JOB DESCRIPTION – SITE MANAGER

Job Title: Site Manager

Department: Technical & Construction

Reporting To: Chief Operations Officer

Location: Lumwana, Zambia

Job Summary:

The Site Manager is a pivotal dual-role position responsible for both the operational
excellence of on-site activities and the strategic growth of the company's project portfolio.
The individual will ensure that all construction, maintenance, or roadwork projects are
executed to the highest standards of safety, quality, timeliness, and budgetary control.
Simultaneously, the role carries a significant business development mandate to identify,
pursue, and secure new projects and client relationships, contributing directly to the
company's expansion and profitability.

A strong civil engineering background and an in-depth understanding of Zambian


engineering and regulatory frameworks are fundamental to success in this role.

Key Responsibilities:

A. Core Site & Project Management (Operational Leadership):

1. Overall Project Execution: Oversee all on-site activities from mobilization to


commissioning and handover, ensuring projects are delivered on time, within scope,
and budget.
2. Technical Leadership: Apply civil engineering principles to solve technical
challenges, review designs and methodologies, and ensure all work meets specified
technical standards and quality benchmarks.
3. Regulatory & Safety Compliance: Serve as the site's primary authority on Zambian
Engineering Regulations, the Engineering Institution of Zambia (EIZ) code of
ethics, ERB (Engineering Registration Board) requirements, Zambian building
codes, ZABS standards, and all relevant health, safety, and environmental (HSE)
legislation (e.g., Factories Act, NOSA/OSH standards). Ensure 100% compliance.
4. Team & Contractor Management: Lead, motivate, and supervise direct staff and
subcontractors. Conduct performance reviews, manage timesheets, and ensure
adequate resource planning and skill development.

5. Planning & Coordination: Develop and monitor detailed project schedules (e.g.,
using MS Project/Gantt charts), coordinate logistics, materials, and equipment to
optimize productivity.
6. Financial Control: Manage the site budget, track costs versus estimates, approve
expenditures, control waste, and identify cost-saving opportunities. Prepare
accurate cost-to-complete forecasts.
7. Reporting & Communication: Provide clear, regular progress reports to senior
management, clients, and stakeholders. Chair site meetings and maintain
comprehensive project documentation.

B. Business Development & Strategic Growth:

1. Client Relationship Management: Cultivate and maintain strong, long-term


relationships with existing clients, consultants, and government bodies (e.g., Road
Development Agency, local councils). Act as a key company ambassador.
2. Lead Generation & Prospecting: Identify new project opportunities through market
research, networking, and analysis of public and private sector procurement portals.
3. Proposal Development: Lead or significantly contribute to the preparation of
competitive bids, tender submissions, and proposals. This includes technical write-
ups, methodology, resource planning, and pricing strategy input.
4. Strategic Networking: Represent the company at industry events, EIZ forums, and
business association meetings to enhance the company's profile and generate
leads.
5. Market Intelligence: Monitor industry trends, competitor activity, and regulatory
changes in Zambia's construction sector. Provide insights to the management team
to inform strategic decisions.
6. Contract Negotiation: Assist senior management in the negotiation of contracts and
service agreements with new and existing clients.

C. General Management:

1. Risk Management: Proactively identify and mitigate project and commercial risks.
2. Stakeholder Management: Effectively manage relationships with all stakeholders
including the community, authorities, and project neighbors.
3. Continuous Improvement: Implement lessons learned and drive innovations in
processes, safety, and efficiency on site.

Person Specification:

Qualifications & Experience:

• A minimum of a Bachelor's degree in Civil Engineering.
• Must be a fully registered and licensed Engineer with the Engineering Registration
Board (ERB) of Zambia and a member of the Engineering Institution of Zambia
(EIZ) in good standing.
• A minimum of 7-10 years of experience in construction/project management, with at
least 3 years in a supervisory or similar leadership role within Zambia.
• Proven track record in business development, client acquisition, and successful
tender bidding within the construction industry.
• Demonstrable experience managing projects in compliance with Zambian
regulations.
