3.0 CONTROL SYSTEM AND ICSS INTEGRATION


3.1 Existing Systems
The Ogbogu Flow Station currently operates an Integrated Control and Safety System (ICSS)
composed of:
• Process Control System (PCS) – handling continuous process monitoring, regulation,
and alarms.
• Process Safety Shutdown and Emergency Shutdown Systems (PSS/ESD) –
providing interlocks and process protection logic.
• Fire and Gas System (FGS) – for early detection, alarming, and mitigation of fire or gas
hazards.
These subsystems operate over a Distributed Control System (DCS) architecture, sharing
communication, operator interface, and data historian infrastructure.
The ICSS operates on dual redundant control networks with separated safety domains,
ensuring segregation between safety and process control functions.
All new FGRS instrumentation and control panels shall integrate into this existing ICSS
architecture without compromising redundancy, SIL allocation, or cybersecurity.

3.2 Integration Philosophy


Integration shall be designed and executed in compliance with GS EP INS 134, section 6.0,
which defines hierarchical ICSS architecture and inter-system communication requirements.
3.2.1 Package Integration
• Each of the HP, LLP, and LP FGRS compressor skids shall be supplied with a
dedicated Unit Control Panel (UCP) capable of local control, protection, and
autonomous operation.
• Each UCP shall communicate with the existing PCS using Modbus TCP/IP over
redundant Ethernet links.
• Safety interlocks and shutdown signals shall be hardwired directly to the PSS/ESD
logic solvers.
• The interface points, data exchange structure, and protocol mapping between
systems shall be clearly defined, documented, and mutually agreed upon in the
Interface Control Document (ICD). The ICD shall comprehensively describe all
data exchange mechanisms, communication parameters, and signal mapping
required to ensure seamless system integration and interoperability.

3.2.2 Functional Integration


All process control loops, permissives, and alarms associated with the FGRS shall be
displayed on the PCS HMI with identical look-and-feel to existing station graphics.
• All start/stop commands, permissives, and equipment statuses shall be available both
locally (via the UCP HMI) and remotely (via PCS).
• Hardwired ESD signals shall take precedence over network-based commands.
• Trip conditions (compressor overpressure, vibration, seal failure, motor fault, etc.)
shall result in safe shutdown through the ESD system.
• Each Unit Control Panel (UCP) for the HP, LP, and LLP Package Units shall be
capable of maintaining full and autonomous operation in the event of any
communication loss with the Process Control System (PCS). All critical control,
monitoring, protection, and shutdown functions shall remain fully operational and self-
sustained within the UCP to ensure safe and continuous operation of the package
until communication is restored.
3.2.3 Control Philosophy
• The control mode hierarchy for each Unit Control Panel (UCP) shall follow the
sequence: Local Manual → Local Auto → Remote (PCS). Mode transfer shall be
controlled and secured, clearly indicated on the UCP, and designed to prevent
unintentional or simultaneous mode selection.
• Any mode transfer shall be logged, time-stamped, and alarmed.
• All interlocks and permissives shall be implemented in accordance with IEC 61511-1,
section 10.3 (Safety Instrumented Functions).

3.3 Communication and Network Design


Per GS EP INS 110, sections 6.7 and GS EP INS 134, section 6.3, the communication
architecture shall consist of:
• Redundant Industrial Ethernet links (CAT6e or fibre).
• Managed switches with diagnostic capability.
• Modbus TCP/IP for process data exchange between PCS and UCPs.
• OPC UA or Modbus for data exchange to historian systems.
• Time synchronization via NTP (Network Time Protocol) from the plant time server.
Network architecture shall be documented in an ICSS Communication Topology Drawing.
All new communication nodes shall be integrated into the existing ICSS without exceeding
70% of network bandwidth utilization.

3.4 Cybersecurity
The design and configuration of all new control equipment shall comply with GS EP INS 135
(Cybersecurity Requirements for Industrial Information Systems).
• The FGRS UCPs shall connect to the PCS zone (Level 2) of the Purdue Model.
• All external vendor connections shall pass through the DMZ (Demilitarized Zone) server.
• Firewalls shall be configured to block any direct remote access.
• Antivirus, patch management, and account control policies shall align with Company’s
Cybersecurity Management Plan.
• All PLCs and HMIs shall be password-protected, and configuration files stored securely
under Company custody.
• Each vendor shall deliver a Cybersecurity Dossier per GS EP INS 135, section 17,
including system hardening and recovery procedures.

3.5 System Reliability and Redundancy


• All existing ICSS systems are configured in dual redundant architecture (controllers, I/O,
networks).
• Integration of the FGRS system shall not degrade this redundancy.
• Each UCP shall include:
a) Dual redundant 24 VDC power supplies,
b) Dual Ethernet interfaces,
c) Surge suppression on all I/O lines, and
d) Hot-swappable I/O modules where feasible.
• The Programmable Logic Controller (PLC) systems provided for the HP, LP, and LLP
Package Units shall be designed and selected to achieve a Mean Time Between Failures
(MTBF) of not less than 50,000 hours. The Vendor shall provide reliability data or
manufacturer certification demonstrating compliance with this requirement as part of the
equipment documentation and approval process.
CONTRACTOR (CTR) shall ensure there are enough space on PCS Chasis to
accommodate dual ethernet modules.

