Development Administration (1950s to 1960s Era)
Came in with the Third World countries as the thrusts and
mandates of the said study.
Many existing literatures were developed and designed as
working frameworks for understanding the concepts and
effects of a Third World country.
Third World countries or the developing states became the
center of the development administration since these
societies lack basic social services for the improvement
and quality of their lives.

Development Administration aims to assist societies
that are undergoing physical reconstruction because
of natural calamities, famine and hunger, or the post
war era.
The Philippines within these periods had concerned
herself with increasing its production capability to
meet the growing needs of the public, though as
expected, it ended in somewhat futile efforts.
Development Administration in the Third World
Asia, Africa and Latin America were endeared to take
on concerted efforts to raise themselves from the level
of socioeconomic neglect and structural violence
following World War II and the modern imperialist era.

Developing countries were in urgent need to implement
fundamental reforms in their politico-administrative
machinery.

In the Philippines, control of administration between the
period of 1950s and 1960s should have looked into
appropriate models for possible adoption by examining the
country’s social, political, cultural, and economic
experiences in order to bring about administrative reforms
for public good.

Development Administration in a Developed State
United States has an effective development
administration strategy.
In 1965, the United States Department of Commerce
was founded to provides grants economically
distressed communities to generate new employment,
helps retain existing jobs, and stimulates industrial
and commercial growth.

USDC offers directs grants that create and retain private
sectors jobs and leverages public and private investment
by providing planning and technical assistance, public
works and development facilities, and economic
adjustment assistance.
DA works in partnership with local and regional groups
in areas of the country that have high unemployment,
low income or other severe economic distress due to
natural resources, and closing of federal facilities.
The Emergence of the Liberal States
The liberal states surfaced in the early 19th century
juxtaposing with the changes in the thrust of Traditional
Public Administration.
Liberal democracy became the government trend
founded on consent of the people that the state shall
assume the role of the minimalist, maintaining stability,
order, and the protection of private property.

According to John Locke, the function of the government
is “protecting natural and God-given rights to life, liberty,
and property; citizens should merely be provided with
order, protection, and the means of enforcing contracts.”
The call for DA ensued that the government while
exercising authority and power over the people should
not keep “development needs” for the people at bay, but
rather should aid in the delivery of services for the
improvement of quality of life.

Lazo stressed that advocates of liberal democracy are based on
consent:
1. It embodies a mechanism that ensures it is responsive, and so
guarantees a high degree of systematic equilibrium.
2. Government power is won through a competitive struggle for
popular vote, and can be lost when the support diminishes.
3. A vigorous civil society allows citizens to exert influence
through autonomous groups and associations.
4. Generate political stability that explains the wider adoption in
post-communists and developing worlds of liberal democratic
practices such as electoral democracy and party competition.
