1. The intending bidder must read the terms and conditions of CPWD-6 carefully. He
should only submit his bid if he considers himself eligible and is in possession of all the
documents required.
2 Information and Instructions for bidders posted on website shall form part of bid
document.
3. The bid document consisting of specifications, the schedule of quantities of various
types of items to be executed and the set of terms and conditions of the contract to be
complied with and other necessary documents can be seen and downloaded from
website htpp://[Link] or [Link] free of cost.
Bidders are advised to keep visiting the above mentioned web-sites from time to time
(till the deadline for bid submission) for any updates in respect of the tender
documents, if any. Failure to do so shall not absolve the applicant of his liabilities to
submit the applications complete in all respect including updates thereof, if any. An
incomplete application may be liable for rejection.
4. But the bid can only be submitted after depositing of original EMD either in the office of
Executive Engineer inviting bids or division office of any Executive Engineer, CPWD
within the period of bid submission. (The EMD document shall only be issued from the
place in which the office of receiving division office is situated). The bidder will deposit
EMD in the form of Insurance surety bond, Account Payee Demand Draft, Fixed

16 All cess/duties/taxes as applicable on the date of receipt of tender shall be borne by the
contractor. The contractor shall quote his rates considering all such cess/duties/taxes.
Contractor must have GST registration. No reimbursement shall be made for taxes
paid like GST etc.
17. The bidders are advised to inspect and examine the site & its surroundings and satisfy
themselves before submitting their tender. A bidder shall be deemed to have full
knowledge of the site whether he inspects it or not and no extra charges consequent
upon any misunderstanding or otherwise shall be allowed.
18. The bidders who propose any alteration in the work specified in the said form of
invitation to tender, or in the time allowed for carrying out the work, which contain any
other condition (s) of any sort including conditional rebate will be summarily rejected.
19. The tenderer should read all the instructions, terms & conditions, contract clauses,
nomenclature of items, specifications etc., contained in the tender document very
carefully, before quoting the rates
20. The tenderer should also read the General conditions of contract for CPWD works
2023 (maintenance work) modified/Amended up to last date of submission of tender,
published by DG CPWD, Nirman Bhawan, New Delhi which will be a part of the
Agreement.
21. The contractor shall quote his rates keeping in mind the specifications, terms &
conditions, additional and special conditions etc. and nothing shall be payable extra
whatsoever unless otherwise specified.
Provision for Labour Camp”: (No. CSQ/C&M/C37(8)/2005/688, dated, 07.07.06.
22. The contractor shall have to make his own arrangement for housing facilities for staff
and labour away from site and shall have to transport the labour to and fro between
construction site and labour camp at his own cost. No. labour huts will be allowed to be
constructed at the site. The decision about store at site shall rest with the Engineer-in-
charge and the contractor shall have no claim on this account.
23. This bid is being invited for repair/rehabilitation/upgradation of the bungalows primarily
allotted to the Member of Parliament. The contractor has to prepare the programme in
consultation with Engineer-in-charge as per requirement and the contractor has to
augment the resources accordingly.
24. Contractor can upload documents in the form of JPG format and PDF format.
25. Contractor must ensure to quote rate of each item. The column meant for quoting rate
in figures appears in pink colour and the moment rate is entered, it turns sky blue.
In addition to this, while selecting any of the cells a warning appears that if any cell is
left blank the same shall be treated as “0”. Therefore, if any cell is left blank and no
rate is quoted by the bidder, rate of such item shall be treated as “0” (ZERO).
26. All needful statutory provision to be adopted at site to tackle epidemic/pandemic or
similar situation of Covid-19 shall be done by the agency and expenditure on the same
shall be borne by the contractor.
27. List of Document to be scanned and uploaded within the period of bid
submission:
(i) Insurance surety bond, Account Payee Demand Draft, Fixed Deposit Receipt, Bankers
Cheque or Bank Guarantee issued by a Commercial Bank against EMD / e-
transfer through [Link] by selecting urban development and poverty
alleviation, under EMD head by further selecting PAO- 043144, PAO (NDZ), CPWD,
MOUD, New Delhi. (Note- EMD Should be in favour of Executive Engineer(E),
PWED-2, CPWD, NEW DELHI)
(ii) Copy of receipt for deposition of original EMD issued from division office of any
Executive Engineer, CPWD (The EMD document shall be issued from the place in
which the office of receiving division office is situated).
(iii) Copy of GST Registration Certificate of the state in which the work is to be taken up, if
already obtained by the bidder.
If the bidder has not obtained GST registration in the state in which the work is to be
taken up, or as required by GST authorities then in such a case the bidder shall scan
and upload following undertaking along with other bid documents.
“If work is awarded to me, I/We shall obtain GST registration certificate of the state, in
which work is to be taken up, within one month from the date of receipt of award letter
or before release of any payment by CPWD, whichever is earlier, failing which I/We
shall be responsible for any delay in payments which will be due towards me/us on a/c
of the work executed and/or for any action taken by CPWD or GST department in this
regard.”

