Brief Overview

 Parliamentary System are methods in which we present


our case and debate upon ideas.
 The BP system is adapted from UK’s parliament which
constitute two chambers.
 In BP system the first chamber constitute the opening
teams, the second chamber are the closing teams.
 In each chamber there will be a team that defends the
government and a team that stands as the opposition.

BRIEF OVERVIEW

Technicalities
 To build your case you have 15 minutes (case building time)
 Four teams representing two sides: Government and
Opposition.
 The Government proposes the motion, the Opposition
opposes the motion.
 There are two teams (consisting two speakers each) in
each side: Opening and Closing.
 Seven minutes substantive speeches (POIs between the
first and sixth minute).
What are we trying to achieve in BP?
 Like any parliament logically we are trying to pass a “motion” or as
opposition we will oppose the motion.
 Inside one room there will be 4 teams competing with one another.
 A team will win based upon ranking; 1st, 2nd, 3rd, 4th. The ranking
will be based upon the amount of contribution you give to the
discussion and how you fulfill your respective role.
 Contribution can be measured based upon; engagement, elaboration of ideas
and case, relevance, centrality to case etc.
 Remember you are acting as a parliament member that wants to gain votes!
so arguments that are brought up in comperhendable manner will more likely
be understood and credited by judges.
Motion
Motions: For & Against
A motion is a statement provided by the
Tournament Director that will become the
subject of the debate. A motion is sometimes
called a debate topic, a resolution, or a
proposition.
3 Types of Debates
Factual debate – Is it or is it not the case? Did it or did it not happen?

o THBT Germany is to blame for WW2


o THBT the capitalist system is doomed to collapse
o THBT our education system is a failure

Value debate – What should our values be & why? Is it Better or Worse – for us (and / or
Society as a whole?)

o THBT the sanctity of life ought to be valued over the quality of life
o THBT parents should have the final say over the medical treatment of their children
o THBT we should have more freedom

Policy Debate – What is the problem and how do we fix it?


o THW ban smoking
o THW outlaw experimentation on chimpanzees
o THW impose democracy
Matter
Matter is the content of a speech.

Matter includes arguments and reasoning, examples, case studies,


facts and any other material that attempts to further the case.
Matter includes points of information.

Matter should be:


- relevant to the debate
- logical
- consistent –within their speech, with their partner, and also with the
other team on their side of the debate
Structure
Structure of the speech should:
 Include an introduction, conclusion, and a series of
arguments
 Use the allotted time properly
 Allow for teamwork
Role Fulfillment: Being PM
 The Prime Minister is the first speaker of the opening debate.
 PM main job is to introduce everyone to the debate by setting up the
debate.
A set up contains a problem (context), definition, stance,
parameter/framework, and model (if necessary)
A set up must be;
• Clearly linked to the motion and case
• Reasonable and debatable
 After setting up the debate, a PM should bring arguments to support
their set up (e.x. We want to pass this policy under two reason....)
Defining the motion

The definition should state the issue(s) for debate arising


from the motion, stating the meaning of any terms in the
motion which require interpretation.

The definition must:


a) have a clear and logical link to the motion
b) not be self-proving/truistic
c) not be time-set
d) not be place-set unfairly
Role Fulfillment:
Leader of Opposition

If the setup brought by the Prime Minister is unclear, or the Prime
Minister does not bring any setup, the Leader of Opposition has the
right (and responsibility) to set up the debate.
Declare the stance of the Opposition:
• Stick with the status quo (it is necessary to explain what status quo
entails), or
• Bring a counter-proposal/counter-model
Rebuttals for the arguments brought by Prime Minister
• Questioning your opponent is not considered as a rebuttal.
Arguments
Role Fulfilment: Deputies
 Main job is support your previous speaker.
 You can support your teammate by:
 Clarification
 Rebuttals
 New Arguments
 Since you are the last speaker of the opening debate, it
will be strategic for you to conclude the opening debate by
comparing and reason why your case is the most
important aspect of the debate
Role Fulfillment: Members
Introduction
• Introduce your approach/key point on the issue(s)
• Introduce your extension(s)
Rebuttals
• Responses to previous speakers’ materials
• Can be integrated to extension material(s)
Extension
One of Member’s duties is to bring extension(s) to the debate
o An extension is defined as anything that hasn't yet been said by that side
of the debate
o An extension may consist of:
New arguments which have not yet been made in the debate.
New rebuttals.
New examples.
New analysis or explanations of existing arguments.
 (New applications of existing argumentation (e.g. if the extension
speaker points out that that one of the first-half's arguments is able to
defeat a new argument from the other side).
*Note: the statements above are quick guideline for helping you to get higher
contribution in debate, but they will not automatically give you 1st rank 
Role Fulfillment: Whip
o Rebuttals
 The aims are to scrutiny the merit and reduce the persuasiveness level of the
opponent material
*Don’t stuck in 3v3 style of 3rd speaker! It is different!
o Amplify extension material(s) brought by the member speaker
 Tell judges which point from member speaker that didn’t get responded and
say why that is something problematic
 If the point is responded, why is the response is not strong enough to scrutiny
the merit or reduce the level of persuasiveness that is owned by the point?
o Must not bring new matter
 New matter means completely new line of argumentation that has not been
touched before.
 New analysis, precedence, and examples extending an established idea are
allowed.
Points of Information
There are several types of POIs :
o Short, sharp, and direct question.
o Direct rebuttal to the statement of the current speaker
o Point of clarification: you may use POI to ask for clarification for
something that you don't understand from the speaker.
o Drawing contradiction between the First and Second Speakers.
o Forcing the speaker to directly engage with your case.
Maximum length of a POI: 15 seconds.
Each speaker must accept at least 1 POI, to show he/she
is able to engage to debate.
Merit of The Case
 In order to be persuasive, it is necessary to bring cases
with merits.
Relevance of the case: are the analysis and arguments relevant to
the context of the motion?
Centrality of the case: how central/important are the arguments in
the debate? How much time is spent by the teams in discussing
this point?
Case Width: how wide is the spectrum touched by the
arguments/analysis, e.g., how many actors are analyzed?
Case Depth: are the arguments explained and elaborated
thoroughly so as to not bring further questions in the adjudicators’
mind?
Argument

A good argument proves 3 things:

1. A logical reasoning why the argument is true


2. Explaination on why the argument is relevant and
central to the debate
3. Evidence or Examples (can be given by proving a
study case, parallel example, legal precedence)
Rebutal or Engangement

 It is totally ok to integrate your rebuttals with your


arguments
 Role of response is to break the logical link of your
opponents case.
 You can respond by;
The clausation of premis is not true, A doesnt effect B
Argument is not relevant to the inteded goal
Argument may happen but the impact is insignificant
IMPORTANT NOTES
Fulfilling roles will help adjudicators to follow the debate easily and
help your team to stay competitive in the round. But it will not make
you (a) automatically win the debate, (b) immune to the fourth
rank, or (c) get a high speaker score

Not fulfilling the role like (a) not bringing extensions in MG or (b) not
bringing rebuttals as OO will not make your team lose. There is no
such thing as automatic loss due to unfulfilled roles. Rather, you
would most likely lose because when you don’t (a) bring any
extensions as MG or (b) rebutting as OO, you’re missing out
opportunities in which you can fortify your case and contribute in the
debate’s development.
