stage One:- Survey and Identification.
In this stage there will be marking of places in the entire district where this issue is prevalent
and data will be collected segregating the venerable groups according to there age groups,
reason for there destitution (religious, social, economic, heath( leprosy etc), whether its an
organized arrangement from a particular village or urban slum dwelling, with family or alone
etc.
2) Stage two:- Forming sub- divisions in central institution as per data collected.
The specialization can be made as per
a) Age group:- like for children who are orphan or malnourished, need education, counseling etc
Mid age men and women who can be skilled in some profession, tailoring, local arts,
very old citizens who need care etc.

b) Disability :- Who need prosthetics, operation, medication, if they can be completely cured.
c) Systemic issue Area wise:- If any case is a local problem, from nearby village or is happening in
cluster.
Meaningful Rehabilitation
• Stage 3:- Coordinating with institutions for Mainstreaming their lives
As per the segregation made several institutions like local schools, skill development centers, government
and charitable hospitals, old age homes, NGOs, mental health institutions etc can be contacted in nearby
areas to provide desired social assistance, whether it be up skilling, or education or health insurance etc.
Also the economic cost of the same can be born by the state until sufficient confidence develops in the
individual to sustain himself.
Some further suggestions on the same are
1. Creating Self Help Groups
2. Giving them identity cards so that they may seek assistance from the central institution and convey their
hardships even after rehabilitation is over.
3. Monitoring the entire process very flexibly and recording important developments during implementation.
4. Marriage incentives and support
5. Suggesting skill development in areas where government wishes to improve, for their motivation in
national development. (eg, FPOs, Vocal for Local)
6. For Elderly hostels may be made for there living where people can be placed for taking care of them, these
same people who didn’t have a family and are trying to learn skills for sustaining living wage.