Note: - The lowest bidder is required to produce original document on or before or at the
time of submission of performance Guarantee Money which are uploaded by the
bidder at the time of bid submission otherwise Performance Guarantee Money shall
not be accepted and EMD shall be forfeited.
1. The Executive Engineer of all divisions of CPWD should receive the original EMD for
tender of other division.
2. The NIT approving authority / EE at the time of issue of NIT shall also fill and upload the
following prescribed format of receipt of deposition of original EMD along with NIT: -

3. The Executive Engineer receiving EMD in original form shall examine the EMD deposited
by the bidder and shall issue a receipt of deposition of earnest money to the agency in a
given format uploaded by tender inviting authority. The receipt can also be issued by any
subordinate gazetted authority as authorized by the Engineer-in-charge / DDH.
4. The Executive Engineer receiving original EMD shall also intimate tender inviting
Executive Engineer about deposition of EMD by the agency by email/fax/telephonically.
5. The original EMD receiving Executive Engineer shall release the EMD after verification
from the e-tendering portal website (htpp://[Link] or [Link]) that
the particular contractor is not L-1 tenderer and work is awarded.
6. If the EMD is deposited in any Sub Division office other than NIT issuing authority
than it shall not be considered and tender shall be rejected.
7. The tender inviting Executive Engineer will call for original EMD of the L-1 tenderer from
EMD receiving Executive Engineer immediately.
Undertaking Form
I undertake that I will either obtain valid electrical license at the time of execution
of electrical work or associate the contractor having valid electrical license of
appropriate class after acceptance of tender alongwith Performance Guarantee
otherwise department shall forfeit the deposited EMD absolutely & shall reject
my/our tender and debar me/us from re-tendering for this work

