FIBRES (PVT) LTD, 22-KM SHEIKHUPURA ROAD KHURRIANWALA
FAISALABAD THROUGH SHEIKH ZULFIQAR ALI S/O SHEIKH
MUHAMMAD ALI.
It is submitted that:
1. Principal approval for construction of new 132/11 KV grid station for extension of load
from 4950 KW to 6875 KW (net extension 1925 KW) under tariff B-4 has already been
accorded by Competent Authority in the name of M/s Best Export (Pvt) Ltd through
Sheikh Danish Ali S/o Zulfiqar Ali vide letter No. 196/9648-54 dated 14-07-2016
(Flag-A).
2. The name of subject unit/premises was changed with the approval of Competent
Authority from M/s Best Export (Pvt) Ltd to M/s Best Fibres (Pvt) Limited 22-Km
Sheikhupura Road Khurrianwala Faisalabad vide office order No. 78/5524-27 dated
26-07-2017 (Flag-B).
3. Now the consumer again approach to this office vide his request dated 16-05-2018
for increase of load demand from 6875 KW to 11000 KW instead of already approved
extension of load from 4950 KW to 6875 KW (net extension 1925 KW) against same
Application No. 32/B-4/Ext. dated 03-04-2015.
4. The documents provided by the consumer are as under:-

5. The demand notice again issued to consumer vide this office memo No. 4111-13
dated 31-05-2018 for payment of load flow study charges amounting to Rs. 3,50,000/-
which was paid by the consumer in the office Finance Director FESCO on 13-06-2018
vide receipt No. 33650 (Flag-C).
6. Load flow study (Flag-D) on PSS/E Software has been carried out to assess the
impact of proposed grid station and its feeding arrangement on FESCO T&G net work
and any constraint faced by the system. Conclusion and recommendations of the load
flow study are as follows:
a. The results of system studies depict that with the inclusion of proposed 11 MW load
at 132 KV grid station Best Fibres Faisalabad under normal condition, the system will
not face any constraint.
b. The necessary reactive power compensation in terms of 11 KV shunt capacitors has
also been determined at the proposed 132 KV grid station Best Fibres Faisalabad i.e.
3.6 MVAR at 11 KV Bus. Moreover consumer is required to maintain P/F of his load
at 0.95.

c. The benefits of the proposed extension of load at 132 KV grid station Best Fibres
Faisalabad for FESCO network has been quantified in terms of revenue.
d. The short circuit studies depict that the short circuit levels of the existing network will
not increase with the induction of the proposed extension of load at 132 KV grid
station Best Fibres Faisalabad.
7. The consumer intends to construct grid station through FESCO/WAPDA approved
consultant /contractor whereas the transmission line required to energize the 132 KV
grid station Best Fibres will be constructed by PD (GSC) FESCO Faisalabad.
8. Sitting site selection committee report has been issued by PD (GSC) FESCO
Faisalabad vide memo No. 7420 dated 29-06-2016 (Flag-E).
9. FESCO may allow for construction of 132/11.5 KV Best Fibres grid station for 11 MW
load demand under following terms and conditions:
a. Consumer will have to construct a new 132/11.5 KV grid station privately
through FESCO/WAPDA approved contractor and subject to the clearance/approval
of the equipment and protection scheme by Chief Engineer (Design) NTDC WAPDA
House Lahore/Chief Engineer (TS) FESCO Faisalabad.
b. The construction of 132 KV bus, line bay at 132 KV Khurrianwala grid station
and feeding transmission line will be constructed by GSC FESCO Faisalabad on cost
deposit basis, the approval of estimate will be obtained through P&D office from
Competent Authority.
c. The necessary reactive power compensation in terms of 11 KV Shunt Capacitor
has been proposed as 3.6 MVAR at said grid station.
d. Material, grid station equipment and allied accessories shall be procured exactly
in accordance with standard specification of FESCO/NTDC. Inspection of material
shall be made in coordination with FESCO and FESCO representative shall be
included in the inspection team of consultant/consumer on the expense of
prospective consumer prior to shipment or dispatch of material from the manufacturer
factory to premises of the consumer.
e. All drawing and data regarding construction of grid station will have to be
approved from Chief Engineer (TS) FESCO Faisalabad through P&D office on
payment of required chrges, prior to start the work.
f. As regards the sanction of load of 11 MW will be approved by this office at
appropriate stage preferably after completion of the new grid station/transmission
line.
g. The new grid station will be fed from bus bar of 132 KV Khurrianwala grid
station through single circuit transmission line with lynx conductor.
7. All other usual formalities for connecting consumer grid station to DISCO network and its
operation and maintenance shall be fulfilled accordingly to policy on this subject issued
by General Manager (C&M) PEPCO, WAPDA House Lahore vide memo No. 3226-40
dated 30-07-2010 (Flag-B).
8. If agreed, the case may kindly be put up to worthy Chief Executive Officer FESCO for
Principle Approval to construct the 132 KV Best Fibres grid station (consumer grid
station) through an approved FESCO/NTDC private consultant/contractor and
construction of 132 KV transmission line and line bay at 132 KV Khurrianwala grid
station will be constructed by PD GSC FESCO Faisalabad, after recovering cost from
the consumer through demand notice.
9. Letter of permission/approval will be signed by Chief Engineer (P&D) after according
approval from Chief Executive Officer FESCO Faisalabad.

19. In compliance of para-15, it is submitted that:-
i) A) N-1 contingency analysis has already been performed and available at flag (F/F).
B) The % loading of T/Lines in normal & N-1 contingency conditions for year 2018-19

C) It has already been mentioned in para-10 that all other usual formalities for
connecting consumer Grid Station to DISCO network and its construction, operation,
maintenance and inspection shall be fulfilled accordingly to policy on this subject issued
by General Manager (C&M) PEPCO, WAPDA House Lahore vide Memo No. 3226-40 dt
M/s Best Fibres (Pvt) Ltdt Page No.
31.07.2010 (Flag-B). Further after discussion with Addl. Director Technical –II, the para
9(d) will be replaced as:
“Material, grid station equipment and allied accessories shall be procured exactly in
accordance with stands specification of FESCO/NTDC. Pre-shipment/Local Inspection of
material will be carried out at your works/manufacturer premises by two (02) inspectors.
Notice in writing for inspection of goods shall have to be given to Chief Engineer
(Development) PMU FESCO Faisalabad 15-days prior to the last date of delivery. The
inspection charge @ Rs. 0.5% (non-reimbursable) (only for local inspection) of the cost
of material will be paid by you while offering the material for inspection. All reasonable
facilities (Testing Facilities, TA/DA, Air Tickets, Boarding, lodging etc) as provided in the
specifications or followed by the industry OR Trade in general shall have to be
provided/afforded to the inspecting Officer by your at expenses for carrying out the
inspection.”
ii) Aks Shajrah placed at page-1 is signed by Tehsildar, whereas the Fard issued by
Punjab Land Record Authority Service Center, where it is clearly mentioned that it is
computer generated document which do not require signature of any official.
iii) Revenue Officer (P) Chak Jhumra Division issued clearance certificate vide memo
No.1535 dated 07.11.2018 (Flag-H) to the effect that there is no arrear, audit para and
court case is pending against the consumer.
20. After attending the observations, the case is resubmitted for further necessary action.

21. CHIEF ENGINEER (P&D) FESCO
