Automatic judgment and inference can be performed according to power grid topological
structure, and colors can be used to distinguish energized states from de-energized states of
components (e.g.: lines, circuit breakers, etc.) clearly.
Fault detection
Receiving alarm events from power distribution SCADA data processing module, and then the
decision can be made according to such alarm events, to judge instantaneous or permanent
fault, and transmit fault detection results to the fault detection, location, isolation, and
restoration database. For permanent faults, the fault handling program can handle such
faults.
Fault location
Main function of fault location is to judge feeder and zone of the fault according to alarm event
sequence and over-current signal provided by fault detection, in combination with distribution
network topology, to provide initial conditions for fault isolation and restore.
Fault isolation
Main function of fault isolation is to form DS combination according to fault location, and
isolate all faulty zones respectively.
Fault restoration
Main function of fault restoration is to reconstruct network without major change of grid
structure and with meeting constraint conditions, so that power supply to non-faulty zones can
be restored to the maximum extent with live area as power supply. At the same time, some
system indices will be optimized.
Sequential control
Main function of sequential control is to convert isolation and restoration scheme formed by
fault handling to sequential control commands that can be executed by distribution SCADA,
and display them to operators via sequential control HMI, so that the SCADA sequential
control program can execute the sequential control commands, and feedback results to the
fault detection, location, isolation, and restoration software.
After a fault is detected, PCS-9000 FA module will actively log in the alarm event, to remind
dispatcher that there is a fault in the distribution network, and timely alarm and display
operation results for isolation and restoration operations.
After a fault is detected, in addition of logging in the alarm event, PCS-9000 FA module will
pop up single line diagram (abbreviated as SLD) of the feeder where current fault occurs.
1) Alarm list: results of over-limit check, e.g.: over-limit of phase-to-phase voltage, over-limit
of branch load flow, etc.;
3) Branch load flow: output of active and reactive power of all branches (lines and
transformers);
5) Output contents of all graphs (including single line diagram) can be printed.
Mature, efficient and practical load flow algorithm is adopted to ensure convergence of
real-time calculations.
On system diagram, CB state change can be simulated for new load flow calculations.
Calculate estimated values of various acquired data, including current, voltage, active power,
reactive power, etc.
1) Manual pickup;
2) Periodic pickup;
State estimation analysis results can be acquired quickly, so as to meet data requirements by
different DMS application analysis softwares.
Data of AMR(Automatic Meter Reading system), EMS, etc. can be used to improve data
redundancy, and DMS data insufficiency can be compensated.
Short-circuit current calculation module can operate under real-time mode and the study mode.
Fault lines, fault distances and fault types are configurable. Post-fault operation states (including
voltage and current) of CB and distribution transformer can be retrieved.
Main functions of PCS-9000 short-circuit current calculation module are listed as below:
1) Based on real-time power grid model and real-time operation section data, user can
change operation mode and configure fault setup. Moreover, short-circuit current
calculation can also be performed.
2) In study mode, system control engineer can modify power grid equipment
enabled/disabled states and operation data conveniently.
Faults can be configured on substation SLD or fault definition graphs. Viewing, modification
and deletion for configured faults are provided. Fault parameters that can be modified include:
fault type, earthing impedance during short-circuit fault, etc.
Based on real-time power grid model and real-time operation section data, short-circuit
capacity of each actual bus in case of single-phase/three-phase(abbreviated as 1P/3P)
short-circuit earthing fault can be scanned periodically, and breaking capacity of circuit
breaker can be checked.
PCS-9000 VVC module ensures a reduction of losses in the general system, reduce the voltage
oscillations in the MV and LV busbars, minimize maintenance and repair costs, reduce
management expenses and investment costs by means of increasing reactive power capacities. In
addition to this, configuring and controlling the voltage at MV and LV busbars and increasing
power factor is another important aim. PCS-9000 VVC module can perform the below two
functions simultaneously and independently by means of operating the equipment in coordination.
Reducing the losses and increasing the reactive power capacity by means of minimizing the
reactive energy flow
Controlling the voltage oscillations and/or voltage in the relevant busbars within a defined
band around a set value in MV and pre-defined LV busbars
While performing its fundamental functions, PCS-9000 VVC module constantly receives the
required information from SCADA, the equipment it controls (capacitor banks, automatic layer
switchers, voltage regulators, etc.) and the relevant MV and LV busbars and thus perform control
functions. Within this scope, it can use power factor, reactive energy and voltage data constantly
collected by SCADA from MV and LV busbars (a maximum of 10 minutes average). In addition to
these, information collected from position, alarm, error and protection relays can also be assessed.