4.0 FIELD INSTRUMENTATION


4.1 General
Field instrumentation shall comply with GS EP INS 100, section 6.0, GS EP INS 101, section
7.0, and relevant ISA and IEC standards.
Instruments shall be designed for high reliability, ease of maintenance, and hazardous area
suitability (Zone 1/2).
All equipment shall have CE/ATEX certification and be proven in oil and gas applications.
Enclosures shall be a minimum IP66 (IEC 60529), with external parts made from AISI 316
stainless steel, GRP, or coated aluminum.

4.2 Pressure Instruments


• Design per GS EP INS 101, section 7.3 and GS EP INS 106, section 4.2.2.
• Pressure transmitters shall be smart, 2-wire, 4–20 mA HART, with ±0.1% FS accuracy.
• Wetted parts: 316L stainless steel minimum.
• Process connections: ½” NPT(M) or flanged per ASME B16.5.
• Each pressure instrument shall include block and bleed manifolds.
• Gauges shall be 100 mm, glycerin-filled, with overpressure protection (test per EN 837-1).
• Impulse lines shall be stainless steel with slope and drain points per GS EP INS 106,
section 4.2.2.

4.3 Flow Instruments


• In accordance with GS EP INS 101, section 7.4, GS EP INS 106, section 4.2.3 and ISO
5167.
• For flare flow measurement, Pitot tube flowmeters with DP transmitters shall be used.
• Transmitters shall have local indicators and provide compensated outputs using
temperature and pressure inputs.
• Flow computers, if required, shall interface directly with PCS via Modbus.
• All flowmeter bodies shall be designed to ANSI Class 150# minimum.

4.4 Temperature Instruments


• Design per GS EP INS 101, section 7.2 and GS EP INS 106, section 4.2.1.
• Sensors: Pt100 RTD (Class A per IEC 60751).

• Thermowells: flanged, AISI 316L, with wake frequency calculation per ASME PTC 19.3
TW.
• Transmitters: head-mounted, HART-enabled, with digital temperature compensation.
• Calibration range and accuracy to be within ±0.1% of reading.

4.5 Level Instruments


• Design per GS EP INS 101, section 7.5 and GS EP INS 106, section 4.2.4.
• Non-contact radar preferred; differential pressure type acceptable where appropriate.
• Switches: vibrating fork or magnetic float type.
• Transparent level gauges provided where visual indication is required.
• All level instruments shall include isolation valves and calibration chambers.

4.6 Control Valves


• As per GS EP INS 120.
• Valve bodies: carbon steel or stainless steel.
• Trim: 316 stainless steel, hardened or Stellite coated for erosive service.
• Actuators: pneumatic spring-return, fail-safe to designated position.
• Positioners: smart, digital, 4–20 mA HART.
• Noise and cavitation analysis mandatory if ΔP > 20% of inlet pressure or service is
flashing.
• Each valve shall have stroke test capability.

4.7 On/Off Valves


All on/off valves and associated actuators shall be designed, supplied, and tested in
accordance with GS EP INS 137 and API 521 (Depressurizing Systems).
These valves shall include, but not be limited to, isolation valves, shutdown valves (SDVs),
fast-opening valves (FOVs), and blowdown valves (BDVs) associated with the Flare Gas
Recovery System (FGRS) at Ogbogu Flow Station.
4.7.1 General Requirements
• On/off valves shall be designed for tight shutoff, quick operation, and reliable fail-
safe performance in onshore, hazardous-area service (Zone 1/2, Gas Group IIB +
H₂).

• Valves shall be pneumatically actuated and capable of operating under the full
process differential pressure without external assistance.
• Actuators shall be double-acting or spring-return type, depending on fail position
requirements.
• Typical fail-safe positions:
a) Fail-closed for isolation and ESD duties,
b) Fail-open for venting or blowdown duties.
• Partial stroking capability shall be provided for valves where required by process
or safety logic to enable controlled opening/closing.
• All valves shall be lockable in both open and closed positions, with clear visual
position indicators.
• Design pressure, temperature, and materials shall be compatible with process
service and flare gas composition.
• Solenoid valves shall be of high-integrity, normally-de-energized type, certified for
hazardous-area installation, and rated for the actuator service pressure.
• Instrument air supply shall include an air reserve tank wherever required, with
construction in stainless steel, sized to ensure reliable actuation during power or
air supply interruptions.
• Control and feedback wiring shall be via shielded twisted pairs in accordance with
instrument cabling defined in Section 7.0 of this specifications.
• Each On/Off valve shall be uniquely tagged and shown on the P&IDs and
Instrument Index.
• Functional testing of valve actuation, solenoid operation, and feedback indication
shall be performed during FAT and commissioning in accordance with the
approved inspection and test plan (ITP).
4.7.2 Solenoid Valves
• Control solenoids shall comply with GS EP INS 120, section 8.3.
• Coil voltage: 24 VDC ±10%.
• Enclosure: EEx d IIC T6, minimum IP66 protection.
• Each solenoid shall have a manual override, LED coil energization indicator, and
removable coil for maintenance.
• Mounting: Directly on actuator manifold (NAMUR interface preferred).

