EXECUTIVE SUMMARY
The Department of Education prioritizes the delegation of governance in Basic
Education at the proletarian level. This commitment was institutionalized through
the enactment of Republic Act No. 9155 (Governance of Basic Education Act of
2001), which establishes the framework for School-Based Management (SBM). SBM
refers to the transfer of decision-making authority from national, regional, and
division offices to the school level, thereby fostering collaborative engagement
among principals, teachers, learners, parents, and community stakeholders in
building effective and responsive educational institutions.

In accordance with the Act, each school is mandated to formulate its own vision,
mission, goals, and objectives. Furthermore, schools are required to prepare a
School Improvement Plan (SIP) and an Annual Implementation Plan (AIP), ensuring
that these plans reflect the priorities and aspirations of both internal and external
stakeholders. This decentralized approach strengthens accountability, promotes
participatory governance, and enhances the quality of education at the local level.

The SIP (School Improvement Plan) is a blueprint that outlines particular


interventions that a school, shall carry out within three consecutive school years
with the assistance of the community and other stakeholders. It is thoughtfully

When everyone works together, education becomes more meaningful,
impactful, and capable of shaping confident, clever pupils ready to make a
difference even that they came from a multi-grade class, like of Villasis Elementary
School.
With input from various stakeholders, this plan was crafted through a series of
thoughtful consultations and collaborative steps:
a) Situational analysis,
b) Revisiting of the DepEd Vision, Mission and Core Values,
c) Formulation of immediate (1 year) and medium-term (3 years)
strategies and interventions/activities,
d) Formulation of school goals and improvement priorities,
e) Formulation of implementation activities, time schedule, resources
needed, assignments of responsibilities and monitoring and follow-up.

This plan is also aligned to the four priority development areas of the BEDP:
1. Pivoting to quality, ensuring that all learners attain learning
standards in every key stage in the K to 12 program;
2. Expanding access to education for groups in situations of
disadvantage to ensure inclusive and equitable quality service
delivery;
3. Empowering learners to be resilient and to acquire life skills; and
4. Strengthening the promotion of the overall well-being of learners in a
positive learning environment where learners exercise their rights
and experience joy, while being aware of their responsibilities as
individuals and as members of society.

The programs, projects, and activities outlined in this plan are designed to
bridge identified gaps and bring meaningful benefits to the entire school community
—most importantly, our learners. Through this carefully crafted roadmap, the school
is committed to delivering accessible, high-quality education that fosters the holistic
development of every learner, empowering them to grow, thrive, and reach their
full potential.

Designed for a three-year implementation, the School Improvement Plan (SIP) is

a multi-grade institution serving learners from Kindergarten through Grade 6. Every

latitude and 123° 29' East longitude. This positioning places the school within the
Zamboanga Peninsula region, an area characterized by its rich agricultural economy
and culturally diverse population. The school benefits from its central location within
the barangay, making it accessible to learners from surrounding communities. The
terrain is generally flat and suitable for agricultural activities, which dominate the
local economy. However, the region is prone to seasonal weather variations,
including heavy rains and occasional flooding, which can disrupt school operations
and learner attendance.

Molave is primarily an agricultural municipality, with farming as the main source


of livelihood. This economic structure influences the school environment, as many
learners come from farming households, which may affect attendance during
planting and harvest seasons. Limited household income can also impact learners’
access to educational resources and technology.

The community surrounding Villasis Elementary School is diverse, with strong


family ties and active local governance. The barangay officials and Parent-Teacher
Association (PTA) play a significant role in supporting school programs. Cultural

Operates within a rural, agriculture-based community that influences its


educational environment. The school benefits from its central location and strong
community support through active PTA and barangay officials, as well as the
dedication of multi-grade teachers who ensure curriculum alignment with DepEd
standards. However, it faces weaknesses such as limited ICT resources, inadequate
classroom facilities, and increased teacher workload due to the complexity of multi-
grade instruction. Socio-economic constraints also affect learner attendance,
particularly during planting and harvest seasons. Despite these challenges,
opportunities exist to strengthen partnerships with LGUs, NGOs, and private
organizations, access DepEd programs for teacher training and ICT integration, and
utilize the agricultural context for contextualized learning. The school also sees
potential in adopting digital learning approaches. Nevertheless, Villasis Elementary
must contend with significant challenges, including vulnerability to typhoons and
flooding, risk of absenteeism and dropout due to economic pressures, limited
internet connectivity, and the inherent difficulty of balancing curriculum delivery
across multiple grade levels. These factors underscore the need for strategic
planning, resource mobilization, and innovative teaching practices to ensure quality
education for all learners.

