1. The intending bidder must read the terms and conditions of CPWD-6 carefully. He
should only submit his bid if he considers himself eligible and is in possession of all the
documents required.
2 Information and Instructions for bidders posted on website shall form part of bid
document.
3. The bid document consisting of specifications, the schedule of quantities of various
types of items to be executed and the set of terms and conditions of the contract to be
complied with and other necessary documents can be seen and downloaded from
website htpp://[Link] or [Link] free of cost.
Bidders are advised to keep visiting the above mentioned web-sites from time to time
(till the deadline for bid submission) for any updates in respect of the tender
documents, if any. Failure to do so shall not absolve the applicant of his liabilities to
submit the applications complete in all respect including updates thereof, if any. An
incomplete application may be liable for rejection.
4. But the bid can only be submitted after depositing of original EMD either in the office of
Executive Engineer inviting bids or division office of any Executive Engineer, CPWD
within the period of bid submission. (The EMD document shall only be issued from the

place in which the office of receiving division office is situated). The bidder will deposit
EMD in the form of Insurance surety bond, Account Payee Demand Draft, Fixed
Deposit Receipt, Banker’s Cheque or Bank Guarantee issued by a Commercial Bank
against EMD / e-transfer through [Link] favour of Executive Engineer (E),
PWED-II, CPWD, New Delhi, in the office of Executive Engineer (E), PWED-II, CPWD,
New Delhi or any Executive Engineer, CPWD within stipulated time. The same can
also be deposited through [Link] by selecting urban development &
poverty alleviation, under EMD head by further selecting PAO: - 043144, PAO (NDZ),
CPWD, MOUD, New Delhi, their after DDO-143174, Executive Engineer (E), PWED-II,
CPWD New Delhi. Earnest money shall be returned to the unsuccessful bidders on
completion of e-tender and uploading the scanned copy of receipt of Bharatkosh is
mandatory.
The contractor already registered on the e-tendering portal will have option to continue
by paying tender processing fee up to one year from the date of registration, or to
switch over to (new) registration without tender processing fee any time. All new
registrations from 01.04.2015 will be without tender processing fee.
6. "Bid Security Declaration" accepting that if any tendered withdraw or modify their bids
during period of validity etc., they will be suspended for the time specified in the tender
documents.
7. Those contractors not registered on the website mentioned above, are required to get
registered beforehand. If needed, they can be imparted training on online bidding
process as per details available on the website.
8. Copy of enlistment order and other documents as specified in the tender documents
for eligibility shall be scanned and uploaded to the e-tendering website within the
period of bid submission. However, certified copy of all the scanned and uploaded
document as specified in tender documents shall be submitted by the lowest bidder
within a week physically in the office tender opening authority.
9. Online bid documents submitted by intending bidders shall be opened only of those
bidders, who has submitted the documents as per terms of the NIT.
10. The intending bidder must have valid class-III digital signature to submit the bid.
11. On opening date, the contractor can login and see the bid opening process. After
opening of bids he will receive the competitor bid sheets.
12. Contractor can upload documents in the form of JPG format and PDF format.
13. Contractor must ensure to quote percentage above or below or at par for civil work as
well as electrical portion in template (Abstract sheet). The column meant for quoting
percentage in figures appears in pink colour and the moment percentage is entered, it
turns sky blue. However, if a tenderer does not quote any percentage above/below on
the total amount of the tender or any section/sub head in percentage rate tender, the
tender shall be treated as invalid and will not be considered as lowest tenderer.
14. If any information furnished by the applicant is found incorrect at a later stage, he shall
be liable to be debarred from tendering/taking up of works in CPWD. The department
reserves the right to verify the particulars furnished by the applicant independently.
15. Integrity Pact shall be treated in the same manner as other components of the bid
document. In e-tendering, the intending bidder does not sign any document physically
and entire bid document is submitted through digital signature. Since IP is a part of bid
document no separate physical submission is required with other documents to be
submitted in the office of tender opening authority. In addition to others component of