Mediums will not be used in the exchange of digital information; data transfer will be performed by
means of triggering received from the data exchange.
While performing the above defined two fundamental functions, PCS-9000 VVC module considers
the information defined or calculated in other modules (planned/unplanned cuts, equipment
operation limits, current alarm and errors, etc.). The operator has the option to display switching
similarities and possible switching effects by means of configuring the control parameters of
PCS-9000 VVC module. It can define/list the different types of switching required for solution
operations (for example, remote, manually, etc.).
PCS-9000 VVC module can suggest solutions according to the topology changes of the network
breakers. While suggesting switching operations, PCS-9000 VVC module considers equipment
operation limits, labels placed in the SCADA system (quality codes, tags). PCS-9000 VVC module
PCS-9000 Loss Minimization via Feeder Reconfiguration (abbreviated as LMFR) module identify
the opportunities to minimize technical losses in the distribution system by reconfiguration of
feeders in the network for a given load scenario. The technical losses are the losses created by
characteristic of equipment and cable such as efficiency, impedance etc.
PCS-9000 LMFR module can calculate the current losses based on the loading of all elements of
the network. The acquired data values, which are not updated due to data transmission failure,
can be considered by applications based on recommendations of PCS-9000 DLF.
PCS-9000 LMFR module provides transfer of load to other elements of the network with an aim to
minimize the loss. PCS-9000 LMFR module considers the planned and unplanned outages,
equipment operating limits, tags placed in the SCADA system while recommending the switching
operations. For the dispatcher, PCS-9000 LMFR module provides the option to simulate switching
operations and visualize the effect on the distribution network by comparisons based on line
loadings, voltage profiles, load restored, system losses, number of affected customers.
PCS-9000 LMFR module can run periodically at every 15 minutes and on demand.
Short duration power interruption to the consumers during suggested switching operations is
permitted.
Auto mode;
Manual mode.
The operator can select one of the above modes. These modes are described below:
Auto mode:
In auto mode, PCS-9000 LMFR module determines switching plans automatically for minimal
loss condition in the network and perform switching operations upon operator validation
automatically.
Manual mode:
In manual mode, PCS-9000 LMFR module determines switching plans automatically for
minimal loss and the operator can perform these switching operations step by step.
At the defined periodicity or on demand, PCS-9000 LMFR module provides tabular and graphical
displays indicating feeder-wise, substation-wise, project area wide technical losses (as percentage)
after the feeder reconfiguration.
The summary report of PCS-9000 LMFR can also be generated periodically to display technical
losses and possible reduction in losses if dispatcher follows the LMFR recommended switching
PCS-9000 Load Balancing via Feeder Reconfiguration (abbreviated as LBFR) module can
optimally balance the segments of the network that are over and under loaded. PCS-9000 LBFR
module provides better utilization of the capacities of distribution facilities such as transformer and
feeder ratings.
PCS-9000 LBFR module can be activated either by an overload condition, unequal loadings of the
parallel feeders and transformers, periodically or on demand by the operator.
PCS-9000 LBFR module distributes the total load of the system among the available transformers
and the feeders in proportion to their operating capacities. The operator has the option to simulate
switching operations and visualize the effect on the distribution network by comparisons based on
line loadings, voltage profiles, load restored, system losses, number of affected customers.
Auto mode
Manual mode
The operator can select one of the above modes. These modes are described below:
Auto mode:
In auto mode, PCS-9000 LBFR module determines switching plans automatically for load
balancing in the network and perform switching operations upon operator validation
automatically.
Manual mode:
In manual mode, PCS-9000 LBFR module determines switching plans automatically for load
balancing in the network based on which dispatcher can perform switching operations in
step-by-step manner.
Autoregressive;
Kalman filter;
At the first step, the training module is executed by using load data series from the historical
database and weather conditions. After appropriate training, the forecast module is executed for
up to the next 7 days, which considers the future weather conditions.
The results can be displayed in tabular and graphical form. The user can make adjustments by the
subjective decision and experience. The adjustments can also be done through weather
conditional data parameters, i.e.: temperature, humidity, precipitation level, wind speed, wind
direction acquired through sensors or manual input.
PCS-9000 STLF module can be used for forecasting of loads for the next short-term period (up to
7 days), to provide planning of the network operation at the daily level. In periodic time (15 min to
1hr) the user can save forecast results in database. The results include the forecast results, daily
accuracy index, month accuracy index, maximum value and minimum value for each day and so
on. The saved files contains the active forecast that is available for study functions.
