Road Safety Audit
Session 3: Practical Exercise
RSA Process Flowcharts & Stakeholder Roles
3-Hour Practical Session
Session Overview
This practical session reinforces Sessions 1-2 through hands-on exercises:
00:00-00:15 Introduction & Group Formation
00:15-01:15 Exercise 1: RSA Process Flowchart
01:15-01:30 Break
01:30-02:30 Exercise 2: Stakeholder Role Play
02:30-02:50 Exercise 3: Case Study Analysis
02:50-03:00 Wrap-up & Q&A
Learning Objectives
By the end of this session, you will be able to:
• Construct a detailed RSA process flowchart showing all steps and decision points
• Articulate the specific roles and responsibilities of each RSA stakeholder
• Identify key interactions and handoffs between stakeholders throughout the
process
• Apply RSA procedures to real-world case study scenarios
• Practice effective communication and collaboration in multi-stakeholder settings
Introduction & Group Formation (15 min)
Instructions for Instructor:
1. Divide class into groups of 4-6 participants
2. Assign group roles: Facilitator, Timekeeper, Note-taker, Presenter
3. Distribute exercise workbooks and materials
4. Brief overview of all three exercises
5. Emphasize collaboration and learning from peers
TIP: Mix experience levels in groups for peer learning. Encourage quieter members to contribute.
Exercise 1: RSA Process Flowchart (60
min)
Objective:
Groups construct detailed RSA process flowchart showing all 10 steps, decision points,
inputs/outputs, and stakeholder involvement at each stage.
Materials Needed: Timing Breakdown:
• Large flip chart paper or whiteboard
10 min: Brainstorm and list all steps
• Colored markers (different colors for each
25 min: Create flowchart with connections
stakeholder)
10 min: Add decision points and outputs
• Sticky notes for brainstorming
15 min: Group presentations (3 min each)
• Exercise workbook pages 1-4
Key
• Elements to Include:
All 10 process steps in sequence
• Decision points (diamonds) where process can branch
• Inputs required for each step (documents, site access, etc.)
• Outputs produced (reports, meetings, approvals)
• Color-code by stakeholder responsibility (Client, Designer, Auditor)
Exercise 1: Sample Solution
Simplified RSA Process Flow (for instructor reference):
1. Initiation 6. Analysis
Client Auditor Color Legend:
Client responsibility
2. Appointment 7. Report Prep
Client Auditor Auditor responsibility
Collaborative activities
3. Inception Meeting 8. Presentation
All All
Note: Student flowcharts should be more detailed with decision points and
inputs/outputs at each step.
4. Doc Review 9. Client Response
Auditor Client
5. Site Visit 10. Implementation

Exercise 2: Stakeholder Role Play (60 min)
Objective:
Participants role-play as Client, Designer, and Auditor to experience different perspectives and
practice professional communication in RSA scenarios.
Setup (5 min):
• Divide each group into three sub-teams: Client, Designer, Auditor
• Distribute role cards with responsibilities and objectives
• Present scenario: Urban intersection redesign with safety concerns
Three Role-Play Rounds (45 min total):
Round 1 (15 min): Inception Meeting - All parties meet, auditor gathers project info
Round 2 (15 min): Audit Presentation - Auditor presents 3 findings, discussion ensues
Round 3 (15 min): Response Meeting - Client/Designer respond, negotiate solutions
Exercise 2: Role Play Scenario
PROJECT: Urban Intersection Redesign
Busy 4-way intersection in city center being upgraded to signalized intersection with pedestrian crossings,
bus stops, and cycle lanes. High pedestrian volumes (schools nearby). Budget: $2.5M. Timeline: 18 months.
RSA Stage: Detailed Design (Stage 3).
AUDITOR'S THREE KEY FINDINGS:
CRITICAL
1
Inadequate sight distance at NE corner - vehicle sight line blocked by proposed bus shelter
SIGNIFICANT
2
Pedestrian crossing times too short for elderly/mobility impaired users - 4.5 sec vs 6 sec standard
MINOR
3
Cycle lane markings unclear at approach to intersection
Exercise 2: Debrief (10 min)
Discussion Questions for Groups:
• What challenges did you face in your assigned role?
• How did different stakeholders' priorities sometimes conflict?
• What communication strategies helped reach consensus?
• How important was maintaining professional relationships while disagreeing?
• What surprised you about the other stakeholders' perspectives?
Key Takeaways (Instructor Summary):
• RSA success depends on mutual respect and understanding across stakeholder perspectives
• Each player has legitimate concerns and constraints that must be acknowledged
• Effective communication and collaborative problem-solving lead to better safety outcomes
• Independence doesn't mean adversarial - auditors work WITH teams, not against them
Exercise 3: Case Study Analysis (20 min)
Objective:
Analyze a real-world RSA case study to identify process successes, challenges, and lessons learned.
Case Study: N2 Highway Upgrade, Kenya (2019)
Project: 45 km highway realignment, $85M budget, 18 months construction
RSA: Stage 3 (detailed design), conducted 6 months before construction
Auditors: 3-person team, 2 weeks including 3-day site inspection
Findings: 27 total (8 critical, 12 significant, 7 minor)
Client Response: Accepted 24/27 recommendations (89%), modified 3
Challenges: Late audit timing, budget constraints, stakeholder conflicts
Outcome: 30% crash reduction in first 2 years vs. predicted baseline
Group Task:
Identify 3 process strengths, 3 areas for improvement, and 2 lessons learned. Be prepared to present
findings (3 min).
Session Wrap-up & Q&A (10 min)
Key Session Takeaways:
• RSA process is systematic and structured, but requires flexibility and judgment
• Clear roles and responsibilities prevent confusion and ensure accountability
• Effective communication and collaboration are as important as technical expertise
• Real-world RSA involves navigating constraints, conflicts, and compromises
• Learning from case studies helps anticipate and avoid common pitfalls
