01. Introduction
A project life cycle encompasses the
sequential progression of stages from
initiation to completion. Each phase
comprises interconnected activities
leading to deliverables, with their
sequence and duration tailored to
organizational needs, project nature, and
scope.
Various factors such as organizational
structure, industry standards,
development methodologies, and
technological influences can shape the
trajectory of the project life cycle.
Although all projects have defined
beginnings and conclusions, their
specific outputs and tasks can vary
widely. Periodic reviews at checkpoints
involve scrutinizing project directives and
documentation against prevailing
conditions, assessing performance vis-
à-vis the project management plan, and
determining adjustments, termination, or
continuation.
As a guiding framework, the project life
cycle facilitates the division of projects
into manageable phases, enabling the
identification of pivotal milestones and
decision-making junctures. It empowers
project managers to maintain oversight
and control, facilitating resource
allocation among concurrent projects
within an organization.
Central to the project life cycle is the
acknowledgment that projects are finite
endeavors bound by predetermined
commencement and cessation dates.

The project life cycle describes the procedures needed for a project manager
to successfully oversee a project from inception to completion. There are 5
phases in the project life cycle. A project needs to go through a variety of
connected processes to succeed during every stage of the undertaking.

Within the project life cycle, numerous pivotal stages play a crucial role in effectively managing
and executing a project. Examining these stages and their relevance within the context of a local
plan, which can be viewed as a comprehensive project, becomes imperative.
PHASE 1: INITIATING AND PLANNING

(EVIDENCE GATHERING AND EARLY-STAGE CONSULTATION)
The preparation stages of the Initiation Phase are shared by both project management and local plan development. In
project management, the primary components include defining project goals, objectives, and key stakeholders to guide
the project's trajectory. Similarly, during the initial phase of local plan development, the community must identify their
needs and objectives, as well as key stakeholders, to establish a clear vision effectively.
In local plan development, every policy should undergo preparation and review with support from current, relevant
information. This process should be appropriate and proportionate to the targeted strengthening and defense of
relevant policies, while also remaining adaptable to significant market signals. Local government officials convene to
decide on preliminary matters and choices that will shape the comprehensive plan for their future. This decision-
making follows thorough data collection and examination, incorporating evidence and knowledge regarding crucial
subjects. To inform the establishment of policies, reports and studies are prepared on various topics such as housing,
employment, and landscape design.
PHASE 2 : EXECUTION, MONITORING AND CONTROLLING
(PRE-SUBMISSION PUBLICATION STAGE AND SUBMISSION OF 2.
DOCUMENT AND INDEPENDE EXAMINATION)
To ensure the fulfillment of goals and project deliverables, the project monitoring and controlling phase runs
concurrently with project execution. Through the definition of Critical Success Factors (CSFs) and Key Performance
Indicators (KPIs), the project manager can maintain adherence to the original plan without deviations. Additionally, the
manager is responsible for maintaining a quantitative record of efforts and expenses incurred during the project
monitoring phase. This monitoring is essential not only for the current project's success but also for informing future
projects and ensuring they stay within their allocated budget.
Following the feedback from the initial consultation phase and the results of the Sustainability Appraisal, the Council
releases a planning document for a legally mandated six-week period of public comment before submitting it to the
government for examination by an impartial Planning Inspectorate. As part of the public consultation process before
submission, a Sustainability Appraisal report is released, allowing the local planning authority an opportunity to revise
the draft document and potentially conduct additional consultations if significant changes are made before
submission.
Currently, the government has received the final draft documents, and a third-party examiner is conducting a
soundness examination, along with a sustainability appraisal and supporting documentation. Anyone wishing to
provide testimony on important topics or queries raised by the examiner may do so during the examination. The person
in charge considers every piece of information and argument presented throughout the Local Plan consultation
process. If the person in charge deems the document "sound" and compliant with legal requirements, they may suggest
adoption.

3. PHASE 3 :
CLOSURE PHASE
The project management process culminates
with the Closure Phase, marking the
conclusion of the project's lifecycle. At this
stage, external talent contracted specifically
for the project may need to be terminated,
with the project manager responsible for
concluding contracts and finalizing all
necessary paperwork. Following project
completion, teams typically hold a reflection
meeting to assess achievements and identify
areas for improvement. This reflection process
enhances overall productivity and fosters
continuous improvement within the team. The
Closure Phase also involves reviewing the
entire project and producing a
comprehensive report detailing every aspect,
with all required information securely stored
for access by organizational project
managers.
Similarly, in the context of creating a local
plan, the Closure Phase signifies the
achievement of the plan's objectives and the
realization of community goals. It provides an
invaluable opportunity to evaluate the plan's
performance in meeting evolving community
priorities and needs. Documenting best
practices identified during plan development
serves as valuable guidance for future
planning and community development
endeavors. This stage is crucial for ensuring
that the local plan remains an adaptive and
flexible tool that continuously evolves to meet
the community's needs. Ultimately, the
Closure Phase is an integral part of local
planning and project management,
promoting continuous improvement and
alignment with the primary objectives of the
end users.
