European foreword

!This document (EN 13155:2020+A1:2025) has been prepared by Technical Committee CEN/TC 147
“Cranes - Safety”, the secretariat of which is held by SFS.

This document supersedes EN 13155:2020.

The main modifications between EN 13155:2020 and EN 13155:2020+A1:2025 concern:

— there are two distinct verification methods, by calculation and test or by test only. The errors
associated with each of these verification methods have been rectified;

— the verification by test only requires testing to the elastic condition, 2 × WLL without permanent
deformation and yielded condition, 3 × WLL without releasing the load;

— the verification by calculation makes allowance for lower working coefficients for certain technically
justified cases;

— load testing using a scaled load factor dependent on working load limit has been included to verify
calculated mechanical strength.

This document has been prepared under a standardization request addressed to CEN by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its
Member States.

For the relationship with EU Legislation, see informative Annex ZA, which is an integral part of this
document."

The main modifications between EN 13155:2003+A2:2009 and EN 13155:2020 concern:

— general requirement to introduce the reference to EN 13001-1 and −2 for the calculation;

— vacuum lifters;

— lifting magnet;

— the addition to the scope of lifting insert systems for lifting prefabricated concrete products;

— reduction of load changes from 20 000 to 16 000 in all clauses.

!Any feedback and questions on this document should be directed to the users’ national standards
body. A complete listing of these bodies can be found on the CEN website.

According to the CEN-CENELEC Internal Regulations, the national standards organisations of the
following countries are bound to implement this European Standard: Austria, Belgium, Bulgaria, Croatia,
Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland,
Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Republic of North

Introduction

!This document has been prepared to be a harmonized standard to provide one means for non-fixed
load lifting attachments used on cranes to conform with the essential health and safety requirements of
the Machinery Directive, as amended.
This document is a type C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);

— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.)

Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);

— machine users/employees (e.g. trade unions, organizations for people with special needs);

— service providers, e.g. for maintenance (small, medium and large enterprises);

— consumers (in case of machinery intended for use by consumers).

The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards are covered are indicated in the scope of this
document.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other
standards, for non-fixed load lifting attachments which have been designed and built according to the
provisions of this type C standard."

The verification methods in Annexes B, C, and D of EN 13155:2020+A1:2025 are critical as they provide structured procedures to ensure the operational safety and functionality of various lifting attachments. For instance, Annex B addresses plate clamps, where verification of friction coefficients and non-slipping of loads is vital for preventing load drops. Annex C details methods for vacuum lifters, including the verification of pressure and leakage indicators, which are crucial for maintaining a secure hold on materials. Annex D focuses on lifting magnets, detailing the verification of tear-off force and control systems, essential for handling metallic loads safely. These methods ensure that each type of lifting attachment meets specific performance criteria tailored to its operational environment and risks .

Stakeholder involvement in the drafting of EN 13155:2020+A1:2025 is significant because it incorporates the expertise and needs of diverse groups such as machine manufacturers, health and safety bodies, and users. This collaboration helps ensure that the standard addresses real-world challenges and operational conditions, enhancing relevance and effectiveness. Engaging stakeholders creates standards that reflect practical safety requirements, technological advancements, and industry trends, resulting in comprehensive and applicable guidelines for non-fixed load lifting attachments .

The key modifications from EN 13155:2020 to EN 13155:2020+A1:2025 include the specification of two distinct verification methods: verification by calculation and test, or by test only. The latter requires testing at the elastic condition with 2 × WLL (Working Load Limit) without permanent deformation and at the yielded condition with 3 × WLL without releasing the load. These changes rectify previous errors and are significant for safety as they ensure the mechanical strength is verified to prevent failures during lifting activities. Additionally, a scaled load factor dependent on the WLL was added for load testing to verify mechanical strength, allowing for safer and more reliable designs .

Not addressing electrical and hydraulic hazards within the EN 13155:2020+A1:2025 standard implies that users must refer to other specific standards for safety regarding these aspects. This could result in incomplete adherence or awareness among users focusing solely on this standard. The exclusion requires users to adopt additional safety protocols to mitigate risks associated with electrical and hydraulic systems, potentially complicating compliance unless they are already covered under complementary norms such as those for electrical safety in machinery .

EN 13155:2020+A1:2025 aligns with EU directives, specifically the Machinery Directive, by providing a harmonized standard as a means to conform to the essential health and safety requirements. This alignment implies that member states must adopt this standard as a national standard without any changes, ensuring uniform safety and performance criteria across the EU. This facilitates the cross-border trade of lifting equipment by ensuring compliance with a common set of rules and reduces technical barriers .

BS EN 13155:2020+A1:2025 ensures integration with existing national standards by being implemented as a national standard without alteration, as stipulated by CEN-CENELEC Internal Regulations. This forces member states to adopt the standard, guaranteeing consistency and alignment with a pan-European benchmark for safety practices in non-fixed load lifting attachments. Such harmonization facilitates international trade and compliance, as equipment manufacturers and users can expect uniform safety and performance requirements across different markets within the EU .

The amendments in EN 13155:2020+A1:2025 address challenges such as inconsistencies in previous verification methods by clarifying the conditions for testing mechanical strength. Testing at both the elastic and yielded conditions helps ensure that load lifting equipment performs reliably under different stress levels. The introduction of scaled load testing based on WLL also ensures that each piece of equipment is tested according to its capacity, addressing the challenge of generic testing methods that may not account for equipment-specific stress conditions .

EN 13155:2020+A1:2025 suggests consulting !EN 13001-2:2021" for handling high-risk conditions that are not specifically covered by this standard. This directive provides guidance for managing additional risks associated with non-fixed load lifting attachments, ensuring that operators consider enhanced safety requirements under more hazardous conditions. By referencing another comprehensive standard, EN 13155:2020+A1:2025 directs users to look beyond its own scope, promoting a holistic approach to safety management in high-risk applications .

The mandatory safety requirements outlined in EN 13155:2020+A1:2025 are crucial as they ensure the structural and operational integrity of non-fixed load lifting attachments like plate clamps, vacuum lifters, lifting magnets, and more. These requirements include verification methods for mechanical strength and evaluation of stability and fatigue resistance. Compliance is crucial for operational safety because it minimizes the risks of equipment failure during lifts, thereby reducing the potential for accidents and injuries in industrial settings .