bid document, the Integrity Pact along shall be signed between Executive Engineer
and successful bidder after acceptance of bid.
16. All cess/duties/taxes as applicable on the date of receipt of tender shall be borne by the
contractor. The contractor shall quote his rates considering all such cess/duties/taxes.
Contractor must have GST registration. No reimbursement shall be made for taxes
paid like GST etc.
17. The bidders are advised to inspect and examine the site & its surroundings and satisfy
themselves before submitting their tender. A bidder shall be deemed to have full
knowledge of the site whether he inspects it or not and no extra charges consequent
upon any misunderstanding or otherwise shall be allowed.
18. The bidders who propose any alteration in the work specified in the said form of
invitation to tender, or in the time allowed for carrying out the work, which contain any
other condition (s) of any sort including conditional rebate will be summarily rejected.
19. The tenderer should read all the instructions, terms & conditions, contract clauses,
nomenclature of items, specifications etc., contained in the tender document very
carefully, before quoting the rates
20. The tenderer should also read the General conditions of contract for CPWD works
2023 (maintenance work) modified/Amended up to last date of submission of tender,
published by DG CPWD, Nirman Bhawan, New Delhi which will be a part of the
Agreement.
21. The contractor shall quote his rates keeping in mind the specifications, terms &
conditions, additional and special conditions etc. and nothing shall be payable extra
whatsoever unless otherwise specified.
Provision for Labour Camp”: (No. CSQ/C&M/C37(8)/2005/688, dated, 07.07.06.
22. The contractor shall have to make his own arrangement for housing facilities for staff
and labour away from site and shall have to transport the labour to and for between
construction site and labour camp at his own cost. No. labour huts will be allowed to be
constructed at the site. The decision about store at site shall rest with the Engineer-in-
charge and the contractor shall have no claim on this account.
23. This bid is being invited for repair/rehabilitation/upgradation of the bungalows primarily
allotted to the Member of Parliament. The contractor has to prepare the programme in
consultation with Engineer-in-charge as per requirement and the contractor has to
augment the resources accordingly.
24. Contractor can upload documents in the form of JPG format and PDF format.
25. Contractor must ensure to quote rate of each item. The column meant for quoting rate
in figures appears in pink colour and the moment rate is entered, it turns sky blue.
In addition to this, while selecting any of the cells a warning appears that if any cell is
left blank the same shall be treated as “0”. Therefore, if any cell is left blank and no
rate is quoted by the bidder, rate of such item shall be treated as “0” (ZERO).
26. All needful statutory provision to be adopted at site to tackle epidemic/pandemic or
similar situation of Covid-19 shall be done by the agency and expenditure on the same
shall be borne by the contractor.

27. List of Document to be scanned and uploaded within the period of bid

(i) Insurance surety bond, Account Payee Demand Draft, Fixed Deposit Receipt,
Banker’s Cheque or Bank Guarantee issued by a Commercial Bank against EMD /

which the office of receiving division office is situated).
(iii) Valid Electrical Contractor License or undertaking that they will either obtain valid
electrical license at the time of execution of electrical work or associate the contractor
having valid electrical license of appropriate class.

(iv) Copy of Pan Card.
(v) ERP Training Certificate issued by National CPWD Academy (NCA), Ghaziabad /
Regional Training institute, CPWD.
(vi) Copy of enlistment order of CPWD contractor in appropriate class (Building and
Road) category.
(vii) Copy of GST Registration Certificate of the state in which the work is to be taken up, if
already obtained by the bidder.
If the bidder has not obtained GST registration in the state in which the work is to be
taken up, or as required by GST authorities then in such a case the bidder shall scan
and upload following undertaking along with other bid documents.
“If work is awarded to me, I/We shall obtain GST registration certificate of the state, in
which work is to be taken up, within one month from the date of receipt of award letter
or before release of any payment by CPWD, whichever is earlier, failing which I/We
shall be responsible for any delay in payments which will be due towards me/us on a/c
of the work executed and/or for any action taken by CPWD or GST department in this
regard.”
Note: - The lowest bidder is required to produce original document on or before or at the
time of submission of performance Guarantee Money which are uploaded by the
bidder at the time of bid submission otherwise Performance Guarantee Money shall
not be accepted and EMD shall be forfeited.

