INTRODUCTION

For almost 7 (seven) years since the poorly construction of the infamous Dalakit Boulevard,
flooding has been ravaging the Barangay Dalakit of Catarman, Northern Samar.

Barangay Dalakit having the reputation of being the Biggest and the Largest Barangay in
the whole Municipality of Catarman, and also the largest in the province of Northern Samar
experienced flooding especially on rainy seasons, not to mention the low-lying areas of the
Barangay. These floods are caused by poorly constructed drainage canals and some areas
having no drainage canals at all, which leads the flood waters to the low-lying areas added by
the poorly planned and constructed Dalakit Boulevard which trapped flood waters from being
released to the Pacific Ocean to the low-lying communities in the barangay. The worst part of
the flooding is the most affected residents in the barangay are those living below the poverty
line.

With this in mind the researchers tried to come-up with a long-term solution to address the
flooding of the Barangay and to create a systematic approach to solve this problem on how to
avoid the barangay from being flooded through a Flood Water Catch Basin without harming the
ecosystem of the ocean.

With the construction of this Flood Water Catch Basin, all flood waters will be stored in the
Catch Basin and it will serve as the reservoir to all floods waters in the barangay, as long as
there are available drainage canals that is connected to the Flood Water Catch Basin and one’s
the Catch Basin is filled with enough water to reach its Critical Level it will trigger the Water
Screening Facility to activate its water screening system and release the screened water to the
ocean enough not to harm the ocean’s ecosystem.

The Screening Facility is activated through a water detection sensor, equipped we the
latest technology and it is powered by Solar Energy to save spending from expensive electricity
bill.
