1 INTRODUCTION
This Method Statement outlines the methodology; management, safety and quality control
measures to be undertaken in the HOST COMMUNITY PUBLIC SCHOOLS IMPROVEMENT
PROJECT PHASE -2 PACKAGE A1 CONTRACT 2(CPS LIGHTHOUSE FINIMA-BONNY ISLAND)
1.1 SCOPE OF WORKS
This method statement covers all works as described in the Contract document and more
specific as described in the priced Contract Bill of Quantities for each contract call-off.
However, the works are generally of demolition, building structure and services and;
external infrastructure.
This method statement tries to therefore put in perspective elements of work relative to
building works and services.

2 PROJECT MANAGEMENT TEAM (P.M.T) RESPONSIBILITIES
2.1 PROJECT MANAGER
He is responsible for overall execution and administration of the contract. He ensures all
necessary provision of information, material, labour and equipment are available for
smooth and unhindered work on site in a safe manner. He shall be responsible for provision
of Management and Procurement structure to support execution of the works. All Sub-
contractors’ activities are supervised and controlled by him
2.2 PROJECT ENGINEER
He is responsible for carrying out the works under the contract. He coordinates all the arms
of the job and ensures compliance to specification and vendor’s instruction. He shall
schedule all day to day running of the Construction work and ensures that all log sheets
and quality control documents are completed. His responsibilities include coordination of
the Contractor in the vicinity. He shall be responsible for the overall Quality and Safety
Standard of the works. He shall regularly make himself available throughout the project
period. He shall have a thorough knowledge of the engineering to be employed during
various stages of the construction. The overall integrity of the works and personnel on site
shall be his responsibility. He is responsible to the Project Manager and refers to him on all
matters of project management activities.
2.3 PROJECT SUPERVISORS
They shall have first-hand knowledge of the work on site as per the project. They are
responsible to the Engineer and take instructions from him. They are involved in the
actualization of all the schedules prepared by the Engineer. They shall ensure that the
work area is kept clean at all times
2.4 SAFETY OFFICERS (HSE)
He/She is responsible for ensuring that all personnel, equipment and plant work in a
safe manner. Regular inspection, training and toolbox meetings are planned and
executed by his/her department. He/She advises the Project Manager and other site
personnel on the Health, Safety and Environmental implication of the work in
progress under the contract. He liaises with the company through the project
Manager concerning the issue of Safety on site.

4 CONSTRUCTION METHODOLOGY
4.1 CONSTRUCTION STRATEGY
“COMPANY NAME” to: Utilize its Yard in Finima for storage of bulk material, fabrication off-
site materials prior to installation on site for safety/security.
It is estimated that within one month after kick-off, “COMPANY NAME” shall mobilize
personnel, equipment and materials adequate for commencement of activities. Such that
as soon as practicable and immediately after site clearing and excavation, installation of
concrete/masonry works through to finishing shall continue uninterrupted.
4.2 SEQUENCE OF WORK
4.2.1 GENERALLY
Ensure IFC drawings are at AFC level
Ensure that PTW is validated for all activities and on site
Ensure all SAFETY precautions, signs, are available on site

4.3 METHODOLOGY AND PROCEDURES
4.3.1 MOBILIZATION OF MATERIALS, EQUIPMENT AND PERSONNEL
A. Materials
Secure facilities for appropriate storage of materials
Identify materials as specified for the works
Source material and issue sample for inspection including approval by client
Procure material based on approved sample(s)
Issue and confirm material for acceptance by client.
B. Equipment
Identify equipment required for the works
Prepare equipment (owned or hired) for inspection by client
Confirm final inspection and acceptance of equipment for use
Mobilize equipment to work
C. Personnel
List personnel requirements per trade for the works
Engage by interview competent persons.
Recruit personnel following employment procedures

