This document presents the situation analysis of children in conflict with the law
(CICL) and children at risk (CAR) in the Municipality/City of___. It describes the
extent and seriousness of the state of CICL, how many they are and in what

the reasons why children are pushed to break laws and eventually become CICL.

This document will serve as basis of the members of the LCPC and stakeholders in
developing and carrying out plans and programs for CICL and CAR in the
city/municipality. It my also be used for advocacy, fund raising, training, and
reference for researchers.

This document is divided into six (6) parts: Chapter 1 is the brief description of
the document and states the purpose and users of this paper. Chapter 2 states
the background and context of the document, etc.

Rationale/Context
This document was developed in response to RA 9344 or the “Juvenile
Justice Welfare Act of 2006”, as amended.
One of the functions of the LGU is to develop a three-to-five year
Comprehensive Local Juvenile Intervention Program (CLJIP), the basis of
which is a sound and evidence-based situational analysis report.

Methodology
This SitAn was developed from qualitative/ quantitative data taken from
a survey, FGDs, interviews, reports. The data were generated and collated
by the LCPC Secretariat/LSWDO from the reports of the BCPCs, DILG, PNP
and the BJMP from ___ to ___using the tools and templates provided by
the JJWC.
The Child Protection Tool from the UNICEF was also used in the data
gathering by the LGUs in their respective areas of jurisdiction.
