Rules Of Procedure
WHAT IS MUN ?
● MUN stands for Model UNited Nations where we simulate conferences of
various entities of United Nations such as General Assembly and Security
Council.
● MUNs have been designed to teach the youth about diplomatic relations
and build a platform to speak up about international security and social
issues.
● The participants of MUNs get assigned as a delegate of an assigned country
and committee and the chairs maintain the flow of the sessions through a
set of rules of procedure.

ROLL CALL QUORUM

MODERATED CAUCUS

❖ How long?
● Total time : 20 minutes maximum.
● Each speaking time : minimum 30 secs; maximum 2 mins
● No yielding!
● No cross talking is allowed!

The Delegate of USA would like to have Moderated Caucus for 15 minutes in total with 1
minutes each speaking time discussing the topic of ………….
UNMODERATED CAUCUS
Discussion without Moderator
❖ What to discuss?
● Anything related to the conference (next topic to discuss in the council, forming a bloc, making
working paper and draft resolution, etc)
❖ How long ?
● 20 minutes maximum (extension should not exceed half of the initial time)
EXAMPLE OF MOTION
The Delegate of USA would like yo have Unmoderated Caucus for 15 minutes.
WORKING PAPER
● Purpose : to report the progress of the council
● Substance :

● Purpose : solutions to be adopted by the council
● Strict format shall be followed
● Chair will set the deadline
● The number of the signatories shall reach ⅕ of the country present in the council
● There will be introduction; the numbers of the presenters, reading time and time to present will
be determined by the chair

● Should not exceed 1,5 pages in total
● 5 lines maximum per clause

VOTING PROCEDURE
ROLL CALL VOTING
➢ The board of Dais will call countries in alphabetical order and the delegate shall state “YES” ,
OR “NO” OR “ABSTAIN” ( If granted )
VOTING BY ACCLAMATION
➢ If there is no objection, voting by acclamation is granted in the council. The Board of Dias will
ask the delegate to raise their hands virtually based on their stance.
POINTS
● Point of Parliamentary Inquiry
Used to ask anything about the procedure if the delegate feels lost or confused.
● Point of Order
Used to object or clarify if there is any mistake has been made in the council regarding the rule of
procedure .
● Point of Personal Privilege
Used when you experience discomfort which hinders you from participating in the committee
● Point of Information
Used to reply if any delegate is objecting certain accusation toward the country you are representing in
an obvious manner
