It is submitted that:
1. The consumer applied for extension of load from 4950 KW to 11000 KW (net
extension 6050 KW) under tariff B-4, bearing A/C No. 28-13153-5300700 R.
2. Principal approval for construction of new 132/11 KV grid station for extension of load
from 4950 KW to 6875 KW (net extension 1925 KW) under tariff B-4 was accorded by
Competent Authority in the name of M/s Best Export (Pvt) Ltd through Sheikh Danish Ali
S/o Zulfiqar Ali vide letter No. 196/9648-54 dated 14-07-2016 (Flag-A). But the
consumer did not start the work construction of grid station by the consumer, so the
application No. 32/B-4/Ext. dated 03-04-2015 has been cancelled by competent
authority vide this office memo No. 799-801 dated 29-01-2019 (Flag-B).
3. The documents provided by the consumer are as under:-

4. The demand notice vide this office memo No. 4111-13 dated 31-05-2018 was issued
for payment of load flow study charges amounting to Rs. 3,50,000/- which was paid by
the consumer in the office Finance Director FESCO on 13-06-2018 vide receipt No.
33650 (Flag-C).
5. Load flow study (Flag-D) on PSS/E Software has been carried out to assess the
impact of proposed grid station and its feeding arrangement on FESCO T&G net work
and any constraint faced by the system. Conclusion and recommendations of the load
flow study are as follows:
a. The results of system studies depict that with the inclusion of proposed 11 MW load
at 132 KV grid station Best Fibres Faisalabad under normal condition, the system will
not face any constraint.
b. The necessary reactive power compensation in terms of 11 KV shunt capacitors has
also been determined at the proposed 132 KV grid station Best Fibres Faisalabad i.e.
3.6 MVAR at 11 KV Bus. Moreover consumer is required to maintain P/F of his load
at 0.95.
c. The benefits of the proposed extension of load at 132 KV grid station Best Fibres
Faisalabad for FESCO network has been quantified in terms of revenue.

d. The short circuit studies depict that the short circuit levels of the existing network will
not increase with the induction of the proposed extension of load at 132 KV grid
station Best Fibres Faisalabad.
6. The consumer intends to construct grid station through FESCO/WAPDA approved
consultant /contractor whereas the transmission line required to energize the 132 KV
grid station Best Fibres will be constructed by PD (GSC) FESCO Faisalabad.
7. Sitting site selection committee report has been issued by PD (GSC) FESCO
Faisalabad vide memo No. 7420 dated 29-06-2016 (Flag-E).
8. Clearance certificate to the effect that no arrear, audit para and court case is pending
against premises as informed by revenue Officer (CS) FESCO Chak Jhumra division
Vide memo No. 255-56 dated 08-02-2019 (Flag-F).
9. Project Director (GSC) has prepared tentative cost estimates (Flag-G) for
construction of Transmission line to feed 132 KV Grid station. Activity wise cost of the
estimate is as under:

Note:- The consumer has already been submitted bank Guarantee amounting to Rs.
1,02,46,500/- issued by Bank Al-Falah Ltd for the period 27-07-2017 to 26-07-
2020 in the name of Best Fibres will be returned back to the consumer after
depositing security amount or submission of new Bank Guarantee of total
amount as proposed above in this case.
11. TECHNICAL DATA
1. Name of Grid station = 132/11.5 KV Best Fibres
2. Feeding Source = 132 KV Single Circuit

Conductor having length 0.120 Km
from 132 KV grid station
Khurrianwala Bus Bar.
12. CONDITIONS:
a) This extension of load is allowed to the consumer from newly constructed 132/11.5
KV Grid station Best Fibres which will be fed through 0.120 Km lengthy transmission
line with lynx conductor from 132 KV grid station Khurrianwala Bus bar.
b) The demand notice of security amount will be issued as per prevalent rates after
completion of the work by PD GSC FESCO.
c) The consumer will have to construct new 132/11 KV grid station Best Fibres privately
through FESCO/WAPDA approved contractor and subject to the clearance/approval
of the equipment and protection scheme by Chief Engineer (TS) FESCO Faisalabad.

