▪ Introduction
The online voting system is a system that aims to reduce the
complexity and cost of the election process. Here, the voter can
vote in spite of his absence from a particular locality. The
administrator’s effort is much reduced by checking the election
status of all localities individually from a single place, and it
becomes easy for him to announce the election result. The
administrator is the sole controller of the online voting system
in all processes including refreshing the votes, editing voter
details, creating new nominees, and so on. Thus, the online
voting system can reduce the cost and effort of the election
process.
In this voting system, each voter will be provided with a specific
voter ID and a password through which access to voting can be
granted. Once access is granted for a voter ID, the access is
denied for logging in until the voting system is refreshed for the
next election. Similarly, the administrator will be provided with
a special ID through which he can view the status of the
election.
Based on the ID segregation, the distinction between voter and
administrator is carried out initially. If the user ID is invalid, an
error message will be displayed. If the ID entered is of type
administrator, then information such as the election status will
be displayed, which changes dynamically. Otherwise, the voter
information will be displayed, which also changes dynamically
depending on the changes made.
The voter is then allowed to proceed to the next level where he
can cast his vote, and it is updated automatically.
The advantages of the online voting system include fast
information retrieval and easy updating. Other advantages are:
Online implementation makes it easy for voters to participate in
elections.
• It becomes easier to conduct elections.
• Election expenses can be reduced.
• Non-residential citizens can also participate in the election.
▪ Problems
1. Existing system problem
• The traditional/manual voting system requires voters to be
physically present at the polling booth, which is difficult for
people living in remote areas or away from their locality.
• Conducting elections manually is time-consuming and
requires a large workforce for polling, counting, and result
declaration.
• Manual vote counting increases the chances of human errors
and delays in declaring results.
• Election management and monitoring for administrators
becomes complex as results must be checked area-wise
separately.
• Paper-based systems involve high costs for printing ballots,
transportation, and security.
• Updating or correcting voter information is difficult and
requires repeated manual verification.
2. Proposed system
• The online voting system allows voters to cast their votes
from anywhere, irrespective of their location.
• Only registered users can access the system using a valid user
ID and password.
• New voter accounts can be created only by the administrator.
• A voter is allowed to log in only once; after casting a vote, the
voter status is updated to “voted”.
• Once the vote is cast, the voter cannot log in again unless the
system is refreshed by the administrator for the next election.
• The administrator has full control over the system, including
voter management, nominee creation, and result monitoring.
▪ Scope
The supplementary specification applies to the online voting
system. This specification defines the non-functional
requirements of the system such as:
• Functionality: Since it is a standalone application, one or
more users may use it at a time.
• Usability: Desktop interface (Windows XP / 7 / 8).
• Reliability: The system is available only during election time.
• Performance: The performance depends on hardware
specifications.
• Security: The system provides secure access through user ID
and password. Votes are encrypted to prevent unauthorized
access or manipulation.
• Maintainability: The system can be easily updated or
modified by the administrator for future elections.
• Scalability: The system can be expanded to support a larger
number of voters and elections without major changes.
▪ Requirements
1. Software requirements
MYSQL DBMS- It allows combination, extraction, manipulation
and organization of data in the voters’ database. It is platform
independent and therefore can be implemented and used across
several such as Windows, Linux server and is compatible with
various hardware mainframes. It is fast in performance, stable
and provides business value at a low cost.
NetBeans IDE 7.1.2- The NetBeans IDE is an award-winning
integrated development environment available for Windows,
Mac, Linux, and Solaris. The NetBeans project consists of an
open-source IDE and an application platform that enable
developers to rapidly create web, enterprise, desktop, and
mobile applications using the Java platform, as well as PHP,
JavaScript and Ajax, Groovy and Grails, and C/C++. The NetBeans
project is supported by a vibrant developer community and
offers extensive documentation and training resources as well as
a diverse selection of third-party plugins.
• AVA coding- This is for advanced user who find PHP codes
easy to work with.
• Testing- is done via WAMPSERVER.
• Web browsers: Mozilla Firefox, Google chrome, Opera and
Internet Explorer.
• Reporting Tool i.e. through Data Report

