2.1 DRIGHTS ANDDASSETS OFPSTAFFETEACHERS-CRESEARCHERS AND PERMANENT
RESEARCHERS OFSECTORSPUBLIC ANDPSHORE
2.1.1- Rights
-Higher education institutions must guarantee access to the
professions of teacher-researcher and researcher
on the sole basis of the required academic qualifications and
experience. They must make all arrangements
able to guarantee the teacher-researcher and the researcher the
right to exercise their profession free from any interference, from
when they respect the ethical foundations and rules of conduct.
-All questions concerning the definition and administration of
teaching, research and extra-curricular activities programs
academics, as well as the allocation of resources must, within the
framework of the regulations in force, be based on
transparent mechanisms.
-The teacher-researcher and the researcher benefit from adequate
working conditions as well as the necessary educational and
scientific resources that allow them to devote themselves fully to

continuing training. The treatment granted must be
commensurate with the importance that this function, and
consequently of the person who exercises it, has in society for the

-2.1.2- Duties
-The teacher-researcher must be a reference in terms of
competence, morality, integrity and tolerance. He must embody
an image worthy of the university and scientific research, in
particular through impeccable dress, as a mark of respect due to
his profession. He must, in the exercise of his function, act with
care, diligence, competence, integrity, independence, loyalty and
good faith in the best interests of the university and research
institutions.
To this end, he must:
-Demonstrate professional awareness and availability in the
performance of their tasks. In situations where the accumulation
of activities is authorized by law, primacy must revert to the
academic profession.
- Prohibit any teaching activity in an informal market.
-Striveto conform to universal standards as high as possible in
their professional activities, while preserving their freedom of
action.
-Toprovide teaching as efficiently as possible with the resources
made available by higher education and research
establishments, while encouraging the free exchange of
ideas.
-Update your knowledge by adopting a scientific monitoring
posture.
-Practice self-assessment with the aim of improving your skills.
-Prohibit
all forms of propaganda and indoctrination in its
teachings
-Contribute to the dissemination of knowledge, know-
how and scientific culture in order to contribute to
the influence of the university and the progress of
society.
--Encourage expertise and consultancy activities in
order to enrich its teaching and research.
--To avoid any form of discrimination in relation to
gender,
nationality, ethnicity, social status, religion,
political opinions, disability and illness.
--Respectthe confidentiality of sources, when
necessary.
--Objectively and fairly assess student performance.
--Ensure that the confidentiality of the content of the
deliberations and debates held within the various
bodies in which they sit is respected.
--Prevent and prohibit any situation that could lead to a
conflict of interest that is detrimental to the profession,
understood as <any situation of interference between a
public or private interest and personal interests, which
are likely to influence the independent, impartial or
objective exercise of a function=.
--Refrain from using one's academic status and engaging
the university's liability for purely personal purposes.
--Respectthe work of your peers and students,
especially your doctoral students, by citing your
sources and avoiding any form of plagiarism.
--Contribute to the revitalization of the function and
culture of evaluation of educational and scientific
activities at all levels.
--Demonstrate fairness and impartiality in the
professional or academic evaluation of their
colleagues.
--To honestly manage all funds entrusted to him
within the framework of the university,
-research activities or any other professional activity.
--Refrainfrom hindering the proper functioning of
the establishment, in particular by closing access
routes to teaching and research structures.
--Torespect accordingly the right of all members of
the university community to access the exercise of
their activities and functions.
DRIGHTS AND DUTIES OF ADMINISTRATIVE STAFF,
TECHNICIANS AND SERVICE AGENTS
-The Rights
--Theymust be treated with respect,
consideration and fairness, just like all
members of the university community.
--They must not be subject to any harassment or
discrimination in the performance of their duties.
--Theybenefit from the protection of the State in or
during the exercise of their missions.
-Homework
--They are responsible for the continuous and regular
functioning of structures and institutions
teaching and research.
--They must carry out their duties with
professionalism.
--They are responsible for their decisions and actions and
for the judicious use of the resources and information
made available to them.
--They must refrain from any interference or
interference in educational and scientific
activities.
--They must demonstrate impartiality and
objectivity.
--They make their decisions in accordance with the rules
in force, giving everyone fair treatment and avoiding
any form of discrimination.
--Theycarry out their duties with complete loyalty and
without partisan considerations.
--They must conduct themselves in a fair and honest manner.
They shall avoid placing themselves in a situation where
they would be indebted to anyone who might unduly
influence them in the exercise of their functions. They shall
refrain from placing themselves in a situation of conflict of
interest.
--They must demonstrate courtesy, attentiveness,
discretion, confidentiality, diligence and speed in
carrying out their mission.
LESDRIGHTS ANDDASSETS OF
L'ESTUDENT
-Thestudent must have all possible conditions to evolve
harmoniously
within higher education institutions. He therefore has rights
which
only take on meaning if they are accompanied by a
responsibility which translates into
homework.
LESDRIGHTS
The student has the right to:
-to information concerning the higher education structure to
which he belongs, in particular its internal regulations.
-to freedom of expression and opinion in compliance with the
rules governing university institutions.
-to respect and dignity on the part of members of the
university community.
-to the safety, hygiene and health prevention required both in
universities and in university residences.
-to quality teaching and supervision based on modern and
adapted teaching methods.
-Thestudent has the right to a fair, equitable and impartial
assessment. He therefore has the right to appeal if he
feels wronged in the correction of a test.
-The postgraduate student has the right to research
trainingby researchand support measures.
-Thetraining programs and the related modules must be
communicated to the student at the beginning of the year.
The courses must be accessible to him
-Thesubmission of marks accompanied by the corrections and the
scale of the test as well as the consultation of the copy must be
imperative.
--The student has access to the library, the
computer resource center and all the
material resources necessary for quality
training.
--The
student elects his representatives to the educational
committees without hindrance or pressure.
--The student may create, in accordance with
the legislation in force, student associations
of a scientific, artistic, cultural and sporting
nature. These associations must not interfere
in the administrative management of
university institutions outside the framework
set by the regulations in force..
- LESDASSETS OF THE'ESTUDENT
--The student is required to provide accurate and
precise information when registering and to
fulfill his/her administrative obligations towards
the establishment.
--The student must respect the internal regulations
of the establishment, the regulations in force and
the charter of ethics and conduct.
--The student must respect the dignity and integrity
of members of the university community.
-The student must therefore respect the rights of all
members of the community.

-Thestudent must demonstrate civic-mindedness inside
and outside the university premises.
-The student must preserve the premises and
materials made available to him and respect the
safety and hygiene rules throughout the

deliberation juries which are sovereign.
--Thestudent must respect the right of members of
the university community to
-free expression and opinion.
--Thestudent must refrain from hindering the
proper functioning of the establishment,
-inparticular by closing access routes to teaching
and research structures.
-The student shall refrain from resorting to fraud and
plagiarism. The sanctions he incurs, provided for by
the regulations in force and the internal regulations of
the establishment, are the responsibility of the
disciplinary council and may go as far as permanent
exclusion from the establishment.