• All solenoids shall be provided with non-return exhaust valves to maintain actuator
position on loss of power or air pressure.
4.7.3 Limit Switches and Position Feedback
• Each on/off valve shall be equipped with two independent limit switches (open and
closed position).
• Limit switches shall be mechanical or inductive proximity type, rated SPDT, 24
VDC, 2 A.
• Enclosure: EEx d or EEx ia for Zone 1 installations, minimum IP66.
• A local mechanical position indicator shall be provided.
• Position feedback signals shall be wired to the PCS or ESD system as required by
the logic design.
4.7.4 Fast-Opening Valves (FOVs) / Blowdown Valves (BDVs)
• FOVs/BDVs form part of the flare closure and emergency depressurization
mechanism for the FGRS system and shall comply with the design intent of API
521, section 5.6.2 and GS EP INS 137.
• Function: To rapidly open on receipt of a trip or shutdown signal to discharge gas
to the flare header for safe venting.
• Opening time: ≤ 2 seconds from initiation of ESD or FGS signal.
• Valve body: Forged carbon steel ASTM A105 or stainless steel ASTM A182
(depending on service).
• End connection: Flanged (ANSI B16.5 Class 150/300).
• Trim: Stainless steel or Monel, suitable for wet gas service.
• Actuator: High-speed pneumatic type with volume booster, quick exhaust, and fail-
open spring return.
• Solenoid valve for FOV control shall be redundant (1oo2) to ensure high reliability.
• Position feedback: Dual limit switches for fully open and fully closed indication.
• Each FOV shall include a local manual override lever for maintenance operation.
• Actuation air system shall be fitted with a non-return valve to prevent loss of air
during actuation events.
• Each FOV shall be interlocked with the PCS/ESD logic to ensure proper
sequencing during flare isolation or blowdown events.
• Typical FOV duty examples for this project:

a) HP flare gas outlet line,


b) LLP flare gas outlet line,
c) LP flare gas outlet line.
These valves shall operate in coordination with the rupture (bursting) discs to safely
relieve system pressure under emergency conditions.
Note: Refer to Section 5.0 – Flare Closure Mechanism for specific requirements
related to Fast-Opening Valves (FOVs) used in the flare isolation system.
4.7.5 Actuators and Accessories
• Actuators shall be designed in accordance with ISO 5211 and GS EP INS 137,
section 5.
• Pneumatic actuators shall be capable of completing full stroke at 5.5 barg supply
pressure (minimum).
• All actuators shall be equipped with:
a) Manual override handwheel,
b) Position indicator,
c) Travel stop adjustment,
d) Fail-safe spring mechanism (as applicable),
e) Filter-regulator set with pressure gauge.
• Actuators shall be field-removable without process line disassembly.
4.7.6 Testing and Certification
• Each on/off valve and actuator assembly shall be functionally tested for correct
operation, fail-safe position, and opening/closing times during FAT and SAT.
• FOVs/BDVs shall undergo operating time verification (≤ 2 s) using pressurized air
simulation.
• All valve assemblies shall have pressure test certificates per API 598 and API 6D.
• All solenoids, switches, and actuators shall carry ATEX/IECEx certification for the
applicable zone classification.
• Final acceptance shall require complete documentation of test results, materials,
and calibration data.

4.8 Safety Relief Devices


• In accordance with GS EP INS 125 and API 520/521.
• Safety Relief Valves (PSVs): certified to ASME VIII; set pressure tolerance ±3%.
• Bursting discs: installed upstream of PSVs where fouling or corrosion is expected.
• Rupture discs: stainless steel or nickel alloy, with burst indicator switch wired to PCS.
• Test certificates and capacity calculations shall be submitted to the Company for
approval.

4.9 Analyzers
• In compliance with GS EP INS 141.
• Flare gas analyzers shall use infrared (NDIR) or thermal conductivity technology.
• Sample systems: stainless steel, with filters, drain, and purge.
• Calibration shall be performed with certified reference gases traceable to international
standards (ISO 6142).

5.0 FLARE CLOSURE MECHANISM


The Flare Closure Mechanism (FCM) shall be provided to maintain positive isolation between
the process system and the flare header under normal operating conditions, while ensuring
immediate and reliable venting during pressure relief or depressurization events.
The FCM for the Obagi FGRS FEED Project shall consist of two independent devices
installed in parallel on the flare header:
• A Fast-Opening Valve (FOV), and
• A Bursting (Rupture) Disc Assembly (BD).
Both devices shall be designed, selected, and tested in accordance with GS EP INS 125, GS
EP INS 137, API 520/521, and ISO 4126-2.