d) 132 KV Transmission line will be constructed by GSC FESCO Faisalabad on cost
deposit basis.
e) Material, grid station equipment and allied accessories shall be procured exactly in
accordance with standard specification of FESCO/NTDC. Inspection of material shall
be made in coordination with FESCO and 02 Nos. FESCO inspectors for foreign
inspection will be included on the expense of prospective consumer prior to shipment
or dispatch of material from the manufacturer factory to premises of the consumer. All
expenses including boarding, loading, incidental charges, daily allowance etc. will be
paid by the prospective consumer. The inspection charges will be recovered by Chief
Engineer (Development) at the time of nomination of Inspector for inspection of the
material @ 2.5% of estimated cost of grid station and transmission line for local
procured items.
f) The consumer shall provide/install at his own cost metering panel with all allied
accessories duly approved by Chief Engineer (TS) FESCO Faisalabad.
g) All the necessary drawings and specification of material used at Grid Station shall be
approved by the Chief Engineer (TS) FESCO Faisalabad after recovering charges
@1.5% of estimated cost of the Project, which will be verified by the Project Director
(GSC) FESCO Faisalabad before commissioning of the Grid Station.
h) Protection schematic diagram and interconnection diagram alongwith relay setting
shall be approved from Chief Engineer System Protection WAPDA, WAPDA House,
Lahore.
i) Project Director will inspect and supervise the construction work of grid station of
Best Fibres and inspecting & supervision charges @1.5% of estimated cost of grid
station and transmission line will be recovered accordingly.
j) Project Director (GSC) shall verify the installation of equipment at 132 KV Grid
Station Best Fibres has been carried out as per approved drawings received from
Chief Engineer (TS) FESCO Faisalabad.
k) Metering shall be carried out after the Technical Clearance of the metering
committee through HT TOU meters.
l) HT TOU (backup) meters shall also be installed after verification from metering
committee for counter check of the reading recorded by the TOU billing Meter.
m) The relay setting of consumer’s receiving/controlling panel shall be done by the
FESCO so that the consumer panel trips first and consumer will not interfere
metering panel in any case.
n) The consumer shall install power factor correction equipment (capacitors) at his own
cost so that the power factor of the consumer shall not fall below 90%.
o) Wiring test report of authorized wiring contractor of category “A” shall be supplied
by the consumer, which will be verified by the Chief Engineer (P&D) FESCO at site.
p) The Grid Station shall be maintained and operated by the consumer.
q) Consumer shall be bound to install all necessary equipment to ensure stable
operation of FESCO T&G network according to recommendation of technical
committee before energization of the connection.
r) The consumer shall be liable to pay the damages if occurred on FESCO network due
to poor maintenance of equipment at Grid Station.
s) The consumer will have to pay any extra amount due to revision in case of any
change in estimate due to audit objection, increase in cost of material, any change in
route or any omission in estimate.

