PERSONNEL SECURITY
A. INTRODUCTION
An important aspect of counterintelligence is
Personnel Security. A Personnel Security Program, if
property designed and implemented, will perform two
functions. It will strengthen the government’s effort to
prevent subversion of government personnel and it
will decrease the effectiveness of the insurgent
intelligence effort.
Definition:
Personnel security – its includes all security
measures designed to prevent unsuitable individuals
of DOUBTFUL LOYALTY to the Philippine
Government from gaining access to classified matter
or security facilities and to prevent the appointment,
employment, or

Personnel Security Rule – the primary rule in personnel security is
that the person must have the proper security clearance and the need to
know before he/she can have access to classified information, material and
equipment.
B. Three (3) Basic Policies in Personnel Security
1. No person is entitled solely by virtue of his grade or position to
have knowledge or possession of classified matters.
2. All personnel whose duty requires access to classified matter shall
be subjective to security investigation to determine eligibility for the
required security clearance.
3. All personnel shall undergo security orientation/indoctrination and
education.

C. Personnel Security Program (PSP)
1. Objective of PSP
The objective of PSP is to deny individuals who can be considered
as threats to the security of the government from gaining access to
classified information and from engaging in sabotage, subversion and
espionage within unit installations.

Three (3) Integrated Purposes
1. Establish the policies and general procedures relating to
Personnel Security Investigation (PSI) and the clearance of military and
civilian personnel within the AFP, who by reason of their duties and
employment require access to classified matters; and for retention,
employment or assignment in sensitive positions in the AFP.
2. Prescribe minimum standard of investigation as a basis upon
which clearance may be granted and issuance thereof by all agencies
of the AFP to affect uniformity in the conduct of PSI.
3. To establish and define standards and criteria for derogatory
information for its evaluation and to determine who are not qualified for
security command clearance.

E. Criteria For Evaluating Derogatory Information
Some acts that are considered derogatory are the following:
1. Committed or attempted to commit, conspired with or abetted
another who committed or attempted to commit any act of espionage,
sabotage, treason or sedition.
2. Established an association with espionage agents of a foreign nation
or with individuals reliably reported as suspected of espionage or with
representatives of foreign countries under circumstances inimical to the
interest of the Philippines.
3. Membership in, affiliation or sympathetic association with any foreign
or domestic organization, association, movement, group or combination of
persons which has been declared by the Department of Justice to be
totalitarian, fascist, communist or subversive.

4. Acts of recklessness of irresponsible wanton nature which indicates
such poor judgment and instability such as to suggest that the individual
might be a security risk.
5. Knowingly to perform, attempted to perform his duties or otherwise
acted as to serve the interest of another government which is detrimental to
the interest of the Philippines.
F. Motives that Cause People to be Disloyal

4. Ideological Inclinations
5. Jealousy
6. Gullibility
7. Weakness in Character
8. Revenge

G. Personnel Security Investigation (PSI)
The investigation agency upon receipt of the PHS and request or
directive will start conducting any of the following types of PSI:
1. LAC – Local Agency Check
2. NAC – National Agency Check
3. BI - Background Investigation (Neighborhood check, throw-offs,
etc)

H. The Security Clearance
It is certificate given by proper authority that the individual
described therein in cleared to classified matters or sensitive positions in
the AFP.
Types of Clearance
1. Interim Clearance – is a temporary clearance given to an individual
while PBI is still going on, for the purpose of granting immediate access to
specified classified matters pending clearance requirements. Valid for two
(2) years.
2. Final clearance – is clearance given to an individual whose PBI is
completed. Valid for five (5) years.
3. Cancellation of clearance – shall be made when Derogatory
Information about his Morality, Integrity, Loyalty, Discretion and Character
(MILD-C) has been developed.

1. Chief of Staff, AFP
2. AFP Unified Command Commanders
3. AFP Major Service Commanders
4. Commanders of Permanent AFP Bases
5. Commanders of Designated by the C/S, AFP or by AFP Major
Service

K. Sensitive Positions in the AFP
Sensitive positions in the AFP are military or civilian positions, the
holding of which may be so grave as to affect national security. (The holder
of which having access to classified matters of at least SECRET or which
has a policy-making function substantially related to national security).
Three (3) Classification of Sensitive Position
1. Non-Critical Sensitive Position
This refers to such positions that provide access to SECRET
materials and those involving command information programs such as
CRIS (Civil Relation and Information Service)

2. Critical Sensitive Position
This category refers to such positions having access to TOP
SECRET materials, and those involving investigative duties such as the
OTI (Inspector General Service), Personnel Security Board (Security
Clearance issuing Unit) and those involved in war planning, and positions
involving public trust(financial matters)
3. Ultra-Sensitive Position
Such positions include those having a broad and detailed access to
TOP SECRET matters and positions involved in major decisions e. g,
different departments, Office of the President and Department of National
Defense.