5.1 General Arrangement and Operation


• The FOV and BD shall be installed in parallel on the flare header downstream of process
isolation, each providing a potential discharge path to the flare system.
• Under normal operating conditions, both the FOV and BD remain closed, isolating the
flare from process gas to minimize hydrocarbon emissions and backflow risks.
• During a flare demand or pressure relief condition:
a) The Fast-Opening Valve (FOV) shall be the primary isolation device, actuated
automatically by the control logic to open fully, providing the main relief path to the
flare header.
b) The Bursting Disc (BD) remains intact under normal conditions and acts as a fail-safe
backup. It is designed to rupture only if the FOV fails to open or if abnormal
overpressure develops that exceeds its calibrated burst pressure.
• This parallel configuration ensures redundancy, reliability, and fail-safe protection,
maintaining flare isolation during normal operation while guaranteeing immediate
pressure relief capability under fault conditions.

5.2 Design and Construction Requirements


• The FOV shall:
a) Be of fail-open type, pneumatically or hydraulically actuated with spring return or
accumulator-assisted fail-safe feature.
b) Achieve full open position within ≤2 seconds upon actuation signal.
c) Include open/close position limit switches and solenoid valves for remote and local
control.
d) Be provided with manual override for maintenance and testing.

e) Comply with GS EP INS 137 and be suitable for the gas service pressure,
temperature, and composition.
• The Bursting Disc shall:
a) Be of reverse-buckling or forward-acting design, rated for the maximum operating
pressure of the flare header.
b) Be manufactured from stainless steel or nickel alloy (or equivalent corrosion-resistant
material).
c) Have a burst pressure tolerance within ±10% of the specified set pressure.
d) Include a burst indicator switch wired to the Process Control System (PCS) for alarm
and event logging only and not for a trip function.
e) Be designed for non-fragmentation upon rupture, ensuring a clean and unrestricted
discharge path.

5.3 Instrumentation and Control


• The FOV shall be equipped with:
a) Position feedback transmitters (open/close status).
b) Actuator pressure monitoring and solenoid control integrated into the flare control
logic.
c) Hardwired emergency opening command from the PCS and/or ESD system for fail-
safe activation.
• The BD burst indicator shall:
a) Provide a discrete digital signal to the Process Control System (PCS) upon rupture.
b) Be configured to generate a maintenance alarm and event log entry indicating burst
condition.
c) Not initiate any automatic process or safety shutdown, but serve solely for operator
notification and maintenance intervention.
d) The signal shall be included in the system’s alarm and event management database
and be tested during commissioning to verify integrity and response.
• The FOV and BD shall be interlocked within the flare logic to ensure:
a) The FOV receives an immediate opening signal on pressure rise or depressurization
demand.
b) The BD rupture indication is recorded as a secondary protection activation.
c) Automatic reset of the FOV to closed position only after system pressure
normalization and operator confirmation.

5.4 Testing, Certification, and Documentation


• The FOV and BD assemblies shall undergo integrated Factory Acceptance Testing (FAT)
to demonstrate:
a) Coordinated control logic and fail-safe operation.
b) Response time verification.
c) Leakage and sealing integrity under isolation mode.
d) Full-flow capability during relief conditions.
• Vendor shall provide:
a) Functional test certificates for FOV and BD assemblies,
b) Material certificates (EN 10204 Type 3.1B), and
c) Performance validation data confirming correct operation in parallel configuration.
• Test reports and certificates shall be submitted to the Company for review and approval
prior to shipment.

5.5 Installation and Maintenance


• The FOV and BD shall be installed in parallel orientation, each directly connected to the
flare header through dedicated nozzles.
• Piping layout shall ensure unobstructed flow, minimal dead volume, and proper drainage.
• Adequate clearance shall be provided for access, inspection, and replacement without
removal of adjacent assemblies.
• Burst indicators, solenoid valves, and limit switches shall be tested during commissioning.
• Preventive maintenance and periodic functional testing shall follow the manufacturer’s
recommendations and project maintenance strategy.
• Spare bursting discs (of each rating and material) and critical FOV components
(actuators, solenoids, position switches) shall be supplied in accordance with the project’s
spare parts requirements.

6.0 FIRE AND GAS SYSTEM INSTRUMENTATION


6.1 General
Fire and Gas (F&G) instrumentation associated with the Obagi FGRS Project shall comply
with the requirements defined in the “Obagi FGRS Project Fire and Gas Specifications (NG-
OBG-40-ARSH-400147)” document.
That document establishes the detailed design, selection, installation, and integration
requirements for all F&G detection and protection devices in accordance with Company GS
EP INS 140 and GS EP SAF 321.

6.2 Scope of Reference


The F&G Specification covers, in full detail:
• Design requirements for flame, gas, and heat detection devices.
• Alarm, beacon, and sounder configuration and zoning.
• System integration with existing FGS logic solvers and PCS operator consoles.
• Fire and gas loop testing, zoning logic (2-out-of-3), and shutdown interfaces with ESD
valves and isolation dampers.