t) Access shall always be available to FESCO staff for inspection of the Grid station
equipment in order to ensure that the same is properly maintained and operated by
the consumer.
u) The consumer shall be liable to pay the penalty as per departmental rate in case he
does not maintain/operate the equipment properly and resulting into outage for 132
KV transmission line.
v) Test check results of 132 KV Grid Station equipment performed by Superintendent
Engineer (GSO) FESCO Faisalabad and his P&I staff will be verified by the Technical
Committee before energizing of grid station to be constituted by Chief Engineer
(O&M) T&G FESCO Faisalabad.
w) The consumer shall be liable for periodic inspection of Grid Station by Executive
Engineer (SS&T) Division concerned and inspection fee will be paid by the consumer
as per departmental procedure/rates in vogue.
x) All other usual formalities for connecting consumer grid station to DISCO network
and its operation and maintenance shall be fulfilled according to policy on this subject
issued by General Manager (C&M) PEPCO, WAPDA House Lahore vide memo No.
3226-40 dated 31-07-2010.
y) All other commercial/Technical formalities should strictly be observed before allowing
the above subject load.
The conditions mentioned above shall be the part of this commercial agreement being
executed between FESCO and consumer.
13. a. If agreed, the proposed case may be submitted to Chief Executive Officer
FESCO for approval of extension of load from 4950 KW to 11000 KW (net
extension 6050 KW) under tariff B-4.
b. Administrative approval may be obtained from BOD for construction of transmission
line alongwith line bay at 132 KV grid station Khurrianwala (Material cost, civil
works cost and pre-commissioning charges etc) amounting to Rs. 2,22,16,307/-
(Rupees Two Crore Twenty Two Lac Sixteen Thousand Three Hundred and Seven
Only), under Section-II, Clause – 2.1.1 of Book of Financial Powers for DISCO’s –
2003 (Flag-H).
c. Technical sanction may also be obtained from Chief Executive Officer for
construction of transmission line (Material cost, civil works cost and pre-
commissioning testing charges etc) amounting to Rs. 2,22,16,307/- (Rupees Two
Crore Twenty Two Lac Sixteen Thousand Three Hundred and Seven Only) and
Security amount Rs. 3,91,60,000/- (Rupees Three Crore Ninety One Lac Sixty
Thousand only) recoverable from the consumer in the name of M/s Best Fibres
(Pvt) Ltd, 22-Km Sheikhupura Road Khurrianwala Faisalabad through Sheikh
Zulfiqar Ali S/O Sheikh Muhammad Ali, under Section-II, Clause – 2.1.2 of Book of
Financial Powers for DISCO’s – 2003.
d. Office order, estimate sanction and load approval on A&A form will be signed &
issued by Chief Engineer (P&D) FESCO Faisalabad, after according approval from
CEO FESCO and BOD.

34. The observations raised in para-16 are attended as under:
i) 01 No. 20/26 MVA transformer will be proposed to install to accommodate the
load of 11 MW of subject consumer. It will be specified in the office order of
approval.
ii) Initially, consumer applied for extension of load from 4950 KW to 6875
KW against application 32/B-4/Ext. dated 03-04-2015 and was granted
principle approval vide office order No. 196/9648-54 dated 14-07-2016. At that
time the applicant paid Rs. 3,50,000/- (Flag-J) as a charges for load flow
study.
Later on, before construction of grid station, the applicant submit application to
revise his load demand i.e. 4950 KW to 11000 KW. The applicant then again
deposited Rs. 3,50,000/- for conducting of load flow study (Flag-C). But GM
(T) FESCO has advised to apply new case file instead of processing revised
approval in old case. Hence the new file case was entered and the load flow
study of said extension of load from 4950 KW to 11000 KW (net extension
6050 KW) which was already carried out, is used in subject case file.
iii) The reply is given in para-28 above.
iv, v & vi) The reply is given in para-29 above.
vii) In response to this office letter regarding signature on computerized fard, the
Tehsildar Jaranwala has informed (Flag-K) that “The land record of Chak No.
194/RB has been computerized and neither its fard is issued by Patwari nor
countersigned/verified by Tehsildar”.
Further the said fard has been verified from official website of Punjab land
record and its print is attached at Flag-O.
Viii) The fresh estimate has been signed by Project Director GSC FESCO and sent
to this office vide memo No. 7517 dated 02-04-2019 (Flag-L).
ix) Executive Engineer (O) FESCO has informed vide letter No. 4628-29
dated 04-04-2019 that technical loss has been recovered from the consumer
on use of illegal extension (Flag-M).
x) The consumer undertake/confirmed that all the documents has been
signed by him vide letter dated 01-04-2019 (Flag-N).
xi) The old application No. 32/B-4/Ext`1. dated 03-04-2015 has enclosed
herewith for your kind perusal.
35. The case is resubmitted for approval of para-13, after doing the needful.

61. Letter of principle approval for construction of independent grid station in the light of
approval of CEO FESCO on noting page-18 para-57 has been issued vide this office
letter No. 44/4180-87 dated 03-06-2019 (Flag-A).
62. Administrative approval of Capital Cost amounting to Rs. 2,22,16,307/- comes under the
competency of BOD FESCO, under section-II, Clause-2.1.1 of Book of Financial power
for DISCO’s 2003.
63. Item note for administrative approval of subject case has been prepared and placed at
Flag-B for signature of CE (P&D) as well as further action in this regard please.