Villasis Elementary School is equipped with four classrooms strategically


organized to accommodate multi-grade instruction: Kindergarten, Grades 1 & 2,
Grades 3 & 4, and Grades 5 & 6. Each classroom is furnished with essential
instructional facilities and thoughtfully arranged by teachers to create a welcoming,
learner-centered environment conducive to academic growth and holistic
development. However, the Kindergarten and Grades 1 & 2 classrooms, constructed
in 1975, now require significant roof and ceiling repairs. While minor damages have
been temporarily addressed through the school’s Maintenance and Other Operating
Expenses (MOOE) fund, comprehensive renovation remains an urgent priority to
ensure safety and sustainability.

Beyond classrooms, the school grounds feature a functional office for the School
Head and Administrative Officer II, a dedicated ARAL/Computer and Laboratory
Room, and a School Feeding and Canteen Building generously provided by the

updated To-Do activities, targets, and results, documented via the School
Monitoring and Evaluation Adjustment (SMEA) or Program Implementation Review
(PIR). Each program or project owner reports on accomplishments, recommends
adjustments when needed, and ensures that every initiative contributes effectively
to the school’s growth and success.

B. School’s Current Situation


B.1. Access

B.1.1. Early Registration

Villasis Elementary School implemented an Early Registration Plan for school


year 2025-2026 to ensure all prospective learners are enrolled ahead of the
upcoming school year. The primary objectives are to achieve 100% early
registration for incoming Kindergarten, Grade 1, and transferees, identify learners
with special needs or those requiring IPED, ALIVE, and other interventions, and
strengthen community awareness and participation. The school disseminated
information through social media, barangay bulletin boards, and community
meetings. Coordination with barangay officials, PTA, and day care centers was
conducted to map prospective learners. Registration desks was set up in the school
multi-purpose hall, with teachers assigned to assist parents and guardians. During
registration, screening was done to identify learners needing inclusive education
support. Daily monitoring was conducted, and final reports will be submitted to the
Division Office at the end of the registration period. This plan ensures readiness for
the next school year and promotes inclusive education by addressing the needs of
all learners.

B.1.3. OPLAN BALIK ESKWELA

At Villasis Elementary School, a multi-grade institution located in Sitio Villasis,


Barangay Rizal, Molave, Zamboanga del Sur, the transition back to school after
breaks or disruptions presents unique challenges. These include low attendance
rates, delayed enrollment, and inadequate preparation of classrooms and learning
resources, which are critical for managing multi-grade setups. Such issues hinder
the smooth opening of classes and affect the effective implementation of the School
Improvement Plan, making it difficult to allocate teachers, organize learning
materials, and maintain an environment conducive to quality education for diverse
grade levels.

To ensure that all enrolled pupils to returns to school on the first day of the
academic year the planning team came up with this insight. We plotted some
objectives that will guide us in fulfilling our targeted agenda. The following
objectives are as follows:

1. Ensure a safe, organized, and smooth opening of classes every school year.
2. Increase student attendance and enrollment rates during the first week of
classes.
3. Prepare school facilities, learning materials, and personnel ahead of time.
4. Strengthen stakeholder engagement and community support for school
readiness.

The implementation of Oplan Balik Eskwela at Villasis Elementary School is
expected to result in a smooth and well-organized opening of classes characterized
by high attendance rates and timely enrollment. School facilities will be adequately
prepared, and sufficient learning resources will be made available to support
effective instruction across multi-grade levels. Furthermore, the program aims to
strengthen partnerships with stakeholders and foster active community
involvement, ensuring collaborative efforts toward achieving a safe, inclusive, and
quality learning environment.

B.1.4. BRIGADA ESKWELA

Villasis Elementary School, being a multi-grade institution, faces challenges in


maintaining well-equipped classrooms, safe facilities, and adequate learning
resources due to limited funding and recurring wear and tear. These issues affect
the learning environment and hinder the effective implementation of the School
Improvement Plan. Brigada Eskwela aims to address these gaps through
collaborative efforts among stakeholders, to ensure participation of parents, school
clientele and other stakeholders.
We came up with several objectives to have a successful implementation, and these
are as follows:

1. Prepare classrooms and school facilities for the opening of classes every
year.
2. Mobilize resources through partnerships with stakeholders and the
community.
3. Promote volunteerism and shared responsibility in maintaining a safe and
conducive learning environment.
4. Integrate Brigada Eskwela activities into the SIP for sustainability and
continuous improvement.