The enlistment of the contractor should be valid on the last date of submission of bids. In
case the last date of submission of bid is extended, the enlistment of contractor should be
valid on the original date of submission of bids.
1.1 The work is estimated to cost Rs. 5,98,400/- This estimate, however, is given merely
as a rough guide.
1.1.1 The authority competent to approve NIT for the combined cost and belonging to
the major discipline will consolidate NITs for calling the bids. He will also nominate
Division which will deal with all matters relating to the invitation of bids.
For composite bid, besides indicating the combined estimated cost put to bid,
should clearly indicate the estimated cost of each component separately. The
eligibility of bidders will correspond to the combined estimated cost of different
components put to bid.
1.2 Intending tenderer is eligible to submit the bid provided he has definite proof from the
appropriate authority, which shall be to the satisfaction of the competent authority, of having
satisfactorily completed similar works of magnitude specified below:- N.A.
2. Agreement shall be drawn with the successful bidders on prescribed Form No.
C.P.W.D.7 which is available as a Govt. of India Publication and also available on
website [Link]. Bidders shall quote his rates as per various terms and
conditions of the said form which will form part of the agreement.
3. The time allowed for carrying out the work will be 2 Months from the date of start
as defined in schedule ‘F’ or from the first date of handing over of the site,
whichever is later, in accordance with the phasing, if any, indicated in the bid
documents.
4. The site for the work is available and will be handed over in phased manner or in
parts.
5. The bid document consisting of plans, specifications, the schedule of quantities of
the various types of items to be executed and the set of terms and conditions of the
contract to be complied with and other necessary documents except Standard
General Conditions of Contract Form can be seen on website
htpp://[Link] or [Link] free of cost.
6. After submission of the bid the contractor can re-submit revised bid any number of
times but before last time and date of submission of bid as notified.
7. While submitting the revised bid, contractor can revise the percentage rate any
number of times but before last time and date of submission of bid as notified.
8. The contractor already registered on the e-tendering portal will have option to
continue by paying tender processing fee up to one year from the date of
registration, or to switch over to (new) registration without tender processing fee
any time. All new registrations from 01.04.2015 will be without tender processing
fee.
9. Earnest Money in the form of Treasury Challan or Deposit at Call Receipt or Fixed
Deposit Receipt / Account payee Demand Draft / Bank Guarantee / e-transfer
through [Link] by selecting urban development & poverty alleviation,
under EMD head by further selecting PAO:- 043144, PAO (NDZ), CPWD, MOUD,
New Delhi, their after DDO-143174, Executive Engineer (E), PWED-II, CPWD New
Delhi. shall be scanned and uploaded to the e-tendering website within the period of
bid submission. The Original EMD should be deposited either in the office of
Executive Engineer inviting bids or division office of any Executive Engineer inviting
bids or division office of any Executive Engineer, CPWD within the period of bid
submission. The EMD document shall be issued from the place in which the office of
receiving division office is situated). The EMD receiving Executive Engineer shall
issue a receipt of deposition of earnest money deposit to the bidder in a prescribed
format (enclosed) uploaded by tender inviting Executive Engineer in the NIT. (Note: -
EMD Should be in favour of Executive Engineer(E), PWED-2, CPWD, NEW
DELHI)
This receipt shall also be uploaded to the e-tendering website by the intending bidder
upto the specified bid submission date and time.
A part of earnest money is acceptable in the form of bank guarantee also. In such case, 50%
of earnest money or Rs. 20 lacs, whichever is less, will have to be deposited in shape
prescribed above, and balance can be accepted in form of Bank Guarantee issued by a
scheduled bank, having validity for six months or more from the last date of receipt of bids
which is to be scanned and uploaded by the Intending bidders.
Copy of Enlistment Order and certificate of work experience and other documents as
specified in the press notice shall be scanned and uploaded to the e-tendering website within
the period of bid submission. However, certified copy of all the scanned and uploaded
documents as specified in press notice shall have to be submitted by the lowest bidder only
within a week Physical EMD of the scanned copy of EMD uploaded shall must have to be
deposited in Division Office.
Online bids documents submitted by intending bidders shall be opened only of those bidders,
whose original EMD deposited with any division of CPWD and other documents
scanned and uploaded are found in order.
10. The contractors registered prior to 01-04-2015 on e-tendering portal of CPWD shall
have to deposit bid processing fee at existing rates, or they have option to switch
over to the new registration system without bid processing fee any time.
In case of invalid bid as above, the bidder/s shall not be allowed to participate in the
retendering process of the work.
vi. Copy of enlistment order of CPWD contractor in appropriate class (Building and
Road) category.
vii. Valid Electrical Contractor License or undertaking that they will either obtain valid
electrical license at the time of execution of electrical work or associate the
contractor having valid electrical license of appropriate class.
viii. ERP Training Certificate issued by National CPWD Academy (NCA), Ghaziabad /
Regional Training institute, CPWD.
12. The contractor whose bid is accepted will be required to furnish performance
guarantee of 5% (Five Percent) of the bid amount within the period specified in
Schedule F.

