Respected Sir/Madam,
Greetings from All India council for Technical Education (AICTE)!
Reference is invited to earlier circular dated 19.8.2025 and letter dated 12.12.2025 from
Secretary, Ministry of Social Justice and Empowerment (MoSlE). Nasha Mukt Bharat
Abhiyaan (NMBA) launched five years ago by the Department of Social -lustice and
Empowerment, is implementing Nasha Mukt Bharat Abhiyaan (NMBA) which has been a
significant national initiative towards building a society free from substance abuse. Over
tl-Le years, the campaign has successfully engaged youth, civil society, and stakeholders
across the country, generating awareness and promoting positive behavioral change.
Through the concerted and sustained efforts under NMBA, more than 25 crore people,
including over 9 crore youth and 15.9 lakh educational institutions have already been
sensitized about the ill effects of substance use.
As desired by the MoSJE, all Higher Educational Institutions may find ways to mandatorily
include the NMBA pledge and related activities in their Monthly Activity Calendar for
sensitizing the students, teachers and staff about the harmful effects of substance use,
The NMBA pledge (in Hindi and English) is enclosed herewith at Annexure. The
Institutions are kindly requested to ensure that all pledge related activities are duly
registered and uploaded on the NMBA portal [Link]] as requested by the
MoSJE.
Let us take the momentum forward to achieve the goal of making our county drug free.

Youth is the energy of any nation and the power of youth
has an important contribution in the development of
society and country, Therefore, it is very important that
maximum number of youth join the drug free tndia
campaign, Accepting this challenge of the country, today
we unite under the Nasha Mukt Bharat Abhiyan and take
a pledge that not only the community, family, friends, but
-also ourselves will be drug free because change should
start with ourselves.

The Ministry of Social Justice and Empowerment is the nodal
Ministry for drug demand reduction in the country, which
coordinates and monitors all aspects of drug abuse prevention,
assessment of the extent of the problem, preventive action,
treatment and rehabilitatioh of users, and dissemination of
information.
2. Nasha Mukt Bharat Abhiyaan (NMBA) was launched on 1Sth
August 2020 by the Department of Social Justice & Empowerment
in 272 identified most vulnerable districts and now it has been
extended to all districts of the country with effect from 1Sth August
2023. Nasha Mukt Bharat Abhiyaan intends to reach out to the
masses and spread awareness about substance use with focus on
highi6i educatiOnal liistituti6ns, univeiSitt campuSdSA Sihools.
3. Till now, through the various activities undertaken on-ground,
25.63 crore + people have been sensitized on substance use
including 9.18 crore + Youth and 6.26 crore + Women. Participation
of 15.90 Lakh + educational institutions has ensured that the
message of the Abhiyaan reaches the children and the youth of the
country. A strong force of 20,000+ Master Volunteers (MVs) have
been identified and trained.
4. Your kind intervention is sought for increasing awareness
against drug abuse under the Nasha Mukt Bharat Abhiyaan. You
are requested to direct the State Governments/UT administration
and all Higher Educational lnstitutions directly under the
adrninistrative control of the Ministry to mandatorily include the
Nasha Mukt Bharat Abhiyaan (NMBA) pledge in their monthly
activity calendar foi" sensitizing the students, teachers and staffs
about the ill-effects of substance use. The Nasha Mukt Bharat
Abhiyaan (NMBA) pledge in Hindi and English is enclosed herewith
at Annexure. lt is requested to ensure that the pledges are