6.3 Integration Requirement


For this General Instrumentation Specification, the F&G system shall be treated as an
interface discipline, with the following cross-references:
• All detectors, call points, beacons, and sounders for the FGRS area shall be installed and
tested per the Obagi FGRS Project Fire and Gas Specifications.
• Instrument cabling, earthing, and tagging related to FGS devices shall remain consistent
with this General Instrumentation Specification.
• ICSS interfaces for alarm annunciation and shutdown activation shall follow logic defined
in both this document and the referenced F&G Specification.

6.4 Documentation
All F&G drawings, I/O Lists, and Cause & Effect Diagrams shall reference the Obagi FGRS
Project Fire and Gas Specifications as the authoritative source for design and implementation
requirements.

7.0 INSTRUMENT CABLES, EARTHING AND ROUTING


7.1 General
All instrument cabling, earthing, and routing shall conform to the requirements of:
• GS EP INS 116 – Instrument Cables (selection, insulation, shielding, and segregation).
• GS EP INS 115 – Instrument Earthing and Bonding (earthing principles and resistance
limits).
• GS EP ELE 032 – Earthing and Bonding Systems for Onshore Installations (earthing
network configuration).
All instrument cables shall be designed for reliability, noise immunity, and protection against
electromagnetic interference (EMI), radio frequency interference (RFI), and transient surges.
Cable types, insulation, and routing shall ensure long service life under the humid, saline, and
corrosive onshore environment at Ogbogu Flow Station.

7.2 Cable Types and Construction


7.2.1 Signal Cables
Per GS EP INS 116, section 4.2, signal cables shall be:
• Twisted pair, overall screened, armoured (SWA/STA) type.
• Copper conductors, stranded and annealed, conforming to IEC 60228 Class 2.
• Insulation: XLPE or EPR, rated 600/1000 V.
• Sheath: PVC, LSZH (Low Smoke Zero Halogen) required for indoor and control
room installations.
• Screen: Aluminium/polyester tape with tinned copper drain wire (minimum 1
mm²).
• Armour: Single galvanized steel wire armour (SWA) for mechanical protection.

For FGS loops and solenoid valve control circuits, the conductor cross-sectional areas
indicated in the table above represent minimum baseline values. A detailed cable sizing and
voltage-drop calculation note shall be developed to justify and confirm the selected conductor
sizes based on actual load, distance, loop resistance limits, and safety system requirements.
7.2.2 Thermocouple and RTD Cables
• Thermocouple extension cables shall match thermocouple type (e.g., Type K or J) per
IEC 60584-3.
• RTD extension cables shall be three-core twisted and screened, same conductor size,
and same insulation colour per GS EP INS 106, section 4.5.
• Maximum loop resistance shall not exceed 10 Ω per leg to maintain accuracy.
• Cable insulation and jackets shall be suitable for the environmental and temperature
conditions of installation, typically PVC, XLPE, or Teflon (PTFE) rated for 90 °C or above.
• Splicing of RTD extension cables shall not be permitted except at approved terminal
blocks or junction boxes.
• Cable identification shall match the RTD tag number and be clearly marked at both ends.
7.2.3 Intrinsically Safe (IS) Cables
Cables for IS circuits shall comply with GS EP INS 116:
• Blue outer sheath for IS identification.
• Minimum insulation thickness 0.8 mm.
• Twisted and shielded to reduce inductance and capacitance.
• Armour required only when mechanical protection is necessary, ensuring isolation from
non-IS circuits.
7.2.4 Fire-Resistant Cables
Where required for FGS or critical safety applications, cables shall meet IEC 60331 fire
survival standards and maintain circuit integrity for 90 minutes at 750°C.

7.3 Cable Installation and Routing


7.3.1 Cable Routing Philosophy
Routing shall comply with GS EP INS 106, section 4.5:
• Cables shall follow shortest practicable routes consistent with accessibility and
protection.
• Existing trays and trenches shall be reused where possible.

• Underground runs shall be in HDPE or PVC conduits with sand bedding and
marker tape.
• Overhead trays shall be hot-dip galvanized steel or FRP, with covers in outdoor or
oily areas.
• Cable supports shall be installed at intervals ≤ 500 mm horizontal, ≤ 1000 mm
vertical.
7.3.2 Segregation

Crossings between power and signal cables shall be made at 90° angles only.
7.3.3 Cable Termination
• Each conductor shall be terminated using crimped, insulated lugs.
• Cable shields shall be terminated at the control cabinet end only (single-point
earthing) per GS EP INS 106, section 4.5.
• Screen continuity shall be ensured with metallic glands and shield clamps.
• Glands shall be nickel-plated brass or stainless steel for armoured cables, certified
EEx d / e per IEC 60079-14.
• All spare cores shall be insulated, labeled, and left neatly coiled.
7.3.4 Bending Radius and Fill Factor
• Minimum bending radius: 12 × cable overall diameter.
• Cable tray fill factor: ≤ 60% of tray cross-section per GS EP INS 106, section
4.5.2.
• Spare capacity in trays: 20% minimum for future expansion.