This guarantee shall be in the form of cash (in case guarantee amount is less than
Rs. 10,000/-)
or
Deposit at call receipt of any scheduled bank/ Demand Draft of any scheduled
bank/Pay order of any scheduled bank (in case guarantee amount is less than Rs.
1,00,000/- or Government Securities or Fixed Deposit Receipts or Guarantee Bonds
of any scheduled Bank or the State Bank of India in accordance with the prescribed
form. In case the contractor fails to deposit the said performance guarantee within
the period as indicated in Schedule ‘F’, including the extended period if any, if any
bidder shall be suspended for one year and shall not be eligible to bid for CPWD
tenders from date of issue of suspension order.
The contractor whose bid is accepted will also be required to furnish either copy of
applicable licenses / registrations or proof of applying for obtaining labour licenses,
registration with EPFO, ESIC and BOCW Welfare board including Provident Fund
Code No. if applicable and also ensure the compliance of aforesaid provisions by the
sub contractors, if any engaged by the contractor for the said work and Programme
Chart (Time and Progress) within the period specified in Schedule-F. (Reduction in
Performance Guarantee as per OM no. F.9/4/2020-PPD dated 12.11.2020 issued by
the Department of Expenditure, Ministry of Finance and DG, CPWD OM No.
DG/CON/Misc.14 dated 23.11.2020).
13. Intending Bidders are advised to inspect and examine the site and its surroundings
and satisfy themselves before submitting their bids as to the nature of the ground
and sub-soil (so far as is practicable), the form and nature of the site the means of
access to the site, the accommodation they may require and in general shall
themselves obtain all necessary information as to risks, contingencies and other
circumstance which may influence or effect their bid. A bidders shall be deemed to
have full knowledge of the site whether he inspects it or not and no extra charge
consequent on any misunderstanding or otherwise shall be allowed. The bidders
shall be responsible for arranging and maintaining at his own cost all materials, tools
and plants, water, electricity access, facilities for workers and all other services
required for executing the work unless otherwise specifically provided for in the
contract documents. Submission of a bid by a bidder implies that he has read this
notice and all other contract documents has made himself aware of the scope and
specifications of the work to be done and of conditions and rates at which stores,
tools and plants etc., will be issued to him by the Government and local conditions
and other factors having a bearing on the execution of the work.
14. The competent authority on behalf of the President of India does not bind itself to
accept the lowest or any other bid and reserves to itself the authority to reject any or
all the bids received without the assignment of any reason. All bids in which any of
the prescribed condition is not fulfilled or any condition including that of conditional
rebate is put forth by the bidders shall be summarily rejected.
16. The competent authority on behalf of President of India reserves to himself the right
of accepting the whole or any part of the bid and the bidders shall be bound to
perform the same at the rate quoted.
17. The contractor shall not be permitted to bid for works in the CPWD Circle (Division in
case of contractors of Horticulture/Nursery category) responsible for award and
execution of contracts in which his near relative is posted as Divisional Accountant
or as an officer in any capacity between the grades of Superintending Engineer and
Junior Engineer (both inclusive). He shall also intimate the names of persons who
are working with him in any capacity or are subsequently employed by him and who
are near relatives to any gazetted officer in the Central Public Works Department or
in the Ministry of Urban Development. Any breach of this condition by the contractor
would render him liable to be removed from the approved list of contractors of this
Department.
19. The bid for the work shall remain open for acceptance for a period of 30 (Thirty) days
from the date of opening of bids in case of single bid system and Further:
"Bid Security Declaration" accepting that if any tendered withdraw or modify their
bids during period of validity etc., they will be suspended for the time specified in the
tender documents.
20. The main contractor has to associate agency(s) for minor component(s) conforming
to eligibility criteria as defined in the bid document and has to submit detail of such
agency(s) to Engineer-in–charge of minor component(s) within prescribed time i.e.
within 10 days (Ten Days) from the date of submission of performance guarantee.
Name of the agency(s) to be associated shall be approved by Engineer-in-charge of
minor component(s). (If applicable)
In case the main contractor intends to change any of the above agency/agencies
during the operation of the contract, he shall obtain prior approval of Engineer-in-charge of
minor component. The new agency/agencies shall also have to satisfy the laid down
eligibility criteria. In case Engineer-in-charge is not satisfied with the performance of such
agency, he shall direct the contractor to change the agency executing such item of work and
this shall be binding on the contractor.(If applicable).
21. In case the agency fails to submit MoU & eligibility documents mentioned for both minor
component of Horticulture and of specialized agency to be associated for executing the work
within 10 days (Ten Days) from the date of submission of performance guarantee, it shall be
construed as non-performance and the PG shall stand forfeited in full and shall be absolutely
at the disposal of the President of India.
22. This Notice inviting Bid shall form a part of the contract document. The successful bidders/
contractors, on acceptance of his bid by the Accepting Authority, shall within 15 days from
the stipulated date of start of the work, sign the contract consisting of:-
a. The Notice inviting Bid all the documents including additional conditions, specifications and
drawings, if any, forming part of the bid as uploaded at the time of invitation of bid and the
rates quoted online at the time of submission of bid and acceptance thereof together with
any correspondence leading thereto.
b. Standard C.P.W.D Form 7 or other standard CPWD Form as applicable.

