PURPOSE OF THE DELEGATE HANDBOOK
The Secretariat is honoured to welcome all delegates to RISMUN 2025, a conference dedicated to
fostering diplomatic excellence, rigorous academic engagement, and principled global dialogue. This
handbook outlines the official procedures and expectations governing your participation. Delegates are
advised to familiarise themselves thoroughly with its contents to ensure a productive and meaningful
committee experience.

2. ABOUT RISMUN
RISMUN serves as an academic platform designed to:

Promote informed and responsible global citizenship


Encourage structured diplomatic negotiation
Train students in multilateral decision-making
Cultivate coherent policy formulation and debate

The conference endeavours to uphold the highest standards of professionalism, accuracy, and decorum.

3. CODE OF CONDUCT
All delegates, Executive Board members, and Secretariat officers are expected to adhere to the following
principles throughout the conference:

3.1 Professional Conduct

Maintain respectful behaviour towards all participants.


Refrain from disparaging, inflammatory, or disruptive remarks.
Uphold decorum at all times in committee and public spaces.

3.2 Integrity

Plagiarism, falsification of information, and use of artificial intelligence constitute serious academic
violations and will result in disciplinary action.

3.3 Inclusivity

Harassment or discrimination on any grounds is strictly prohibited and will not be tolerated.
4. GENERAL CONFERENCE REGULATIONS

4.1 Language

English is the sole official language for all committee proceedings.

4.2 Identification

Delegates must wear their official ID badges visibly at all times. Access to committee rooms will be
denied without proper identification.

4.3 Attendance

Delegates must be present for roll call and remain in committee unless formally excused by the Executive
Board.

4.4 Conduct in Committee

Delegates may not speak without recognition.


Cross-talk, interruptions, and personal attacks are prohibited.
Delegates must remain seated unless otherwise permitted (e.g., during unmoderated caucuses).

5. GENERAL CONFERENCE REGULATIONS


5.1 Research Preparation

Delegates are expected to:

Possess a substantive understanding of their country’s policy positions.


Be familiar with relevant UN actions, treaties, and historical context.
Present evidence-based arguments using credible sources.

5.2 Committee Participation

Effective participation includes:

Speaking consistently and constructively


Collaborating with fellow delegates
Contributing to document drafting
Demonstrating diplomatic engagement
5.3 Representation

Delegates must represent the official policy of the assigned Member State, irrespective of personal
opinions.

6. STRUCTURE OF COMMITTEE
PROCEEDINGS
Committee debate will follow this order:

1. Roll Call

2. Setting of the Agenda

3. Establishment of the General Speakers’ List (GSL)

4. Moderated Caucuses

5. Unmoderated Caucuses

6. Presentation of Working Papers

7. Introduction of Draft Resolutions

8. Debate and Amendments

9. Voting Procedure

10. Closing of Debate


7. RULES OF PROCEDURE
7.1 Roll Call

During roll call, delegates respond with:

“Present” – may abstain on substantive votes

“Present and Voting” – may not abstain


Delegates not responding will be marked absent until recognised later.

7.2 General Speakers’ List (GSL)

Standard speaking time is 60–90 seconds, unless altered by motion.


The GSL remains open unless formally closed by the committee.
Upon closure, the committee must proceed to caucuses or draft resolutions.

7.3 Moderated Caucus

A valid motion must specify:

Total duration
Individual speaking time
Substantive topic

The Executive Board reserves the right to accept, modify, or rule the motion out of order.

7.4 Unmoderated Caucus

Facilitates informal negotiation and document drafting.


Delegates may move freely around the room.
Duration must be specified in the motion (typically 5–20 minutes).
Excessive or repetitive unmoderated caucuses may be denied.
8. POINTS AND MOTIONS
8.1 Points

[Link] of Personal Privilege : Used for matters of personal comfort affecting participation. May
interrupt a speaker only if audibility is compromised.
[Link] of Order : Raised when a rule has been incorrectly applied. May not interrupt a speaker. The
Executive Board’s rulings are final.
[Link] of Parliamentary Inquiry : Directed to the Executive Board to clarify procedural matters.
Cannot interrupt a speaker.
[Link] of Information (to a delegate) : A question directed to a delegate after they have given a
speech, but only if the Executive Board (EB) allows POIs for that particular speech.

8.2 Motions

(Selected examples; motions are prioritised at the discretion of the Executive Board.)

9. WORKING PAPERS

9.1 Submission Requirements

Must be original and policy-aligned.


Require approval by the Executive Board (no voting).
Must be written in clear, formal language.
AI-generated content is strictly prohibited.
9.2 Content Expectations

Working Papers should:

Present coherent bloc ideas


Provide structured, realistic solutions
Identify gaps in existing international frameworks
Maintain alignment with national policy

10. DRAFT RESOLUTIONS


10.1 Structure

Draft Resolutions must include:

1. Committee name and topic

2. Sponsors and signatories

3. Preambulatory clauses

4. Operative clauses

10.2 Requirements

Must adhere to authentic UN formatting conventions.


Must be factually accurate, feasible, and legally consistent.
AI-generated text is not permitted under any circumstances.
The Executive Board may request verbal justification for any clause.

11. AMENDMENTS
11.1 Friendly Amendments

Must be unanimously accepted by all sponsors.


Automatically incorporated without voting.

11.2 Unfriendly Amendments

Proposed by delegates who are not sponsors or by dissenting sponsors.


Must be debated and voted upon.
Require a simple majority to pass.
12. VOTING PROCEDURE
12.1 Procedural Voting

Abstentions are not permitted.


Simple majority determines passage.
Applies to: caucuses, speaking time changes, GSL closure, etc.

12.2 Substantive Voting

Abstentions permitted unless marked as Present and Voting.


Applies to: Draft Resolutions and Unfriendly Amendments.
Requires a simple majority unless stated otherwise.

13. DEVICE, INTERNET & ARTIFICIAL


INTELLIGENCE REGULATIONS (STRICT)
13.1 Device Use

Delegates may bring laptops or tablets solely for:

Accessing pre-downloaded soft copies of research


Drafting documents during unmoderated caucuses

Devices may not be used for:

Typing speeches during formal debate through internet usage


Messaging or collaborating online
Accessing external platforms

13.2 Internet Use

Internet access is strictly prohibited:

During formal debate


During moderated caucuses
During GSL speeches
During voting procedures
During working paper or draft resolution presentation
Permitted only:

During unmoderated caucuses


During scheduled breaks

13.3 Artificial Intelligence

AI use is categorically prohibited at all times, including:

Speech writing
Clause drafting
Editing or paraphrasing
Research assistance
Idea generation

Violations will result in:


Document rejection
Award disqualification
Formal warning or removal from committee (severe cases)

The Executive Board may conduct oral verification of any written submission.

14. SUPPORT AND ASSISTANCE


Delegates may approach:

The Executive Board for procedural or academic concerns


Secretariat members for administrative matters
Security and Medical Desk for welfare and emergencies
