H. Electrical Maintenance of ESP for Unit #3 & #4 (500MW) : (MANDATORY JOB)
All the rappers (152 nos CRM, ERM & GDRM) of U#3 to be run in continous mode. During
1 this period, physical inspection of individual rapping unit drive (CRM, ERM) to be done.
All the parameters of each field and temp of Incomer Dry type Transformers

(08 nos,11KV/433V) to be noted in daily log book.

Special Terms & Conditions
2. Deductions from monthly allocation: Hire charges, cost of borrowed consumables, liquidated damages etc. levied due to any
reason will be deducted from the 90% of monthly allocation.
3. Contract Agreement: A contract agreement bond in connection with this maintenance contract shall have to be executed on non-
judicial stamp paper as per the format issued by WBPDCL.
4. Power Bill: You are to pay the charges against meter reading of power supply to your office within the area under jurisdiction
of WBPDCL. In case of non-payment, the same will be deducted from your bill.
5. Escalation: The rate will be remain firm during the entire period of contract except wages escalation due to increase in wages
cost related to the labour and other statutory benefits as per tripartite settlement / Notification of the Govt. of West Bengal from
time to time within the contract period and extension thereof for MOS covered employees only.
6. Compensation: WBPDCL will not take liability for any damage, missing or loss of machine, tools – tackles etc. No compensation
in such cases will be made by WBPDCL.
7. Capability for payment of salary and wages: Irrespective of release of payment against monthly invoice from WBPDCL,
contractor must disburse the salary and wages to his supervisors and workmen.
8. Payment terms: After deduction of hire charges, cost of borrowed consumables , penalty charges (if any), Income Tax or any
other statutory recoveries from monthly allocation, the balance amount will be paid within 15 days from the date of submission of
monthly bill in triplicate duly certified by the controlling officer to account section of SgTPP, WBPDCL. However the NOC from
HR&A and Safety department are to be obtained and submitted with the bill.
9. Paying authority: The Deputy General Manager (F&A), SgTPP/WBPDCL or his authorized representative.
10. Controlling Officer: The Sr. Manager (AHP-EM) , SgTPP, WBPDCL or his authorized representative.

B. Technical and Others terms and conditions
01. Termination of Contract : The WBPDCL reserves the right to terminate the contract at any stage for
unsatisfactory performance without any compensation for loss or damage due to such
termination with one (01) month’s prior notification.
03. Working Hours: : General Shift: From 08:00hrs. to 12:00hrs. & 14:00hrs. to 18:00hrs.
Evening Shift: 14:00hrs. to 22:00hrs.
However, manpower should be kept available round the clock for emergency
maintenance requirement at site.
04.
Eligibility of Contractor : Should have credential of performing ESP and other HT & LT
Electrical Maintenance Job as AMC at Power Station of 210MW or
higher capacity for a minimum period of 01 year ,during last 07
years.
05. Manpower : To deploy following manpower having adequate qualifications &
experiences: Total 10 heads (Indicative)
(High Skilled -01, Skilled-08 & Unskilled-01)
General Fitter Cum Rigger (Skilled): (01 No.) Must have at least 02
years of working experience as fitter / rigger in Power Industry.
08. Specialist Service : The contractor will also arrange for any specialist service in connection with the
maintenance of bought out items, if the situation so warrants as expressed by the
Controlling Officer, in such case additional cost will be reimbursed by WBPDCL.
09. First Aid : Contractor will maintain an arrangement at his own cost to administer the first aid in case of
minor injury of any of his working personnel.