4:30 PM on 13-02-2026 in the office of Assistant Engineer(E), SD-1, DED-201,
CPWD, Ferozshah Road, New Delhi-110001.
TENDER
I/We have read and examined the notice inviting tender, schedule, part A, B, C & D,
Specifications applicable, Drawings & Designs, General Rules and Directions, Conditions of
Contract, of 2023 (maintenance work) as amended/modified up to the previous day to last
date of submission of Bid, clauses of contract, Special conditions, Schedule of Rate & other
documents and Rules referred to in the conditions of contract and all other contents in the
tender document for the work.
I/We hereby tender for the execution of the work specified for the President of India
within the time specified in Schedule ‘F’ viz., schedule of quantities and in accordance in all
respect with the specifications, designs, drawing and instructions in writing referred to in
Rule-1 of General Rules and Directions and in Clause 11 of the Conditions of contract of
2023 (maintenance work) as amended/modified up to the previous day to last date of
submission of Bid, and with such materials as are provided for, by, and in respect of
accordance with, such conditions so far as applicable.
We agree to keep the tender open for Thirty (30) days from the date of opening of bid
and not to make any modification in its terms and conditions.
A copy of proforma for earnest money deposit declaration form shall be scanned and
uploaded with bid. After opening of bids, agency withdraw/modify the bid during the period
of validity of tender, specified in the tender document and / or after award of the work,
agency failed to sign the contract over to submit performance guarantee before the deadline
defined in the tender documents, the agency shall be suspended for one year and shall not
be eligible to bid for CPWD tenders from date of issue of suspension order.

performance guarantee within the prescribed period. I/ We agree that the said President of
India or his successors, in office shall without prejudice to any other right or remedy, be at
liberty to forfeit the said earnest money absolutely. Further, if I/We fail to commence work as
specified, I/We agree that President of India or the successors in office shall without
prejudice to any other right or remedy available in law, be at liberty to forfeit the said earnest
money and the performance guarantee absolutely, otherwise the said earnest money shall
be retained by him towards security deposit to execute all the works referred to in the tender
documents upon the terms and conditions contained or referred to those in excess of that
limit at the rates to be determined in accordance with the provision contained in Clause 12.2
and 12.3 of the tender form. Further, I /We agree that in case of forfeiture of Earnest Money
& Performance Guarantee as aforesaid. I/ We shall be debarred for participation in the re-
tendering process of the work.
I/We undertake and confirm that eligible similar work(s) has/have not been got
executed through another contractor on back-to-back basis. Further that, if such a violation
comes to the notice of Department, then I/We shall be debarred for tendering in CPWD in
future forever. Also, if such a violation comes to the notice of Department before date of
start of work, the Engineer-in-Charge shall be free to forfeit the entire amount of
Performance Guarantee.

records connected with the work as secret/confidential documents and shall not
communicate information/derived there from to any person other than a person to whom
I/We am/are authorized to communicate the same or use the information in any manner

