Draft Resolution

The Arab League,

Guided by the principles of the Charters of the League of Arab States and the Organization of
Islamic Cooperation, and recalling the basic principles of the Charter of the United Nations, in
particular Article 2(4), which prohibits the threat or use of force against the territorial integrity or
political independence of any State,

Recalling all relevant resolutions adopted by the Organization of Islamic Cooperation and the
League of Arab States over the past decades, which reject aggression against Member States and
affirm Arab and Islamic solidarity and the security of Arab and Islamic States in the face of
external threats, including those relating to the Palestinian Cause,

Reaffirming our unwavering commitment to the sovereignty, independence, and security of all
Member States of the League of Arab States and the Organization of Islamic Cooperation, and
recalling our collective duty to respond to this aggression in defense of our common security, we
reiterate our categorical rejection of any infringement upon the security of any of our States,
firmly condemning any aggression targeting them, and reaffirming our absolute and steadfast
solidarity in confronting all that threatens their security and stability,

1.​ Calls for the speedy establishment of an Arab Cyber Stabilization Task Force to restore
the SCADA (Supervisory Control and Data Acquisition) systems that have been
damaged, to put into place the Black Starts protocol, and to share threat intelligence on
malware of the Boreal Cloud type while simultaneously prohibiting all forms of cyber
operations that attack civilian energy, water, medical and telecommunications
infrastructures,

2.​ Solemnly Affirms that the region of the Middle East and the Gulf Cooperation Council
(GCC) has gone backwards since the breakdown of the security structures/reforms in the
GCC, the conflict has resulted from that disintegration led to a power vacuum being
created into which actors (both state and non-state) can very easily insert themselves,
3.​ Affirms that negotiations and enforcement provisions concerning the Grand Ethiopian
Renaissance Dam (GERD) crisis, River Nile Basin releases of water, and
Tigris/Euphrates rivers will be conducted under an Arab ownership framework that
respects the sovereignty of the Arab-Speaking Countries, It rejects unilateral
moratoriums or third-party oversight that restricts the right of the Arab States to engage
in legitimate self-defense and remedies for crises through negotiation with other Arab
members without their express consent,

4.​ Invites member states that are interested in this matter to work with each other to set up a
special working group to develop their Digital Dinar and South-South financial
instruments, This working group will establish appropriate safeguards to ensure that these
financial instruments are only used for essential and humanitarian services, to maintain
critical infrastructure security, and to prevent misuse of the financial instruments for
destabilizing activities or to exert punitive economic pressure on any state within the
region,

5.​ Affirms that no state takes military, cyber and physical action within the territory of
another state without any international or regional recognition and cannot operate without
any legal framework.

6.​ Decides to remain actively seized on the matter.