With these key components and strategies, we believed that the succeeding
Brigada Eskwela will be successful and parents will give full support during

The planning team emanated this objective due to the problem statement
that several pupils face risk of dropping out due to poor academic performance,
irregular attendance, and limited family support; to provide personalized support
and interventions for PARDO learners through home visitation, to ensuring their
continued engagement in school and addressing barriers to learning.

These are the activities that we propose to take during the period.

1. Pre-Visitation Preparation
o Identify SARDO learners based on attendance records, academic
performance, and socio-economic indicators.
o Prepare visitation schedule and assign teachers or guidance personnel.
o Gather learner profiles and previous interventions for reference.

The home visitation program for Pupils-at-Risk of Dropping Out (SARDO) is


expected to lead to improved attendance and active engagement of identified
learners through personalized support and interventions. It will strengthen the
partnership between the school and the home by fostering collaborative efforts to
address barriers to education. Ultimately, these targeted strategies aim to
significantly reduce dropout rates, ensuring that every learner has equitable access
to quality education and remains on track toward academic success.

B.1.6. OUT-OF-SCHOOL CHILDREN, YOUTH AND ADULT MAPPING

Villasis Elementary School will implement a comprehensive outreach program


to reintegrate out-of-school youth into the education system and provide alternative
learning opportunities. The plan includes conducting a community-based survey to
identify OSY and understand their needs, followed by orientation sessions for
parents and learners on available programs such as the Alternative Learning
System (ALS). Skills development workshops and livelihood training will be
organized in partnership with local government units and NGOs to enhance
employability and encourage continued learning. Regular counseling and mentoring
sessions will be provided to motivate OSY and address personal or socio-economic
barriers to education. Additionally, the school will establish a monitoring and
evaluation mechanism to track progress and ensure sustained engagement, thereby
promoting inclusive education and reducing the number of out-of-school youth in
the community.

B.1.7. IMPLEMENTATION OF ALS

Villasis Elementary School will implement the Alternative Learning System (ALS)
as part of its commitment to inclusive education and community development. The
program will provide flexible learning opportunities for out-of-school youth and adult
learners who are unable to attend formal classes. Activities will include the

coordinate with the Department of Education and local stakeholders to ensure the

Regular monitoring and evaluation will be conducted to track learner progress and

This initiative aims to empower learners by equipping them with essential skills and

B.1.8. SCHOOL BASED FEEDING PROGRAM

Malnutrition among learners remains a significant barrier to academic performance


and school attendance. At Villasis Elementary School, some pupils exhibit signs of
undernutrition, which affects concentration, participation, and overall learning
outcomes. The SBFP aims to address these issues by providing nutritious meals to
identified beneficiaries, thereby improving health and educational achievement. To
ensure the health of our school children, several objectives were derived by the
planning team. Here are the objectives:

1. Improve the nutritional status of undernourished learners.


2. Enhance school attendance and reduce absenteeism due to health-related
issues. 3. Promote healthy eating habits among pupils and their families.
4. Strengthen partnerships with stakeholders for sustainable feeding initiatives.

We identified undernourished pupils based on Health and Nutritional


assessment conducted by the teachers at the beginning of the school year. Soon as
the undernourished pupils recognize we will include them in beneficiaries of the
feeding program and supplements will then be given to them with the use of MOOE
funds. If ever that these pupils will not be catered to the priority list of the School-
Based Feeding Program of the due to limited allocation of recipients, we will then
out-source other funds to give what is due to them.

Villasis Elementary School aims to sustain its School-Based Feeding Program


by ensuring a continuous supply of fresh and nutritious vegetables. Limited
resources and rising food costs pose challenges to maintaining the feeding
program. The Gulayan sa Paaralan Program will address these issues by
establishing a school-based vegetable garden to provide healthy ingredients for
meals and promote agricultural awareness among learners.