3. The Executive Engineer receiving EMD in original form shall examine the EMD deposited by the
bidder and shall issue a receipt of deposition of earnest money to the agency in a given format
uploaded by tender inviting authority. The receipt can also be issued by AAO and any subordinate
gazetted authority as authorized by the Engineer-in-charge / DDH.
4. The Executive Engineer receiving original EMD shall also intimate tender inviting Executive
Engineer about deposition of EMD by the agency by email/fax/telephonically.
5. The original EMD receiving Executive Engineer shall release the EMD after verification from the
e-tendering portal website (htpp://[Link] or [Link]) that the particular
contractor is not L-1 tenderer and work is awarded.
6. The tender inviting Executive Engineer will call for original EMD of the L-1 tenderer from EMD
receiving Executive Engineer immediately.
7. If the EMD is deposited in Sub Division Office then it shall not be considered and tender
shall be rejected.

CPWD-6 for e-Tendering
1. Online Percentage rate bids are invited on behalf of President of India from registered
contractors of appropriate class under Building and Road Category in CPWD for the
work of “MOEI & Fans RMO Booster P/Sets, RO, SWHS, AC Appliances, refrigerators,
Desert Cooler & Water coolers etc. in the R/o HMP's Bungalows under Ferozshah
Road Sub Division-1, DED-201, New Delhi dg. 2025-26. (SH: Various electrical works
in office area of bungalow No. 9 Ashoka Road, 16 Ashoka Road and other
bungalows).
The enlistment of the contractor should be valid on the last date of submission of bids.
In case the last date of submission of bid is extended, the enlistment of contractor
should be valid on the original date of submission of bids.
1.1 The work is estimated to cost Rs. 15,32,350/- This estimate, however, is given
merely as a rough guide.
1.1.1 The authority competent to approve NIT for the combined cost and belonging to
the major discipline will consolidate NITs for calling the bids. He will also
nominate Division which will deal with all matters relating to the invitation of bids.
For composite bid, besides indicating the combined estimated cost put to bid,
should clearly indicate the estimated cost of each component separately. The
eligibility of bidders will correspond to the combined estimated cost of different
components put to bid.
2. Agreement shall be drawn with the successful bidders on prescribed Form No.
C.P.W.D.7 which is available as a Govt. of India Publication and also available on
website [Link]. Bidders shall quote his rates as per various terms and
conditions of the said form which will form part of the agreement.
3. The time allowed for carrying out the work will be 03 Months from the date of start as
defined in schedule ‘F’ or from the first date of handing over of the site, whichever is
later, in accordance with the phasing, if any, indicated in the bid documents.
4. (i) The site for the work is available and will be handed over in phased manner or in
parts.
(ii) The work in this tender will be carried out primarily in the area under the DED-201.
However, in case of necessity, work can be got executed anywhere under the
jurisdiction DED-201. The contractor shall not claim anything extra on this
account.
5. The bid document consisting of plans, specifications, the schedule of quantities of the
various types of items to be executed and the set of terms and conditions of the
contract to be complied with and other necessary documents except Standard General
Conditions of Contract Form can be seen on website htpp://[Link] or
[Link] free of cost.
6. After submission of the bid the contractor can re-submit revised bid any number of
times but before last time and date of submission of bid as notified.
7. While submitting the revised bid, contractor can revise the percentage rate any
number of times but before last time and date of submission of bid as notified.
8. The contractor already registered on the e-tendering portal will have option to
continue by paying tender processing fee up to one year from the date of registration,
or to switch over to (new) registration without tender processing fee any time. All new