4.3.2 CLASSROOMS, TOILET, WATER TANK, RETICULATION AND SEPTIC TANK
WORKS
A. Concrete Work
I. Formwork
All formwork shall be constructed to produce formed concrete to the line, level, shape
and dimensions of the relevant ‘Approved for Construction” (AFC) drawings.
Formwork may be constructed from timber or steel or a combination of both, as long
as the formwork and shoring systems are fully capable of withstanding the loads and
pressure impacted during the course of concreting operations.
II. Reinforcement
Reinforcement to be used shall be free of mill scales, rust, paint, oil or any substance
that may reduce bonding, and shall be installed in accordance with AFC drawing.
Reinforcement shall be prevented from movement during concreting operations by
the use of chairs and spacers.
Tie wires shall be used to tie rebars at intersections with loose ends pointing away
from formwork so they do not project into the specified concrete cover.
Inserts and embedded items shall be securely fixed in their correct positions using
temporary templates to prevent movement during placement and curing of concrete.
III. Placing of Concrete
Placing of concrete shall not commence until all inspection and testing of concrete
and concrete constituents has been carried out with acceptable results.
Fully mixed concrete shall be transported to the place of deposit as quickly as
possible by methods that will prevent segregation and contamination.
All formwork voids shall be cleared of debris and blown clean.
Concrete shall not be placed in contact with dry surfaces. Surfaces of formwork or
and previously formed concrete shall be thoroughly moistened before concrete is
placed.
Formwork shall be treated with approved mold oil.
Direct immersion poker vibrators shall be used where necessary to achieve expulsion of
air and produce a solid void free mass with the required surface finish.
Concrete shall be placed in such a manner and sequence to prevent the occurrence
of cold joints, particularly in hot weather.
Fresh concrete shall be protected from exposure to direct sunlight and drying winds
and shall be cured by being kept moist for 7 days in accordance with requirement.
Concrete shall remain supported by formwork until sufficiently strong enough to carry
all dead and Live loads. Formwork shall only be removed in accordance with the
recommended minimum period or as may be authorized by client.
B. Concrete Testing
An applicable standard procedure shall be followed to obtain concrete consistency
(slump) test and Compressive tests where required.

C. Block laying
Set out block wall layout
Place mortar and set horizontal control blocks at ends.
Tie thin line to same sides of control blocks
Place mortar along stretch of wall
Place blocks along wall with controlled jointing gaps
Plumb each block vertically and horizontally and then fill joints with cement mortar
Repeat sequence for next layer of block wall in stretcher bonds but not laying more
than four courses on same wall in a day.
D. Roof Installation
As much as possible all installation shall be as per NLNG, DEP and relevant Standard
and; executed with certified competent persons.
Materials for roofing shall be those specified and adequate for the works
Install woodwork structure and tie-in appropriately
Install purlins and check for protruding nails and fix such
Install roofing sheets
Install Fascia and cladding
Test for leakage
E. Plumbing Installation
As much as possible all installation shall be as per NLNG, DEP and relevant Standard
and; executed with certified competent persons.
Materials for plumbing shall be those specified and adequate for the works
Make good around embedded pipes
Install urinary, water closet and wash hand basins on completion of wall and floor
finishes
Connect installation to main water supply valve
Tests all installations for functionality and commission
F. Electrical, Fire protection
Installation as per NLNG DEP and relevant Standard
The following shall apply as a minimum
Materials for electrical installations shall be those specified and adequate for the
works
Cut chases in walls and install conduit piping/knock-out boxes to walls and ceiling
head room
Fish to pull cables in conduit pipes
Make good around conduit pipes in walls
Install electrical equipment – DBs’ etc.
Terminate all cables to DBs’, sockets and switches
Install fittings upon completion of finishes and painting works
Install electric poles

5 HEALTH, SAFETY AND ENVIRONMENT
5.1 HSE TARGET: Every employee shall be made to know that he or she is responsible for
his own safety and that of his co-workers. Our target is to achieving zero fatality and
zero incidents and near misses.
5.2 HSE RECORD KEEPING:
Record keeping is imperative to keep general HSE trend matters during the project.
Copies of all records pertaining to HSE shall be kept and produced when required.
5.3 HSE MEETINGS:
With the HSE organization as a quick link, the following HSE meetings shall be
held at various periods prescribed throughout the project execution.

this project. The sectional staffs shall be inducted into this method statement and
records of tool box meeting shall be kept and filled on site.
Work procedure in a high-risk job and restricted areas shall be presented in a toolbox
meeting before commencement of such job and record of such meeting shall be kept
and filled on site. All plants, equipment and electrically operated tools shall be
inspected and approved.

6 QUALITY CONTROL
All our key staffs and other site personnel shall be experienced in their different trade and
conform to all quality demands of the project. We shall identify and record construction
processes and make necessary amendments, if necessary, to meet quality standard.
7 HOUSEKEEPING
Housekeeping as a rule, indicates a safe operation. It results in fewer accidents and

reduces the hazards of fire as well. Oil spills or leaks should be cleaned up promptly or
covered with oil absorbent materials. Work areas should be void of materials that could
cause tripping or injury to personnel. A job is not completed until the area is cleaned
up.
All rubbish shall be properly collected and segregated for disposal.