B.1.10. ONE HEALTH WEEK FOR THE SCHOOL YEARS 2026-2031

Villasis Elementary School, a multi-grade institution serving dispersed rural


communities, faces recurring health-related barriers to learning—undernutrition,
preventable illnesses, poor oral and hand hygiene practices, limited mental health
awareness, and environmental risks (waste, pests, water safety). These issues
contribute to absenteeism, reduced classroom engagement, and uneven learning
outcomes. A dedicated One Health Week—repeated annually and reinforced
throughout the year—will synchronize school, home, and community actions to
improve learner well-being and learning readiness, while strengthening partnerships
with the barangay, LGU, and local health services.

3. Improve nutrition status of identified learners (SBFP beneficiaries), achieving
≥70% nutritional improvement (per BMI-for-age categories) annually.
4. Establish functional health partnerships with LGU health office, BHWs, and
NGOs; at least two active MOUs by Year 2, sustained through Year 5.
5. Institutionalize One Health Week with a standard annual kit (activities, IEC
materials, monitoring tools) integrated into the school calendar.

The estimated annual budget for the One Health Week Program is structured to
ensure comprehensive implementation. An amount of ₱10,000 is allocated for
program management and information, education, and communication (IEC)
materials. To support hygiene initiatives, ₱25,000 will be dedicated to supplies such
as soap, toothbrushes, and toothpaste. Nutrition support, including supplements
and fortified mixes beyond the School-Based Feeding Program, will require ₱20,000.
Training and capacity-building activities for teachers, health coordinators, and
volunteers are allotted ₱10,000, while monitoring and evaluation tools, including
printing costs, will need ₱5,000. Lastly, a contingency fund of ₱5,000 is reserved for
emergency health needs, ensuring readiness for unforeseen circumstances.

affects academic performance and overall well-being. Villasis Elementary School
recognizes the need to strengthen nutrition awareness and practices through an
annual Nutrition Month celebration, integrating health education, feeding initiatives,
and community engagement to support the School-Based Feeding Program and
Gulayan sa Paaralan.

The activities will be anchored in these objectives:

1. Promote healthy eating habits and proper nutrition among learners and their
families.
2. Increase awareness of the importance of balanced diets and food safety.
3. Integrate nutrition education into classroom activities and school programs.
4. Strengthen partnerships with stakeholders for sustainable nutrition initiatives.

During the implementation of the Nutrition Month celebration, Villasis


Elementary School will launch a vibrant school-wide Kick-Off Parade to promote
healthy eating habits among learners and the community. Activities will include a
Poster and Slogan Making Contest to encourage creative advocacy and a Cooking
Demonstration showcasing affordable, nutritious meals prepared using produce
from the Gulayan sa Paaralan program. Learners will participate in a Nutrition Quiz

Base on this data, the planning team formulate the goal for reading
remediation which is to increase the percentage of learners meeting grade-level
proficiency in reading by the end of each school year, with cumulative gains across
the 3-year SIP cycle.

With the key outcomes of the remedial program focus on improving learners’
reading fluency, including accuracy, rate, and prosody, alongside enhanced
comprehension skills. Additionally, it seeks to increase participation and completion
rates in remedial sessions to ensure consistent learner engagement. Finally, the
initiative emphasizes building teacher capacity in delivering effective interventions
and utilizing data to monitor progress and inform instructional decisions.

Reading is a foundational skill that directly impacts learners’ academic


success across all subjects. Diagnostic assessments and EGRA results indicate
significant gaps in oral reading fluency, comprehension, and vocabulary among
early-grade learners. The e-BASA/ARAL Program aims to address these gaps
through structured, technology-supported interventions, teacher capacity-building,
and active family engagement. This initiative supports DepEd’s learning recovery
framework and the school’s vision of achieving literacy proficiency for all learners.

Villasis Elementary School recognizes the critical role of reading proficiency in


ensuring academic success and lifelong learning. Recent assessments have
revealed significant gaps in oral reading fluency, comprehension, and vocabulary
among early-grade learners, necessitating a focused intervention. To address these
challenges, the school will implement the e-BASA/ARAL Program as part of its
School Improvement Plan for SY 2026–2031. This program is designed to provide
structured, technology-supported reading instruction, complemented by small-
group interventions and home-based reinforcement. Through this initiative, the
school aims to reduce the percentage of non-readers, improve fluency and

The baseline data show that of the 20 pupils tested across Grades 1–3, a
majority of learners in the early grades need foundational support. In Grade 1, all
nine pupils are classified as emerging readers (5 low emerging and 4 high
emerging), with none yet developing, transitioning, or at grade level. Grade 2
presents a mixed profile: 2 pupils are low emerging, 2 are developing, and 2 are
transitioning; none are at grade level. Grade 3 demonstrates strong outcomes with
all five pupils at or near proficiency (2 transitioning and 3 at grade level). Overall,
55% (11/20) of pupils are in the emerging categories, while 35% (7/20) are at or
above (transitioning plus at grade level). These findings highlight a critical need in
Grade 1 for intensive, systematic foundational reading instruction and targeted
small-group support in Grade 2, while Grade 3 requires strategies to sustain
performance and to ensure earlier intervention for at-risk learners in lower grades.

