MANDATORY REQUIREMENTS REGARDING THE

PROVISIONS OF CHAPTER X1-2 OF SOLAS 1974


• Objectives

• To establish an international framework involving cooperation between governments to detect


security threats and take preventive measures against security incidents affecting ships/ port
facilities

Functional requirements:

• Gathering and assessing information with respect to security threats and exchanging
informations
• Requiring maintenance of communications protocol for ships and port facilities
• Preventing unauthorized access to ships, port facilities, and restricted areas
• Preventing the introduction of unauthorized weapons, incendiary devices or explosives to ships
or port facilities
• Providing means for raising the alarm in reaction to security threats or security incidents
• Requiring ship and port facility security plans based on security assessment
• Requiring training, drills and exercises to ensure familiarity with security plans and procedures
Definitions
• Ship security plan:
plan develop to ensure the application of measures on the ship to protect persons on board, cargo. Cargo transport,
store, ships from risks of security incidents

• Port facility security plan:


plan to protect the port facility, ships, persons, cargo within the port facility

• Ship security officer:


person on board, designated by the company responsible for security for ships, liasion with port security officer

• Company security officer


person designated by the company to liasion with port facility officer and shio security officer

• Port security officer

• Security level 1
minuimum appropriate protective security measures shall be maintained at all times

• Security level 2
additional protective security measures shall be maintained for a period of time as a result of heightened risk of
security incident

• Security level 3
Specific security measures shall be maintained for a limited period of time when a sucurity incident is probable

SHIP SECURITY PLAN
Each ship shall carry on board a ship security plan.

• Measures designed to prevent weapons, dangerous substances and devices – the carriage of which is
unauthorised from being taken on board
• Identification of restricted areas and measures for the prevention of unauthorised access
• measures for prevention of unauthorised access
• Procedures of responding to security threats
• Procedures for evacuation in case of security threats
• Duties of shipboard personnel assigned security responsibilities
• Procedures for auditing procedures for training, drill and exercises associated with plan
• And other procedures up to 18 points.

• Changes in security level
• Communications relating to direct security
• Testing of ship security system