New Delhi. shall be scanned and uploaded to the e-tendering website within the
period of bid submission. The Original EMD should be deposited either in the office
of Executive Engineer inviting bids or division office of any Executive Engineer inviting
bids or division office of any Executive Engineer, CPWD within the period of bid
submission. The EMD document shall be issued from the place in which the office of
receiving division office is situated). The EMD receiving Executive Engineer shall
issue a receipt of deposition of earnest money deposit to the bidder in a prescribed
format (enclosed) uploaded by tender inviting Executive Engineer in the NIT.
(Note: - EMD Should be in favour of Executive Engineer(E), PWED-2, CPWD,
NEW DELHI)
This receipt shall also be uploaded to the e-tendering website by the intending bidder
upto the specified bid submission date and time.
A part of earnest money is acceptable in the form of bank guarantee also. In such
case, 50% of earnest money or Rs. 20 lacs, whichever is less, will have to be
deposited in shape prescribed above, and balance can be accepted in form of Bank
Guarantee issued by a scheduled bank, having validity for six months or more from the last
date of receipt of bids which is to be scanned and uploaded by the Intending bidders.
Copy of Enlistment Order and certificate of work experience and other documents as
specified in the press notice shall be scanned and uploaded to the e-tendering website
within the period of bid submission. However, certified copy of all the scanned and
uploaded documents as specified in press notice shall have to be submitted by the lowest
bidder only within a week Physical EMD of the scanned copy of EMD uploaded shall must
have to be deposited in Division Office.
Online bids documents submitted by intending bidders shall be opened only of those
bidders, whose original EMD deposited with any division of CPWD and other documents
scanned and uploaded are found in order.
The bid submitted shall be opened at 3:30 PM on 12.02.2026.
10. The contractors registered prior to 01-04-2015 on e-tendering portal of CPWD shall
have to deposit bid processing fee at existing rates, or they have option to switch over
to the new registration system without bid processing fee any time.
11. The Bid submitted shall become invalid if:
i. The bidders are found ineligible.
ii. The bidders does not upload all the documents (including Copy of certificate of
Registration for GST) as stipulated in the bid documents.
iii. The bidder does not deposit original EMD with division office of any Executive Engineer,
CPWD. (The EMD document shall only be issued from the place in which the office of
receiving division office is situated).
iv. If any discrepancy is noticed between the documents as uploaded at the time of
submission of bid and hard copies as submitted physically by the lowest bidder in the
office of tender opening authority.
v. If tenderer does not quote any percentage above or below or at par on the total
amount of the tender or any section head in percentage rate tender, the tender shall
be treated as invalid and will not be considered as lowest tenderer.
In case of invalid bid as above, the bidder/s shall not be allowed to participate in the
retendering process of the work.
vi. Copy of enlistment order of CPWD contractor in appropriate class (Building and
Road) category.

vii. Valid Electrical Contractor License or undertaking that they will either obtain valid
electrical license at the time of execution of electrical work or associate the
contractor having valid electrical license of appropriate class.
viii. ERP Training Certificate issued by National CPWD Academy (NCA), Ghaziabad /
Regional Training institute, CPWD.
12. The contractor whose bid is accepted will be required to furnish performance
guarantee of 5% (Five Percent) of the bid amount within the period specified in
Schedule F.

This guarantee shall be in the form of cash (in case guarantee amount is less than
Rs. 10,000/-)
or
Deposit at call receipt of any scheduled bank/ Demand Draft of any scheduled
bank/Pay order of any scheduled bank (in case guarantee amount is less than Rs.
1,00,000/- or Government Securities or Fixed Deposit Receipts or Guarantee Bonds
of any scheduled Bank or the State Bank of India in accordance with the prescribed
form. In case the contractor fails to deposit the said performance guarantee within
the period as indicated in Schedule ‘F’, including the extended period if any, if any
bidder shall be suspended for one year and shall not be eligible to bid for CPWD
tenders from date of issue of suspension order.
The contractor whose bid is accepted will also be required to furnish either copy of
applicable licenses / registrations or proof of applying for obtaining labour licenses,
registration with EPFO, ESIC and BOCW Welfare board including Provident Fund
Code No. if applicable and also ensure the compliance of aforesaid provisions by the
sub contractors, if any engaged by the contractor for the said work and Programme
Chart (Time and Progress) within the period specified in Schedule-F. (Reduction in
Performance Guarantee as per OM no. F.9/4/2020-PPD dated 12.11.2020 issued by
the Department of Expenditure, Ministry of Finance and DG, CPWD OM No.
DG/CON/Misc.14 dated 23.11.2020).
13. Intending Bidders are advised to inspect and examine the site and its surroundings
and satisfy themselves before submitting their bids as to the nature of the ground
and sub-soil (so far as is practicable), the form and nature of the site the means of
access to the site, the accommodation they may require and in general shall
themselves obtain all necessary information as to risks, contingencies and other
circumstance which may influence or effect their bid. A bidders shall be deemed to
have full knowledge of the site whether he inspects it or not and no extra charge
consequent on any misunderstanding or otherwise shall be allowed. The bidders
shall be responsible for arranging and maintaining at his own cost all materials, tools
and plants, water, electricity access, facilities for workers and all other services
required for executing the work unless otherwise specifically provided for in the
contract documents. Submission of a bid by a bidder implies that he has read this
notice and all other contract documents has made himself aware of the scope and
specifications of the work to be done and of conditions and rates at which stores,
tools and plants etc., will be issued to him by the Government and local conditions
and other factors having a bearing on the execution of the work.
14. The competent authority on behalf of the President of India does not bind itself to
accept the lowest or any other bid and reserves to itself the authority to reject any or
all the bids received without the assignment of any reason. All bids in which any of
the prescribed condition is not fulfilled or any condition including that of conditional
rebate is put forth by the bidders shall be summarily rejected.
15. Canvassing whether directly or indirectly, in connection with bidders is strictly prohibited and
the bids submitted by the contractors who resort to canvassing will be liable for rejection