10. Deployment of : Concurrence of the Controlling Officer or his authorized representative must be obtained
Manpower for deployment of the total head to be engaged in the assigned job. The contractor has to
arrange the manpower in shifts for effective utilization in consultation with the
representative of the Controlling Officer. The manpower engaged for operation must have
adequate experience to handle AHP of similar design.
11. Permit to „Work Card‟ : Permit to Work Card have to be obtained from operation department only in competent
& „Job Card‟ person of operation wing subject to confirmation from the Controlling Officer or his
representative.
12. Execution of Work : The job is to be carried out strictly in adherence to the fixed schedule timing and manpower
as per the instruction of representative of controlling officer. He will be at the liberty to
stagger the normal duty hours of different employees for utilization of service at any portion
of day / night. The contractor will arrange for adequate replacement against any person
proceeding on leave or absenting himself for any indisposition.
13. Spare Parts : Spare parts required for replacement during the entire period of the contract shall be kept in
stock of SgTPP and issued to the contractor free of cost. In case non-availability of spares in
SgTPP stock, the contractor will assists to arrange for supply of spares to SgTPP to meet the
emergency.
14. Completion of Job : On completion of any assignment in all respect, you are to handover the
“Job Card” after duly filling of all the columns in the said card signed by the
representative of the Controlling Officer.
15. Time of Completion : Time frame of completion of particular job will be provided by the Controlling Officer or
his representative in consultation with your site representative. Delay in completion of job
without valid reason is liable to imposition of penalty at the discretion of the Controlling
Officer.
16. Priority : The Controlling Officer or his representative is at liberty to divert your manpower engaged
in any job under your scope and area of operation at his discretion due to importance.
17. Quality of Job : Finished job should conform to manufacturing and / or erection specification or IS / ISO
codes whichever and wherever they are applicable.
18. Cleaning of Site : Job will be considered incomplete until work site is free from scaffolding, scraps, rejects
and other wastes. L. D. may be imposed at the discretion of the Controlling Officer after
mutually agreed time framed given to you.
19. Enabling Work : Contractor will pave it convenient to undertake the assigned job. Supply and arrangement of
scaffolding will be done by contractor within the L. S. Contract.
20. Power of Work Site : Will have to be arranged by the contractor from the nearest supply point to be provided by
WBPDCL free of cost.
22. Measuring Instruments : For smooth execution of work, all required measuring instruments and tools & tackles will
be provided by the contractor except special ones, if any, within the L. S. contract.
Digital Non-Contact Infra-Red Thermometer/ Temperature Detector, Magnifying Glass,
Digital multimeter (atleast 02 Nos), Clamp meter, Insulation Tester with wire & lid(500V,
2.5KV hand operated, 5KV motorized), micro-ohm meter, analog multimeter, measuring
tape (30meter) and all other normal instruments required for above work.
23. Calibration : As applicable, contractor will get measuring instrument calibrated from any BIS approved
laboratory, Govt. or any Institution Laboratory at his cost.
24. Tools & Tackles : Complete set of Screw driver, Spanner [ all types ], Torque wrenches, Box wrenches,
Pliers, Files, Allen keys, Grease gun, Oil can, Drill machine [table and hand], Lifting
hoists, Max puller, Ceiling, Manila rope, Chain pulley block, D-shackle, Hand blower, Hot
blower, Vacuum cleaner, Rubber hose, High voltage gloves, Asbestos gloves. Earthing rod,
Pipe rod, Spray painting gun, Scaffolding, ladders, Bearing pullers of different sizes, Knife,
Welding and heating arrangement, Grinder, Vice, Working bench, Plain jack, Hydraulic
jack, Crimping tools / Hydraulic crimping tools, Blow lamp, Jarican, Vacuum proof
transparent pipes, Circlip opener, Ratchet set, Magnetic champion set with different sizes of

handle etc. and all other tools related to above work excepting special tools.
25. Consumables : Contractor will provide required consumables approved by the Controlling Officer subject
to availability and depending on the urgency of job. WBPDCL may lead consumables at
the discretion of Controlling Officer. Contractor will replenish the borrowed consumables
failing which cost may be deducted from monthly allocation of payment against your bill.

Diesel, Petrol, Kerosene, Rustolene, CRC, CTC or Equivalent cleaning solvent, scaling,
emery paper, Knife, fitting (SS/Brass/CI/GI), bearing grease, Cloth, Cotton, Jute, Detergent
powder, Monoplast, Locktite, Feviquick, Araldite, Bearing fitting paste, Socketing paste,
Petroleum jelly, Silastic compound – 732 or equivalent size, Ferrule, Primer, Thinner,
Terpin oil, Lead Wire, Rubberised cork sheet, Neoprene Gasket, Indicating lamp, Hand
Lamp and Holder, TBs for control panel, Detofix, Screw Nuts, Bolts, Bi-metalic Washer
etc. (except HT & SS) for day to day maintenance jobs & miscellaneous will be provided by
the contractor within the LS contract.
26. Structural Steel, Spares : Issued items from any store of WBPDCL will be handed over to the contractor on “ as it is
and Lubricants where it is” basis. Safe transportation is responsibility of the contractor.
27. Non-Compliance : In case the contractor fails to carry out his assigned job or could not mobilize his resources
even after placement of order, the Controlling Officer or his authorized representative
reserves the right to get the job done by any agency for the interest of the corporation. In
such case LD will be liable to be charged.
28. Office Works : You will maintain a log book in which daily progress of work, remarks on healthiness of
equipments and major findings will be recorded. Apart from this any allied work, if
required will be taken care as per the instruction of the Controlling Officer.
29. Area of Work : Any work related to interfacing area will have to be carried out by him as per the instruction
of the Controlling Officer.
30. Forfeiture of Security : On placement of order, if the contractor refuses to take up the job or withdraw his service in
Deposit / Earnest Money midway of the contractual period for any reason whatsoever, then the Earnest Money and /
or total Security Deposit may liable to be forfeited as per discretion of the WBPDCL
Authority and other penal action may be taken as deemed fit.
31. A Vehicle has to be kept at site for inter site movement of manpower and materials
CONVEYANCE : to be used for maintenance job. The bill will be paid as per actual Kms. run duly
certified by Controlling Officer or his authorized representative.
