Fast HSPA Mobility – RAN 2746

• Improves End User’s Experience for Fast Moving UEs

• HSDPA mobility procedures are performed one after the other and they delay each other
• Currently implemented procedures are not quick enough to provide mobility in fast changing environment, such as for fast moving trains
• Fast HSPA Mobility feature decreases the time that is required to perform mobility
• With the feature activated the best serving cell for UE is chosen appropriately
• All functionalities within this feature can be turned on or off separately

Without using functionality – RRC CONNECTION SETUP Message Size Optimization

RRC Connection
Setup Message
contains information
related to FACH

RRC Connection
Setup Message size
is 119 bytes

• Without this feature the RRC CONNECTION SETUP message contains information that allows to map either to CELL_DCH or CELL_FACH state.
• There is no requirement to provide information allowing mapping onto CELL_FACH state when the UE approaches CELL_DCH state
Using Functionality – RRC CONNECTION SETUP Message Size Optimization

RRC Connection
Setup Message not
contain any
information related
to FACH

RRC Connection
Setup Message size
reduced to 102
bytes

• With this feature The information allowing mapping onto FACH are removed from the RRC CONNECTION SETUP message. The message size is reduced from 2 TBs into 1 TB
• The message transfer is faster, The signaling reliability is increased
SCC Procedure – Without Delay Restriction Flag
1

In Measurement reports Scrambling code 275 is reported best EcNo

RNC directs UE for serving cell change to 275 SC, please note there is
no “Delay Restriction Flag” in IE

Serving cell change procedure gets completed & UE sends Radio

Bearer Reconfiguration Complete message
SCC procedure gets
completed in ~910 ms

• UE waits for activation time to expire before sending Radio Bearer Reconfiguration Complete
• Serving Cell change Procedure takes nearly 910 ms
Faster Completion of SCC Procedure – With Delay Restriction Flag

In Measurement reports Scrambling code 455 is reported best EcNo

RNC directs UE for serving cell change to 455 SC, please note that
“Delay Restriction Flag” is included in IE

Serving cell change procedure gets completed & UE sends Radio

Bearer Reconfiguration Complete message SCC procedure gets
completed in ~460 ms

• The Delay Restriction Flag IE is included during HS-DSCH cell change in Radio Bearer Reconfiguration message which means
delay is now restricted
• This IE allows to avoid reception gaps in case a reconfiguration message has been received by the UE after its activation time
• SCC procedure takes only 460 ms with functionality

• Earlier in Oct’16 we had done first trial of DMRC enabling in Lucknow city and
results were encouraging, nearly 770ms improvement was observed in total
call setup time after DMCR enabling

• DMRC introduces faster RACH access for Rel7 and newer UEs by including the
Deferred measurement control reading support IE in SIB3. This included IE
indicates to UE that reading of SIB11 which is the biggest SIB in size can be
skipped before RACH Access. This means that UE can send RRC connection
request without reading SIB11
• This functionality speeds up the Setup time
• As shown in figure on right SIB 3 for cells with DMCR enabled indicates in IE
about the Deferred measurement control reading capability