16. The competent authority on behalf of President of India reserves to himself the right of
accepting the whole or any part of the bid and the bidders shall be bound to perform the
same at the rate quoted.
17. The contractor shall not be permitted to bid for works in the CPWD Circle (Division in case of
contractors of Horticulture/Nursery category) responsible for award and execution of
contracts in which his near relative is posted as Divisional Accountant or as an officer in
any capacity between the grades of Superintending Engineer and Junior Engineer (both
inclusive). He shall also intimate the names of persons who are working with him in any
capacity or are subsequently employed by him and who are near relatives to any gazetted
officer in the Central Public Works Department or in the Ministry of Urban Development. Any
breach of this condition by the contractor would render him liable to be removed from the
approved list of contractors of this Department.
18. No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or
Administrative duties in an Engineering Department of the Government of India is allowed to
work as a contractor for a period of one year after his retirement from Government service,
without the prior permission of the Government of India in writing. This contract is liable to be
cancelled if either the contractor or any of his employees is found any time to be such a
person who had not obtained the permission of the Government of India as aforesaid before
submission of the bid or engagement in the contractor’s service.
19. The bid for the work shall remain open for acceptance for a period of 30 (Thirty) days
from the date of opening of bids in case of single bid system and Further:
"Bid Security Declaration" accepting that if any tendered withdraw or modify their bids during
period of validity etc., they will be suspended for the time specified in the tender documents.
20. The main contractor has to associate agency(s) for minor component(s) conforming to
eligibility criteria as defined in the bid document and has to submit detail of such agency(s)
to Engineer-in–charge of minor component(s) within prescribed time i.e. within 10 days (Ten
Days) from the date of submission of performance guarantee. Name of the agency(s) to be
associated shall be approved by Engineer-in-charge of minor component(s). (If applicable)
In case the main contractor intends to change any of the above agency/agencies during the
operation of the contract, he shall obtain prior approval of Engineer-in-charge of minor
component. The new agency/agencies shall also have to satisfy the laid down eligibility
criteria. In case Engineer-in-charge is not satisfied with the performance of such agency, he
shall direct the contractor to change the agency executing such item of work and this shall
be binding on the contractor.(If applicable)
21. In case the agency fails to submit MoU & eligibility documents mentioned for both minor
component of Horticulture and of specialized agency to be associated for executing the work
within 10 days (Ten Days) from the date of submission of performance guarantee, it shall be
construed as non-performance and the PG shall stand forfeited in full and shall be absolutely
at the disposal of the President of India.
22. This Notice inviting Bid shall form a part of the contract document. The successful bidders/
contractors, on acceptance of his bid by the Accepting Authority, shall within 03 Months
from the stipulated date of start of the work, sign the contract consisting of:-