PCS-9000 STLF module provides a similar day forecast, which is a simple and practical method.
The core of the method is to look for the similar days, and determine the similar day weight values.
PCS-9000 adopts many methods to determine the similar days and their weight values (e.g.: grey
correlation degrees, least squares, standard variances, autocorrelation coefficients, etc.).
Given a total amount of load to be shed, PCS-9000 LSA module can recommend different possible
combinations of switches to be opened, in order to meet the requirements. The dispatcher is
presented with various combinations of switching operations, which can result in a total amount of
load shed, which closely resembles the specified total.
In case of failure of supervisory control for few breakers, the total desired load shed/restore will not
be met. Under such conditions, PCS-9000 LSA module can inform the dispatcher the balance
amount of load to be shed/restored. PCS-9000 LSA module can run again to complete the desired
load shed/restore process. The result of any load shed operation can be archived.
The load can be shed or restored on the basis of following basic rules:
By load priority
PCS-9000 LSA module provides a priority mechanism that allows the user to assign higher
priorities for VIP or any other important load. The load assigned with the higher priorities can
be advised to be shed later and restored earlier than load with relatively lower priorities. Each
load priority is user-definable over the scale of at least 1-10.
The consumer with equal priority and similar past load shed history can be considered by
PCS-9000 LSA module in such this way: minimum number of consumers are affected during
the proposed load shed. The data for number of consumers connected to a feeder/device can
be taken from computerized billing system.
3.4 DTS
PCS-9000 Dispatcher Training Simulator (abbreviated as DTS) module is used for dispatcher
training examination, anti-fault exercise and operation analysis. PCS-9000 DTS module can
simulate power system normal status, emergency status, fault status and restoration process, and
enable trainees to study normal operation, fault handling and system restoration in an identical
dispatching environment compared to actual control center.
PCS-9000 DTS module can be provided for SCADA/DMS system for training of operators during
power system normal, emergency/disturbance and restoration activities. PCS-9000 DTS can be
installed at the SCADA/DMS control center where it can be used to train employer and other
utilities dispatchers.
PCS-9000 DTS model can simulate the distribution power system in a realistic manner. İt can
respond to simulated events, trainer actions, and trainee actions. The responses are identical
to the response observed by the dispatcher in the actual computer system environment.
The consoles can be assignable as trainee or trainer consoles. PCS-9000 DTS module
supports at least one trainer and two trainees.
The trainer control features can include the ability to set up, control, participate in, and review
the results of a training session.
Automatic data provision from the SCADA/DMS system for the DTS to be initiated. The
initiation data contains scenarios defined previously and by the trainer and the registration
files.
PCS-9000 DTS module separates trainer and trainee actions to prevent these actions from
affecting the real-time database or the current power system.
Simulate actual system disturbances from historical data “snapshots” stored by the real-time
database snapshots.
PCS-9000 DTS module can create the following training conditions as a minimum:
Indiscriminate tripping
System blackouts
All activities, features, functions, user interfaces that the operator uses during real-time can be
available in the trainee control mode.
3.5 DOMS
3.5.1 Overview
PCS-9000 Distribution Operation Management System (abbreviated as DOMS) is designed to
realize paperless automation of operation management.
PCS-9000 DOMS can be used for a series of daily work in operation management performed by
distribution system control engineers(i.e.: system control engineers, or system controller), such as
outage maintenance, dispatch plan, log management, to substitute the traditional checking and
processing of paper worksheets handled by distribution system control engineers. PCS-9000
DOMS can greatly improve the daily work efficiency and correctness in distribution outage
management.
PCS-9000 DOMS is based on worksheet and is driven workflow engine, and it is closely
connected to real-time systems, so that the automatic flow management can be realized. Most of
the work in outage management can be computerized, to realize automation for the whole process
of outage management, and to reduce the work intensity and improve the work quality.
PCS-9000 DOMS acquires data from SCADA (Supervisory Control and Data Acquisition), and it is
closely combined with real-time systems to realize distribution outage management.
With the customizing functions for worksheets, workflow, rules and authorities, PCS-9000 DOMS
can fully meet different demands in various power supply enterprises, and can improve the
economic benefits and management level.

Operation rule customization management realizes term definition, operation sheet rules
definition of the step operations in the management application dispatch plan. When
generating the operation sheet, the management online application automatically generates
the dispatch plan step text according to these definitions, and can organize expression by
defining mode. In this way, for various power supply enterprises, different requirements on
text organization of operation sheets will be met.