The central problem is that too many pupils lack foundational reading skills—
particularly in phonemic awareness and basic phonics—which depresses decoding
accuracy, fluency, and comprehension. Likely root causes include limited time and
consistency for explicit, systematic instruction in foundational skills; insufficient
daily practice with decodable texts; gaps in tiered intervention access and
attendance; inconsistent use of assessment data to form groups and adjust
instruction; and variable home literacy environments. Addressing these issues
requires a cohesive set of instructional, assessment, and engagement strategies
that prioritize the science of reading and ensure that classroom time is protected for
high-impact routines.

The overall SMART goal for SY 2025–2026 is to increase the proportion of


pupils at or above (transitioning + at grade level) from 35% to at least 70% by
March 2026 and to reduce the proportion of emerging readers from 55% to 20% or
lower. By grade, the targets are as follows: Grade 1 will move from 0% to at least
60% at/above by March 2026, Grade 2 will increase from 33.3% to at least 75%
at/above, and Grade 3 will sustain at least 95% at/above. Interim milestones are set
for November 2025 (G1 ≥20%, G2 ≥55%, G3 ≥95%) and January 2026 (G1 ≥40%,
G2 ≥65%, G3 ≥95%) to ensure steady progress and timely course corrections.

Instructionally, the plan implements a daily structured literacy block of 45–60


minutes anchored in explicit, systematic teaching. Each day will include phonemic

awareness routines (blending and segmenting), systematic phonics (letter–sound
correspondence, blending, and encoding), guided practice with decodable texts,
fluency development through repeated reading, and vocabulary and comprehension
development using teacher read-aloud. Daily small-group instruction (20–30
minutes) will be driven by assessment data and organized by reading profile
(Emerging, Developing, Transitioning), with regrouping every two weeks based on
short, frequent checks. Classrooms will be intentionally print-rich, featuring sound
walls, decodable libraries, high-frequency word tools, and clear anchor charts that
support student independence.

Targeted interventions will complement core instruction. Tier 2 will support


emerging readers four times per week for at least 20 minutes with focused
phoneme manipulation, phonics routines, and decodable text practice; Tier 3 will
provide 5 sessions per week for 20–30 minutes using more intensive, scripted
lessons, ideally in one-to-one or very small groups. Push-in or pull-out support will
be scheduled to maximize contact time while minimizing disruption to core
instruction. To ensure instruction is responsive, the plan emphasizes robust
assessment and progress monitoring . Baseline screening will be followed by
checkpoints in November, January, and March using tools such as letter–sound
mapping, decodable text accuracy, nonsense word fluency, oral reading fluency,
and running records as appropriate. Weekly probes (e.g., words correct per minute
and accuracy percentage) will track growth, and grade-level data meetings every
four weeks will be used to regroup students and fine-tune interventions.

Capacity building will be addressed through coaching cycles and focused


professional development. Monthly coaching will include co-planning, demonstration
lessons, and feedback. Professional development will cover phonemic awareness
routines, explicit phonics instruction, selection and use of decodable texts, effective
error correction strategies, running records, and small-group management. Family
and community engagement will reinforce classroom efforts through take-home
decodables and simple reading logs, parent workshops on blending/segmenting and
dialogic reading, and, where possible, volunteer reading buddies. These efforts will
help create a literacy-rich culture and extend practice beyond school hours.

A total of 46 pupils across Grades 1 to 6 were assessed to determine their
reading proficiency levels. Of these, 30 were male and 16 were female. The results
reveal significant variations in reading performance across grade levels.

In key stage 1, in Grade 1 eight pupils were tested, with the majority (five)
classified as Developing (Nearly Proficient), three as Emerging (Low Proficient), and
one as Transitioning (Proficient). No learners were at grade level or highly proficient.
Grade 2 recorded six pupils, all of whom fell under Emerging (Low Proficient),
indicating a critical need for foundational reading interventions. Grade 3 had five
pupils, with four categorized as Developing and one as Transitioning, showing
moderate progress compared to lower grades.

