TIMELINE FOR IPMUN

KNOW THE STRUCTURE &


MEMORIZE THE MOTIONS
ROLL CALL

It´s simple, just taking assistance!

Moderator: “The house will now come to order, we will begin the
session with roll-call. Delegates are reminded, when your country’s
name is called, stand u,p raise your placard up high and say “The
delegation of ... is present and voting”.”

SET THE AGENDA
Declare the topic at hand!

Moderator: “The floor is open, are there any points of motions on the floor?”
Delegate:”The delegation of ... wants to make a motion to set the agenda to Topic A.”
Moderator: “This is an order, all those in favor? (wait) all those against? (wait) The motion
passes, the agenda is now set to Topic A.”

SPEAKERS LIST

Time for the delegates to introduce themselves and give their speech about their position!

Moderator: ”The floor is open, are there any points or motions on the floor?”
Delegate”The delegation of ... wants to make a motion to open the speakers list with an individual
speaking time of (60-90) seconds”
Moderator: “This is an order, all those in favor? (wait) all those against? (wait) The motion passes the
speakers list is now open, raise your placard if you wish to be added.”
(The delegate that makes the motion is the first one added, after this you wait and let the conference
official add everyone. Once they are all added)
Moderator: “delegation of ... the floor is yours”

(they finish with time left): “How would you like to yield your time?
Delegate: “The delegation of ... wants to yield their time to...”
To the chair (The remaining time is discarded)
To questions (Other delegates can ask them questions during the time left)
To another delegate(they specify)/the next delegate(You pass the remaining time to that delegate)
Repeat this process with everyone -> (Everybody in the list has passed)
Moderator:”Delegates if you wish to be added to the speakers list again or for the very first time,
please raise your placard now.”
(If they raise their placard add them and repeat the process, if not: -->>>)
Moderator: “The floor is open are there any points or motions on the floor?”
Delegate: “The delegation of ... wants to make a motion to close the speakers list“
Moderator: “This is an order, all those in favor? (wait) all those against? (wait)
The motion passes the speakers list is now closed”

4 MODERATED CAUCUS
Moderator: ”The floor is open, are there any points or motions on the floor?”
Delegate”The delegation of ... wants to make a motion to open the moderated caucus with a time of ...
minutes”
Moderator: “This is an order, all those in favor? (wait) all those against? (wait) The motion passes (if
there is a mayority of votes in favor) the moderated caucus is now open for ... minutes” (The delegate
that made the motion is the first one to speak)(Time begins running)
Moderator: “Delegation of ... the floor is yours”
*Back and forth debating, you must put attention to everyones behaviour, actions and words so
you know which points to pass*

(If there isn’t a mayority of votes you decline the motion) --> “The motion does not pass. are there any
points or motions on the floor?”
(Repeat this until the motion passes) --> (Time ends)

Moderator: ”Delegates the time for the moderated caucus has come to an end, the floor is open, are
there any points or motions on the floor?”
Delegate: “The delegation of ... wants to make a motion to close the moderated caucus” OR-->
Delegate: “The delegation of ... wants to make a motion to extend the moderated caucus for ... mins”
Moderator: “This is an order the moderated caucus is now closed/the time for the moderated caucus
has been extended for ... minutes, delegation of (delegate who extended the time) the floor is yours.”
UNMODERATED CAUCUS
Moderator: “The floor is open, are there any points or motions on the
floor?”
Delegate: “The delegation of ... wants to make a motion to open the
unmoderated caucus for ... minutes.“

Moderator: “This is an order, all those in favor? (wait) all those against? (wait) The motion
passes, we are now in an unmoderated caucus for ... minutes. Delegates you are allowed to
stand up from your seats, get together with you allies and start preparing your resolution,
but do not leave the room.”
*At this time, you must supervise the delegates, and lead them to the president for any
questions about the resolution format. You have to make sure all the resolutions are
submitted before the time is over.*
(Time is up)
Moderator:”Delegates the time for the unmoderated caucus is now over, please take your
seats. (wait until they are all seated) The floor is open are there any points or motions on the
floor?”
Delegate: “The delegation of ... wants to make a motion to close the unmoderated
caucus/extend the unmoderated caucus for ... minutes.”
Moderator: “This is an order, all those in favor? (wait) all those against? (wait), the motion
passes the unmoderated caucus is now closed/the unmoderated caucus has been
extended for ... minutes. You may get up but do not leave the room.”
*If extended, when its over order them to sit, open the floor and close it or extend it again
depending on the time.*

PRESENTING RESOLUTIONS
It’s time to introduce all the resolutions submitted.

Moderator: “The floor is open, are there any points or motions on the floor?”
Delegate: “The delegation of ... wants to make a motion to introduce draft resolution (#
of resolution).
Moderator: “Delegates, a motion to introduce draft resolution (# of resolution) has been
raised, this motion does not require seconds nor a vote, therefore it passes
automatically. Would the sponsors of resolution (# of resolution) please come up to the
floor and read out the operative clauses.”
(Sponsors come up and read the resolution.)(After reading it they sit down)
*Repeat this process for all resolutions*

7 AUTHORS PANEL (OPTIONAL PART)


Short period during which delegates in the room can ask the sponsors for further
details about their resolution.