7.4 Cable Identification


Identification shall follow GS EP INS 106:
• Engraved stainless-steel or aluminum markers at both ends of each cable.
• Markers shall be corrosion-resistant and secured with stainless ties.
• Tag format: Cable tagging shall be as per existing facility cable tagging philosophy
• Cable numbering shall correspond to the Project Cable Schedule and maintained in the
Instrument Index database (Aveva Instrumentation).

7.5 Earthing and Bonding


7.5.1 General
Earthing shall ensure equipment safety, EMC performance, and reference potential
stability in accordance with GS EP INS 115 and GS EP ELE 032.
7.5.2 Instrument Earth Grid
• A dedicated instrument earth grid shall exist, connected to the plant’s main earth
network at a single bonding point.
• Earth resistance at each equipment location shall not exceed 1 Ω, as per GS EP
INS 115
• The resistance between instrument earth and general plant earth shall be less
than 0.5 Ω.
7.5.3 Bonding
• All metallic instrument housings, junction boxes, cable trays, and supports shall be
bonded to the nearest earth connection.
• Continuity of earth connections shall be verified by resistance measurements
(<0.1 Ω).
• Braided copper bonding straps shall be used at mechanical discontinuities (e.g.,
tray joints, hinges).
7.5.4 Shielding and Ground Loops
• Cable screens shall be earthed at one end only to avoid circulating currents.
• For cables entering isolated or floating systems, capacitive coupling devices may
be installed.
• For digital and high-speed signals (Modbus), shield connection at both ends may
be allowed if differential-mode protection is provided.

• Surge arrestors shall be installed on long instrument runs (>100 m) and outdoor
analog loops.
• Transient protection devices shall be rated for 20 kA minimum (8/20 µs waveform).
• All transmitters, junction boxes, and panels shall be bonded to lightning protection
systems.

8.0 TAGGING AND IDENTIFICATION

8.1 General
All tags and identification marks shall comply with GS EP INS 101, section 9, and GS EP INS
102, ensuring consistency across P&IDs, loop diagrams, and ICSS databases.

8.2 Tag Structure


The new Tags shall follow the existing Obogu Flow Station tagging philosophy.
Each instrument tag shall be unique and consistently represented across all documentation
(P&IDs, Instrument Index, I/O Lists, Loop Drawings, and Cable Schedules).

8.3 Junction Box and Cable Tagging


• Junction boxes: sequential numbering within the FGRS area shall be as per existing
facility tagging philosophy.
• Cables: engraved stainless markers with full source–destination reference.
• Cabinets, UCPs, and marshalling panels: labelled with nameplates indicating service,
voltage, and system interface.

8.4 Label Materials


• Field tags: AISI 316 stainless steel, embossed or engraved.
• Indoor labels: laminated engraved plastic (white on black).
• Tag text height: ≥ 5 mm, clearly legible at 1 m distance.

9.0 PACKAGE EQUIPMENT INSTRUMENTATION REQUIREMENTS

9.1 General
Package units and their instrumentation systems shall be designed in full compliance with GS
EP INS 110, which defines the requirements for packaged equipment integration into
Company facilities.
Each package vendor shall ensure full compatibility with the host facility ICSS and provide
complete instrumentation, control, and protection systems within the package boundary.

9.2 Unit Control Panels (UCPs)


Each FGRS compressor package shall include a dedicated UCP, equipped with:
• PLC-based control system, Allen Bradley Controllogix preferred, with sufficient memory
and speed (scan time <100 ms).
• Redundant power supplies and Ethernet communication modules.
• 20% spare I/O capacity and 30% spare panel space.
• 24 VDC power distribution with internal fusing and surge protection.
• Industrial-grade HMI, Allen Bradley Controllogix preferred, for local monitoring and
control.
• Hardwired ESD and FGS interface terminals.
• Internal diagnostics for I/O and communication health.
The UCP shall be capable of autonomous operation while fully integrated with PCS and ESD.
Design, FAT, and SAT procedures shall comply with GS EP INS 110, section 4.3.

9.3 Communication and Integration


• Protocol: Modbus TCP/IP (redundant Ethernet).
• Data Exchange: Process values, alarms, statuses, and commands per ICD.
• Communication speed: ≥ 100 Mbps.
• Error checking: CRC and heartbeat signals.
• Power isolation: Galvanic isolation between field and communication circuits.

9.4 Factory Acceptance Test (FAT)


FAT shall be conducted per GS EP INS 110, section 13.5 and GS EP INS 131, section 5.2.3,
witnessed by the Company, and include:
• Simulation of all field inputs/outputs.

10.0 TESTING, INSPECTION, AND COMMISSIONING

10.1 General
All instruments and systems shall undergo inspection and testing in accordance with GS
EP INS 106, section 7.0 and GS EP INS 110.
Testing shall verify conformance to approved drawings, data sheets, and logic diagrams.