Terms & Conditions (EI Work)
1) The work shall be carried out as per CPWD specification for electrical works Part-I (Internal)
2023 Part II External - 2023, amended up to date, and as per additional specifications and
conditions for this work.
2) The department reserves the right to send such materials to the manufacturers / authorized
test laboratory to verify the genuineness and quality of the product.
3) All material shall be got approved by the Engineer –In-Charge before supply / installation of
material.
4) The contractor is advised to visit the site before quoting for this tender to apprise himself about
the site environments and other conditions. Drawings and inventories can be seen in the office
of undersigned.
5) The work shall be progressed in tune with the of civil work. As such, the contractor doing
electrical works shall work in close coordination with casting of the slabs, erection of the walls
etc. as required. No claim of the contractor shall be entertained by the Department for the idle
labour.
6) The conduit shall be laid in the RCC slab before their concreting and in walls before plastering.
The actual run of conduit and size of the boxes are to be marked on the chases in walls shall
be done by chase cutting machines, for which contractor shall arrange adequate numbers of
chase cutting machines (Chase Cutters) for cutting chases in walls etc. for laying of conduits.
7) All chases holes recesses etc. shall be done to the original finish by the contractor as per
required without any additional cost.
8) GI switch box shall be used of same make of switch/socket accessories.
9) Electronics fan regulator shall be used of two modules having stepped regulation & also be
provided of same make of switch/ socket accessories.
10) Earthing shall be done in the presence of the Engineer-in-charge or his authorized

14) The contractor shall be responsible for any damage done to the building or electrical
installations during the execution of the work. Damage, if any shall have to be made good by

15) The work shall be carried out in engineering like manner and bad workmanship shall be
rejected summarily. For redoing the job, no claim of the contractor shall be entertained on this

16) The site shall be cleared of malba, debris caused by working at site by the Elect. Contractor

17) The contractor or his authorized representative shall sign the site order book and comply with

18) Wherever make of materials is not mentioned the contractor shall approved the make before

19) The contractor will ensure that all the skilled persons managed / deployed for executing the
electrical work possess the wireman license issued by approved authorities. Consequences
arising due to the default of the contractor to comply with this condition would be contractor’s
responsibility only.
20) The contractor will make his own arrangement for storage of his own material, and if issued to
him departmentally. The material, if issued, shall be issued to him from JE (E)’s store. The
watch and ward of the materials and of the installations would be responsibility of contractor till
the work is completed / handed over to the department. Nothing extra shall be paid to the
contractor on this account. The contractor shall make his own arrangement for carriage of
materials, fittings, cables etc. issued to him departmentally from the site store to the site of
work at his own cost. Nothing extra shall be paid on this account.
21) All the DB’s switchgears shall have identification marking on them written in white paint.

22) The MCBDB and MCB shall be same make of as approved and left out MCB outlets of the
sheet steel enclosures (not occupied by the MCBs) shall be covered with blanking plates.

contractor from the Engineer-in-Charge before fabrication and execution.

32) FEEDER PILLAR/PANEL: Feeder Pillar/Panel and components shall be fabricated and
installed as per CPWD General Specifications for Electrical Works Part-I Internal 2023 and
conforming to the requirements of the latest revision including amendments of the IS codes
and standards.
The feeder pillar shall be divided into distinct vertical sections each comprising of:
The fabrication will be done out of 2 mm thick CRCA sheet with double door and inbuilt
locking arrangement.
All connections (incoming and outgoing) will be taken out in cable alley with suitable rated

33) Cables of 1.1 KV grade XLPE insulated PVC sheathed armored Aluminum / Copper cable shall
be 3 ½ /4 core of sizes as specified. The cable shall conform to IS 1554 Part I.
All control wires shall be 650 V grade copper conductor Halogen free fire retardant or FRLS
PVC insulated, conforming to IS 1554-Part I. The minimum size of the control wires shall be
1.5 sq. mm.
34) Cable shall be laid in ground, trenches, cable trays and on walls as specified. Installation shall
include all supports and clamps as required. The complete work shall be in accordance to
CPWD General Specifications for Electrical Works - Part II (External) 2023 amended upto date.
As far as possible cables shall not be fixed on walls directly but laid on cable trays. Jointing
work shall be carried out only by licensed experienced cable jointer and shall be in accordance
to CPWD General Specifications for Electrical Works - Part II (External) 2023 amended up to