Moderator: “The floor is open, are there any points or motions on the floor?”
Delegate: “Motion to open an author’s panel with a time of ... minutes.”
Moderator: “The motion is in order, votes in favour? (wait) Against? (wait) The motion
passes/fails. The time for the Authors’ panel begins now...”

VOTING PROCEDURES - NORMAL


Moderator: “The floor is open, are there any points or motions on the floor?”
Delegate: “Motion to vote on resolution ... the normal way.”

Moderator: “A motion to vote for resolution ... has been raised, it does not need seconds nor a
vote. We are now moving onto the voting procedure for Draft Resolution _._, All those in favor
raise your placards now”
*raise their placards*
Moderator: “All those against raise your placards now”
*raise their placards*
Moderator: “And all those abstaining*
*raise their placards*
Moderator: “With _ in favor, _ against and _ abstentions, this Draft Resolution passes and all
others are discarded, clapping is now in order””

VOTING PROCEDURES - ROLL CALL


Moderator: ”The floor is open, are there any points or motions on the floor?”
Delegate: “Motion to vote for a resolution by roll call”
Moderator: “This is in order and does not require a vote and is passed automatically. We
are now moving onto the voting procedure for Draft Resolution (# of resolution) , Delegate of A
how do you vote?”
Delegate: In favor.
Moderator: “Delegate of B how do you vote?”
Delegate B: Against.
(And so on with all the delegates)(The conference official and president count the votes and tell
you the results, that’s when you say...)
Moderator: “With __ votes in favor, __ against and __ abstentions, this draft resolution passes,
all others are discarded and clapping is in order.”
VOTING PROCEDURES - DIVIDED
RESOLUTIONS
A way to vote on different parts of a resolution separately, instead of voting on the entire
resolution as a whole. This helps delegates express their opinions more clearly on specific
clauses or parts of the resolution that they may agree or disagree with.

Moderator: “The floor is open, are there any points or motions on the floor?”
Delegate: “Motion to divide the resolution ...”
Moderator: “This motion is in order, this motion requires a simple majority to pass, once it
passes, we will begin accepting ways to divide the questions. Once there are no more ways
to divide the question suggested, we will then vote on these ways by most disruptive, with
voting clause by clause being most disruptive”, “All those is favor of voting by divided
resolutions raise your placard now (wait), all those against?”(wait)
*motion to divide the question passes*

Moderator: “This motion has passed, we are now accepting ways to divide the question, if
you wish to raise a motion for a way to divide the draft resolution please raise your placard
now, please keep in the mind only one way to divide the question will ultimately be used”

*2 ways to divide are raised, one clause by clause and the other in 2 sections*

Moderator: “We will now vote on these ways to divide the question, starting with voting
clause by clause, all those in favor of dividing the question in this method please raise your
placards now”

*This method passes*

Moderator: “This method of dividing the question passes and therefore the other method
will be discarded, when we go onto voting on the draft resolution, we shall, therefore, vote
clause by clause on each operative clause of the Draft resolution with a substantive simple
majority vote. Any clauses that fail this vote will be discarded and all those that pass will be
reconstituted into a new draft resolution which will then be voted on as a whole”

9 CLOSING SESSION
Time to end the debate:

Moderator: “The floor is open, are there any points or motions on the floor?”
Delegate: Motion to adjourn debate.
Moderator: “This is in order, this motion requires a 2/3rds majority to pass and does not need seconds
or objections, all those in favor of adjourning the debate please raise your placards now”
*Motion passes*
Moderator: “Delegates the meeting has been adjourned”

TIPS FOR SPECIFIC SITUATIONS


Maintain communication with the chair

Especially when counting votes, always look at the president


and conference official, they should let you know the amount
of votes for each resolution, this way you focus on less things
and can perform all the motions correctly

Put attention to the delegates

Remember you are the one that passes or denies any points
made throughout the session. So, you have to know if the
information that is being said is relevant, put attention to their
placards, their posture and their dialogue

Know when to step in


Points of order can be raised for informality, therefore, you
cannot correct a delegate if they are acting informal, but you
will have to step in if no one is raising a point of order. This
way you can maintain the diplomacy and formality of the
model.

POINT OF INFORMATION
To ask a question or request clarification related to the speech a delegate is currently giving. It’s an
opportunity to seek further explanation on a point or to challenge the speaker's argument.

Explain a specific part of their speech


Ask about further information on their speech
Contradict a certain fact in their speech
Raised only during a delegate’s speech, not during a moderated caucus or unmoderated caucus; when the speaker
has finished a particular part of their speech but before they’ve completed it.

POINT OF INQUIRY
To clarify how the rules of procedure are being applied or to ask about specific parts of the
debate’s procedure.

If the moderator passes the incorrect motion


If the structure isn’t being followed
To clarify a certain part of the structure of the debate
To correct another delegate on a certain motion or point.
It can be raised at any time during the session, especially if a delegate is unsure about the procedure or is confused.

POINT OF PERSONAL PRIVILEDGE


To deal with issues of personal well-being or comfort. It's not about the debate itself, but
about the delegate's individual experience during the session.

Exit the committee for any important reason
Adjust the temperature of the room

POINT OF CLARIFICATION
This point is for a delegate to ask another delegate to repeat a previously asked question.

If a delegate didn’t hear another ones question, they can raise a point of clarification for them
to reapeat it.