10.2 Factory Acceptance Tests (FAT)


Scope
• Applicable to UCPs, analyzers, and packaged equipment.
• Simulation of all inputs and outputs.
• Verification of logic, interlocks, alarms, and redundancy.
• Power supply stability and network diagnostics.
Documentation
• FAT procedures shall be submitted 14 days prior to testing.
• Test results and punch list resolutions shall be certified.

10.3 Installation and Inspection


• All installed instruments shall be inspected for correct mounting, orientation, tagging,
and earthing.
• Impulse tubing shall be pressure-tested to 1.5× design pressure.
• Cable terminations shall be visually checked for tightness and segregation.
• Junction boxes and enclosures shall maintain IP ratings per IEC 60529.

10.4 Pre-Commissioning

11.3 Format and Submission


• All electronic deliverables shall be submitted in editable formats (AutoCAD for
drawings, Word/Excel for lists, and PDF for records).
• File naming and metadata shall follow Company document control requirements.
• Hard-copy submissions shall be bound by discipline with a transmittal sheet
referencing revision history.
• Electronic submissions shall be uploaded through the Company Document
Management System (DMS).

12.0 OBSOLESCENCE AND LIFECYCLE MANAGEMENT

12.1 General
All instrumentation equipment shall be designed and selected to ensure minimum 10
years of operational support from commissioning date, as specified in GS EP INS 100,
section 13.1.
No obsolete or soon-to-be-phased-out instruments shall be supplied.
Vendor documentation must confirm product lifecycle status and planned obsolescence
dates.

12.2 Compatibility
All new systems and components shall be fully compatible with existing PCS, PSS/ESD,
and FGS hardware and software without requiring core ICSS modifications.
Interfaces and software revisions shall be approved through the Company’s Management
of Change (MoC) procedure.
If firmware upgrades are necessary, they shall be tested and validated under FAT before
site deployment.

12.3 Lifecycle Support


• Vendors shall provide lifecycle support data per GS EP INS 100 including firmware

• Replacement components shall be form-fit-function compatible.
• Maintenance manuals and diagnostic procedures shall be included in vendor
documentation.
• Minimum 10-year spare parts availability must be guaranteed in writing.
• Hardware and software maintenance contracts shall include periodic patching and
cybersecurity updates.

12.4 Expandability and Maintainability


• All UCPs and junction boxes shall be provided with 20% spare I/O and 30% spare
panel space.
• Spare power and network capacity: minimum 30% margin.
• Expansion provisions shall be incorporated for future additional instruments or
interlocks.

easily replaceable without removing the entire assembly.
• Equipment requiring recalibration or inspection shall be installed in accessible
locations.

12.5 System Upgradability


To ensure long-term sustainability, all automation systems and control software shall:
• Be built on open architecture and non-proprietary protocols (Modbus, OPC UA).
• Support backward compatibility for software revisions.
• Maintain change logs and configuration backups.
• Provide cybersecurity hardening and recovery procedures per GS EP INS 135,
section 12.

13.0 SPARES AND SPARE PARTS REQUIREMENTS

13.1 General
The provision and management of spare parts shall conform to the requirements of the
following Company’s GS:
a. Maintenance and Spares: GS EP INS 100, GS EP INS 101, GS EP INS 106, GS EP
INS 109 and GS EP INS 112
b. Package Instrumentation Spares: GS EP INS 110, section 6.4.3
Spares shall be provided to ensure uninterrupted plant operation during commissioning,
initial startup, and the first two years of operation, as well as long-term lifecycle
maintenance.
All spare parts shall be new, unused, identical to installed components, and suitable for
the Ogbogu Flow Station’s onshore environment.

13.2 Commissioning Spares


Commissioning spares shall include consumable and perishable items expected to be
replaced or adjusted during installation, testing, and commissioning.
Typical commissioning spares shall include (but are not limited to):

13.3 Two-Year Operational Spares


Two-year operational spares shall cover normal wear, tear, and environmental
degradation for two years of continuous operation, per GS EP INS 134, section 18.
The Vendor shall submit a recommended list of two-year operational spares with
associated lead times, based on experience and service conditions.
Typical minimum recommendations include:
• 10% of installed transmitters (PT, TT, FT, LT) or at least one of each type.
• 10% of installed control valve positioners, limit switches, and solenoids.
• 5% of installed control valves (for unique sizes or trims).
• 10% of FGS devices (detectors, beacons, sounders).
• One complete set of signal conditioners, interface cards, and I/O modules per UCP.
• 5% of installed junction boxes or one of each size.
Each operational spare part shall be delivered with a manufacturer’s certificate of
conformity, and all items shall be properly labeled and referenced to corresponding tags
or loop numbers.

13.4 Long-Term Spares


Long-term spares shall cover components with long procurement times or potential
obsolescence. These include the following:
• PLC processors and communication modules (one per system type).
• Industrial network switches and managed Ethernet devices.
• Analyzer optical cells, detector heads, and filter assemblies.
• Calibration kits, diagnostic interfaces, and communication software.
Vendors shall provide detailed availability, shelf life, and storage requirements for each
long-term spare.
Minimum availability guarantee: 10 years after project handover.