A visualized authority definition tool is provided for strict management on authority & operation
configuration in DOMS. The authority management can be specified to the details of
worksheet cell and workflow steps, so as to realize strict multi-dimensional control of “Task
management”* “Workflow step”* “Role”* “Worksheet”* “Cell”.
Based on the DOMS platform data, the applications will call the respectively defined sheets
for display, progress and management, to realize all task functions in outage management, so
they are the operation platform to manage online applications and the operation interface
directly faced by distribution dispatching personnel in outage management.
This module mainly includes the daily equipment maintenance request sheet management,
weekly maintenance plan management, monthly maintenance plan management and yearly
maintenance plan management.
The maintenance management can be applied for both the primary equipment management
and the automation equipment maintenance management.
Dispatch plan management is a main DOMS application, and it is the main part in daily
dispatching work.
In the dispatch plan workflow, operation sheet and working sheet management is required to
generate operation sheets and working sheets, and in the steps of workflow, the check and
simulation function of operation sheet will be used.
1) Analysis and display of accidents and maintenance outage scope can be completed
conveniently. Real-time topological calculation is performed in conjunction with network
topological analysis, and the calculation results will be directly displayed on the graphic
interaction interface.
2) Interaction with user in the most visible manner will be provided. The list of users affected
by outage can be automatically generated according to the outage scope. Display and
view can be completed on the wiring diagram with the rapid location function.
3) An outage notice can be generated in XML format to allow publish outage message on
WEB directly.
Emergency management
Generally speaking, a temporary dispatch plan is drafted, and an oral command will be issued
after scrutinized by the fellow system control engineer on shift; it will be recorded in the
dispatch operation log, including the receiver and the time.
After the user has implemented the planned maintenance and emergency treatment modules,
Different characteristic demands of the users can be met by displaying configuration in the
sequence of date/shift flexibly.
Shift management
In shift management, integrity of “hand over” is emphasized. “Hand over” consists of individual
“hand over” and important “hand over”, and the automatic logging out of current logged user
will be completed.
PCS-9000 DOMS functions are based on the analysis of real-time data. Therefore, DOMS is
closely linked with SCADA.
3.5.3 Features
Flexible Customization
Various worksheets need to be processed in DOMS tasks, each task may have its own
workflow process, and different types of worksheets and task flow are adopted in different
power supply enterprises. Therefore, the system provides an offline configuration tool to
customize the worksheets and task flows to improve adaptability and flexibility of the system.
With the worksheet configuration tool, various worksheet styles and user-defined information
sheets can be customized; with the workflow configuration tool, task workflow can be
customized.
Rules generated in dispatch plan steps can be defined by customizing operation rules, and
the authority configuration tool can be used to realize precise authority control.
All tasks associated with equipment can be triggered from graphic operations to greatly
increase the visualization and convenience. In the dispatch plan management task of outage
maintenance, steps in the dispatch plan can be operated by directly clicking the relevant
equipment on the graph.
Equipment and operation type selection can be triggered by graphic operations to improve the
efficiency and correctness for system control engineers to prepare dispatch plans.
PCS-9000 DOMS gets real-time measurement and status signals data from the real-time
system for outage management to make the task operations applicable.
By obtaining the real-time sections, PCS-9000 DOMS can perform operations (e.g.: outage
management check simulation)without affecting the operation of real-time system. Moreover,
control commands can be issued to the real-time systems when needed, to directly issue the
execution commands of the outage management to the real-time systems for object control.
High Scalability
3.6 WEB
With PCS-9000 WEB function, user can browse PCS-9000 DMS information via Internet/Intranet.
Main functions of PCS-9000 WEB are listed as below:
Graphic browsing is the realization of system graphics online operation function on the WEB.
All graphics created and issued in the system can be viewed at WEB end, as long as they
have WEB issuance attribute. During such viewing, the system will refresh foreground data in
real-time, so as to show user dynamic graphics.
After selection of querying conditions, the WEB alarm event querying function retrieves alarm
contents meeting such conditions from the database, and then display them on WEB page.
This is the realization of system curves function on the WEB. All curves created in the system
can be viewed on browser, and for real-time curves, dynamic refreshing is supported.
This is the realization of system report function on the WEB. All SCADA reports created in the
system can be viewed on browser.
For management data querying and operation, authority of logged-in user needs to be
determined.
