The Committee,
Recalling Article 19 of the Universal Declaration of Human Rights, which guarantees everyone
the right to freedom of opinion and expression,

Reaffirming that freedom of expression is a fundamental pillar of democratic societies,


Recognizing that this right may be subject to lawful limitations to protect national security, public
order, and the rights of others. According to the 2030 Agenda of Sustainable Development.
Highlighting Goal 16 - Peace, Justice and Strong Institutions, emphasizing the need for a proper
judicial institution with proper freedom of expression while keeping in mind the censorship of
illegal content.

Mandate that every sovereign state has the executive right to regulate its own segment of the
internet

Acknowledging concerns regarding arbitrary censorship and abuse of restrictive laws,

Emphasizing the importance of independent and transparent judicial systems in protecting


human rights,

Stressing the need to balance freedom of expression with accountability and rule of law,

Operative Clauses

1. Call upon that freedom of expression must be protected while preventing its abuse for
inciting violence, terrorism, or hatred;

2. Encourages Member States to ensure that laws on freedom of expression are clearly
defined, transparent, and in line with international human rights norms;

3. Urges Member States to ensure that the judiciary in their countries reviews censorship
and restriction of content decisions, provides effective legal remedies, and is
independent of any political influence;

4. Recommends the establishment or strengthening of legal procedures which enable


individuals and media to contest censorship decisions;
5. Urges Member States to review laws related to censorship to avoid abuse in the name of
national security and public order.