For key stage 2, for Grade 4 twelve pupils were assessed, with three in
Emerging (Not Proficient), two in Emerging (Low Proficient), two in Developing, and
five in Transitioning, suggesting a more balanced distribution but still lacking
learners at grade level. Grade 5 presented seven pupils, where four were Emerging
(Not Proficient), two were Emerging (Low Proficient), and one was Developing, with
no pupils reaching proficiency. Grade 6 showed the most concerning results: all
eight pupils were classified as Emerging (Not Proficient), highlighting an urgent
need for intensive remediation.

Overall, the consolidated data shows that out of 46 pupils, 15 (32.6%) are
Emerging (Not Proficient), 13 (28.3%) are Emerging (Low Proficient), 12 (26.1%) are
Developing, and 7 (15.2%) are Transitioning, while none are at grade level or highly
proficient. This baseline will serve as the foundation for strategic planning and
targeted interventions in the School Improvement Plan for 2026–2031, with the
primary goal of significantly reducing the number of learners in the emerging
categories and increasing those at or above grade-level proficiency.

A total of 30 pupils across Grades 3 to 6 were assessed for reading level


placement using the categories Frustration, Instructional, and Independent. The
overall distribution indicates that 18 pupils (60%) are reading at the Frustration
level, 5 pupils (16.7%) at the Instructional level, and 7 pupils (23.3%) at the
Independent level. This pattern suggests that most learners currently struggle to
read grade-level texts without intensive support, with a smaller proportion able to
access texts with teacher scaffolding, and a quarter able to read and comprehend
independently.

By grade, Grade 3 shows the highest concentration of struggling readers,


with 80% (4 of 5) at Frustration and 20% at Instructional, and no Independent
readers. Grade 4 reflects a similar challenge: 72.7% (8 of 11) at Frustration, 18.2%
at Instructional, and 9.1% at Independent, indicating that only a very small number

levels. Grade 6 still faces challenges, with 57.1% at Frustration, 14.3% at
Instructional, and 28.6% at Independent levels. These figures indicate that reading
difficulties persist across all grades, but the problem is most severe in Grade 4.

This data suggests that many learners lack foundational reading skills, such
as word recognition, fluency, and comprehension, which are essential for success in
higher-level learning. If left unaddressed, these gaps will continue to affect
academic performance in all subject areas. Therefore, the school must prioritize
structured reading interventions and tiered support systems to move learners from
Frustration to Instructional and eventually to Independent levels.

The school’s improvement plan aim to reduce the percentage of Frustration-


level readers from 64% to 40% or lower and increase Independent readers from
20% to at least 30% by the end of the school year. Strategies will include
implementing a daily structured reading block, conducting small-group

Following the results of the pre-reading evaluation conducted at the


beginning of the school year, the planning team identified a group of learners who
are struggling with reading skills. These learners will be prioritized for targeted
intervention under the ARAL Program, which focuses on improving foundational
literacy through structured and differentiated instruction. The intervention will
include small-group sessions, individualized reading activities, and regular progress
monitoring to ensure measurable improvement.

Learners who do not meet the expected reading benchmarks during the next
scheduled assessment will be provided with intensified support. This will include
extended remediation sessions, one-on-one tutoring, and possible inclusion in the
Bawat Bata Makabasa (BBM) Program or National Learning Camp during summer or
quarterly breaks. The school will also engage parents and community volunteers

Grade 2 reflected similar patterns, with 8 pupils at 2 correct responses and only 2 at
full proficiency. Grade 3 showed slightly stronger results, with 3 pupils achieving full
marks out of 7 tested. Overall, only 11 out of 40 pupils (27.5%) demonstrated full
mastery, while 19 pupils (47.5%) scored 2 correct responses, and 10 pupils (25%)
scored only 1 correct response. These results suggest significant gaps in
foundational reading skills, particularly in early grades, highlighting the need for

Table B.4 indicates that several male pupils require special care due to
identified disorders that may affect their ability to function effectively in a regular
classroom setting. In addition, two female pupils have been observed to need extra
support as their developmental needs differ from those of their peers. Although the
school does not currently have specialized teachers for these specific disabilities,
the commitment and adaptability of the teaching staff, combined with the
Department’s Inclusive Education Program, ensure that these learners receive
consistent follow-up and individualized attention with the utmost care and
consideration.
