CALL TO ORDER
Good morning.
The Committee on Barangay Affairs and Rural Development is hereby called to order.
May we request the Secretariat to please determine the presence of a quorum.

With a quorum present, we may now proceed with our Committee Meeting/Hearing.
STATEMENT OF PURPOSE
This committee meeting is convened to deliberate on proposed barangay budgets and
ordinances referred to this Committee, as contained in the Notice of Committee Meeting dated
January 14, 2026. The objective of today’s meeting is to review, clarify, and recommend
appropriate committee actions for submission to the Sangguniang Bayan in plenary.
APPROVAL OF AGENDA
The agenda for today’s meeting has been duly circulated.

DISCUSSION OF AGENDA ITEMS
Agenda Item No. 1
Supplemental Budget CY 2025 of Barangays Tapi, Lourdes, and Mangcawayan
We shall now take up the Supplemental Budget for CY 2025 of Barangays Tapi, Lourdes, and
Mangcawayan.
May we request the authorized barangay representatives to briefly present the necessity,
sources of funds, and intended utilization of the supplemental budget.

The Committee will note the issues raised and shall deliberate on the appropriate
recommendation.
Agenda Item No. 2
Barangay Annual Budget CY 2026
We proceed to the proposed Barangay Annual Budgets for CY 2026 of Barangays Tible,
Bagangan Sr., Colacling, Mangcawayan, Poblacion, and San Pedro.
The barangay representatives are requested to highlight their priority programs and compliance
with mandatory budgetary requirements.

The Committee takes note of all comments and shall include the same in its report.
Agenda Item No. 3
Barangay Ordinance No. 26 of Barangay Poblacion
We now deliberate on Barangay Ordinance No. 26 of Barangay Poblacion concerning traffic
regulations, including prohibition of minors from driving motorcycles, speed limits, and
regulation of helmets and mufflers.
The proponent barangay is requested to explain the rationale and enforcement mechanism of
the ordinance.

Agenda Item No. 4
Barangay Ordinance No. 5 of Barangay Sagrada
Next is the ordinance governing the use of the DSWD Kalahi CIDSS Solar Dryer Project of
Barangay Sagrada.
Let us focus on sustainability, access, and compliance with project guidelines.

Agenda Item No. 5
Barangay Ordinance No. 3 of Barangay Alleomar
We now take up the ordinance regulating backyard swine, small-scale piggery, and poultry
raising in Barangay Alleomar.
The Committee will particularly consider public health, sanitation, and livelihood concerns.

Agenda Item No. 6
Barangay Ordinance No. 4 of Barangay Alleomar
Lastly, we discuss the ordinance setting penalties and guidelines for animal ownership within
Barangay Alleomar.
Comments on enforceability and consistency with existing laws are hereby invited.

SUMMARY AND COMMITTEE ACTION
The Secretariat is directed to summarize the Committee’s observations and recommended
actions on each agenda item for inclusion in the Committee Report to the Sangguniang Bayan.