20) The contractor will ensure that all the skilled persons managed / deployed for executing the
electrical work possess the wireman license issued by approved authorities. Consequences
arising due to the default of the contractor to comply with this condition would be contractor’s
responsibility only.
21) The contractor will make his own arrangement for storage of his own material, and if issued to
him departmentally. The material, if issued, shall be issued to him from JE (E)’s store. The
watch and ward of the materials and of the installations would be responsibility of contractor till
the work is completed / handed over to the department. Nothing extra shall be paid to the
contractor on this account. The contractor shall make his own arrangement for carriage of
materials, fittings, cables etc. issued to him departmentally from the site store to the site of
work at his own cost. Nothing extra shall be paid on this account.
22) All the DB’s switchgears shall have identification marking on them written in white paint.
Nothing extra shall be paid on this account. Earth points with studs are to be provided on each
of the switchboards /DBs.
23) The MCBDB and MCB shall be same make of as approved and left out MCB outlets of the
sheet steel enclosures (not occupied by the MCBs) shall be covered with blanking plates.
24) The drawing showing layout of the main board, allied equipment shall be got approved by the
contractor from the Engineer-in-Charge before fabrication and execution.
25) All hardware, fastening material viz, nuts, bolts, washers and screws etc. to be used on work
shall be of Zinc / cadmium plated.
26) All the material should be ISI marked wherever not specified, if ISI marked material is not
available it should be conforming to BIS specification amended up to date.
27) The contractor shall have to furnish the insulation test report, earth report, along with all
required details of electrical load on the prescribed Performa for the electric connection from
Supply Company.
28) The contractor will have to arrange for insulation and other tests as per rules in the presence of

29) The contractor shall be responsible for the safe custody of the electrical installation in the
building, including fitting and fixtures till the installations handed over to the department. He
should make his own arrangement for proper watch and ward at his risk and cost. No claim will
be entertained on this account.
30) The work is to be carried out in workman liked manner and generally in accordance with the
plans. However, the contractor will be bound to carry out the work with minor deviation over the
plan supplied if desired by the Engineer-in-charge of the work.
31) The chases in walls shall be done by chase cutting machines, for which contractor shall
arrange adequate numbers of chase cutting machines (Chase Cutters) for cutting chases in
walls etc. for laying of conduits.
32) The field units may also purse with contractors of the existing contract to make payment to the
labour by contractor through Bank or ECS or online transfer also. As per Office Order No.
DG/SE(E)TAS/ miscellaneous /12 Dated 03.09.2019.
33) The contractor shall provide guarantee certificate from OEM / Manufacturer for major items.
34) FEEDER PILLAR/PANEL: Feeder Pillar/Panel and components shall be fabricated and
installed as per CPWD General Specifications for Electrical Works Part-I Internal 2023 and
conforming to the requirements of the latest revision including amendments of the IS codes
and standards.
The feeder pillar shall be divided into distinct vertical sections each comprising of:
The fabrication will be done out of 2 mm thick CRCA sheet with double door and inbuilt
locking arrangement.
All connections (incoming and outgoing) will be taken out in cable alley with suitable rated
solid copper conductor.
The depth of panel shall be as per requirement.

35) Cables of 1.1 KV grade XLPE insulated PVC sheathed armored Aluminum / Copper cable shall
be 3 ½ /4 core of sizes as specified. The cable shall conform to IS 1554 Part I.
All control wires shall be 650 V grade copper conductor Halogen free fire retardant or FRLS
PVC insulated, conforming to IS 1554-Part I. The minimum size of the control wires shall be
1.5 sq. mm.
36) Cable shall be laid in ground, trenches, cable trays and on walls as specified. Installation shall
include all supports and clamps as required. The complete work shall be in accordance to
CPWD General Specifications for Electrical Works - Part II (External) 2023 amended upto date.
As far as possible cables shall not be fixed on walls directly but laid on cable trays. Jointing
work shall be carried out only by licensed experienced cable jointer and shall be in accordance
to CPWD General Specifications for Electrical Works - Part II (External) 2023 amended up to
date.
All the materials shall be used confirm to relevant Indian Standard Specification and wherever
available material with ISI Certification Mark shall be used.
Note: - The decision of Engineer-in-charge regarding the model of make shall be final and
binding based on the prevailing model at the time of execution.