• Memory: 512 MB

CLIENT-SIDE (Voter/User Device)
The system is designed to be lightweight so that it can run on
basic hardware.
• Device: Any internet-enabled device (Smartphone, Tablet,
Laptop, or Desktop).
• Processor: Minimum 1 GHz processor.
• RAM: 2 GB or higher.
• Display: Minimum resolution of 1024x768 for clear visibility
of the candidate list.
• Input: Touchscreen, Mouse, or Keyboard for selecting
candidates and submitting the vote.
▪ Functional Requirements
1. ADMINISTRATOR MODULE
The Administrator is the sole controller of the online voting
system. Based on the system's core logic, the administrator's
functions include:
• Voter Registration and Management: Registration of the
voter is done by the Administrator. The Administrator can
change the voter information at any time if required to
ensure the database remains accurate.
• Administrative Control: The administrator is the sole
controller of all processes including refreshing the votes,
editing voter details, and creating new nominees.
• System Oversight: The database shows the information of
every user to the Administrator. The Administrator is
provided with a special ID through which he can view the
status of the election and individual localities from a single
place.
• Result Management: It becomes easy for the administrator
to announce the election result as the system updates
automatically and changes dynamically
2. USER (VOTER) MODULE
The voter module is designed to reduce the cost and effort of
the election process while ensuring accessibility for non-
residential citizens.
• Account Creation: Registration of the Voter depends upon
the information filled by the user, which is then managed by
the admin. Once registered, the Voter is given a unique ID
and Password.
• Secure Access: Voter can give vote after login and entering
the specific ID and Password. If the user ID is invalid, an error
message will be displayed to prevent unauthorized access.
• One-Time Voting: Once access is granted for a voter ID, the
access is denied for logging in until the voting system is
refreshed for the next election. This prevents multiple votes
from the same ID.
• Data Integrity: In the Database, information of every voter is
stored securely. The voter is allowed to proceed to the next
level where he can cast his vote, and it is updated
automatically in the system.
• Information Retrieval: The voter information is displayed to
the user, which changes dynamically depending on the
changes made by the administrator.
▪ Non-Functional Requirements
1. Performance and Scalability
The system is built to handle high volumes of traffic during the
short window of an election cycle.
• Optimization: Better component design is implemented to
get better performance at peak time on the Election Day,
ensuring that the server does not lag when thousands of
voters cast their ballots simultaneously.
• Future Growth: A flexible service-based architecture will be
highly desirable for future extension, allowing the system to
scale for larger populations or incorporate new features like
biometric integration.
2. Security and Confidentiality
The system prioritizes the protection of sensitive data to
maintain the integrity of the democratic process.
3. Availability and Reliability.
Since an election is time-sensitive, the system must be reachable
without any downtime.
• Uptime: The system must ensure 24 X 7 availability on the
voting day to accommodate voters from different time zones
and those who are non-residential citizens.
• Fault Tolerance: The database must be stable enough to
prevent data loss in the event of a sudden session timeout or
connection error.

▪ Conclusion
The development of the Online Voting System is a significant
step toward modernizing the electoral process. By leveraging
digital technology, the system successfully reduces the
complexity, physical effort, and high costs associated with
traditional paper-based voting. This implementation ensures
that the election process is not only more efficient but also
more inclusive, allowing non-residential citizens and those
away from their home localities to participate seamlessly.
The system's architecture provides a clear distinction between
the Administrator and the Voter, ensuring high levels of security
and organized management. The Administrator’s ability to
monitor election status from a single location and the
automated tallying of results minimize human error and speed
up the announcement of winners. Furthermore, the use of
unique Voter IDs and session-based access control guarantees
the integrity of the "one-person, one-vote" principle.
In conclusion, the Online Voting System achieves the goals of
fast information retrieval and easy updating. It provides a
secure, user-friendly, and transparent platform that meets both
functional and non-functional requirements. As technology
evolves, this flexible, service-based architecture can be further
enhanced to accommodate larger populations, making
democracy more accessible and reliable for everyone.