13.5 Storage and Preservation


• Spares shall be packed, labeled, and stored under appropriate conditions to avoid
corrosion or degradation.
• Storage area shall be clean, dry, and temperature-controlled (<30°C, <70% RH).
• Electronic parts shall be stored in anti-static packaging.

• Preservation records shall be maintained for all stored parts exceeding 12 months.
• All packaging shall include part numbers, service tag references, and expiry dates
where applicable.

13.6 Vendor Obligations


Vendors shall:
• Provide spare parts pricing and lead times valid for minimum 2 years after final
delivery.
• Guarantee parts availability for 10 years post-commissioning.
• Provide maintenance tools and calibration kits as part of the supply.
• Submit Manufacturer Data Reports (MDRs) including part data sheets, shelf life, and
recommended replacement intervals.
• Propose equivalent alternate parts in the event of manufacturer discontinuation, with
full documentation and approval by the Company.

13.7 Spare Parts Review and Approval


All spare parts lists shall be reviewed and approved by the Company prior to purchase,
ensuring:
• Suitability and compatibility with installed systems.
• Non-duplication across vendors.
• Compliance with the Obagi FGRS spare philosophy.
No substitution or deletion shall be made without formal Company approval via the
Project Document Review process.

14.0 PACKING, PRESERVATION, STORAGE, HANDLING AND TRANSPORTATION

14.1 General
All instruments, accessories, and associated materials shall be suitably packed,
preserved, stored, handled, and transported in accordance with the manufacturer’s
recommendations, the requirements of GS EP INS 101 and GS EP INS 106, and this
specification.
The objective is to ensure equipment integrity and functionality are fully maintained from
the time of manufacture until installation and commissioning at site.

14.2 Packing
• Packing shall be suitable for the mode of transportation and environmental conditions
expected during transit and storage at site.
• Instruments shall be packed to protect against vibration, mechanical shock, corrosion,
moisture, and dust ingress.
• Packaging shall be strong, durable, and marked with handling instructions (e.g.,
Fragile, Keep Dry, This Side Up).
• Openings shall be fitted with protective caps or plugs to prevent ingress of foreign
matter.
• Shock-absorbing materials and anti-static wrapping shall be used where necessary.
• Individual items shall be clearly identified with their tag number, description, and
purchase order reference.
• Packing lists shall be securely attached to each crate or package, with a duplicate
enclosed inside.

14.3 Preservation
• All instruments shall be preserved to prevent deterioration during shipment and
storage.
• Manufacturer-applied protective coatings and covers shall remain in place until the
instrument is ready for installation.
• Desiccants and humidity indicators shall be provided inside packaging and checked
periodically; they shall be replaced when saturated.
• Instruments containing sensing elements, diaphragms, or capillaries shall be kept
sealed and filled as shipped by the manufacturer.
• Electronic equipment shall be protected against static discharge and moisture.

• Instruments and accessories stored for prolonged periods (more than 6 months) shall
be periodically inspected and re-preserved as necessary.

14.4 Storage
• Storage areas shall be clean, dry, and well-ventilated, with adequate protection from
dust, vibration, and extreme temperature or humidity.
• Instruments shall be stored off the ground, on shelves or pallets, and protected from
rainwater or chemical exposure.
• Fragile or precision instruments (e.g., transmitters, gauges, analyzers) shall not be
stacked.
• Heavy items shall be placed on stable supports to avoid mechanical stress.
• Indoor storage is required for all instruments containing electrical or electronic
components.
• Preservation status (e.g., humidity indicator color, desiccant condition) shall be
periodically checked and recorded.

14.5 Handling
• Handling of instruments shall be carried out only by trained personnel using
appropriate lifting and handling equipment.
• Mechanical shock, vibration, and excessive tilting shall be avoided.
• Instruments shall not be lifted by their process connections, electrical conduits, or
impulse lines.
• Identification tags and protective covers shall remain in place until the item is installed.
• Care shall be taken during unpacking to prevent damage from tools or fasteners.
• Any damaged item shall be immediately quarantined and reported for inspection and
replacement.

14.6 Transportation
• Transportation from vendor works to site shall comply with all applicable standards
and the manufacturer’s recommendations.
• Transport arrangements shall ensure adequate protection against vibration, impact,
and environmental exposure.
• Shock and tilt indicators shall be used for sensitive instruments or panels.
• During on-site movement, instruments shall remain in their protective packing until
installation is imminent.

• For offshore or long-distance shipments, additional protection against salt spray,


humidity, and temperature variations shall be applied.

14.7 Verification
• The Contractor shall maintain preservation, storage, and transportation records,
including inspection and verification logs.
• Prior to installation, each instrument shall be inspected to confirm it is free from
damage, corrosion, or degradation.
• Instruments found defective or noncompliant shall be replaced or refurbished before
installation.
