PREAMBULATORY CLAUSES
The Economic and Social Council,
Recalling the purposes and principles of the United Nations Charter, particularly the
promotion of social progress and improved standards of living,
Recognizing that global trade remains a critical driver of economic growth, employment
generation, and poverty reduction for developing and least developed countries,
Acknowledging that asymmetric tari regimes, tari escalation, and non-tari barriers
continue to restrict value addition and industrialization in the Global South,
Concerned that unilateral trade measures and modern trade wars disproportionately
harm vulnerable economies, MSMEs, and informal workers,
A irming the importance of policy space for developing countries to pursue
development-oriented trade and industrial strategies,
Emphasizing South–South cooperation as a vital pillar of inclusive and balanced
globalization,
OPERATIVE CLAUSES
1. Calls for the reduction of tari escalation on value-added exports from
developing and least developed countries to enable their meaningful integration
into global value chains;
2. A irms the right of developing countries to employ targeted, time-bound, and
development-sensitive tari s to protect infant industries and employment;
3. Urges the strengthening of Special and Di erential Treatment provisions within
the WTO framework to reflect current development realities;
4. Encourages the establishment of regional and South–South value chains to
reduce overdependence on a limited number of global markets;
5. Requests international financial institutions and development partners to
support trade-related infrastructure, logistics, and capacity-building in
developing economies;
6. Stresses that trade policies must be aligned with poverty reduction,
employment generation, and social welfare objectives;
7. Calls upon Member States to refrain from unilateral and politically motivated
trade measures that undermine global economic stability;
8. Recommends greater cooperation on technology transfer and skill development
to ensure inclusive participation in evolving global production systems.

3. Recognizes the need for policy flexibility for developing countries to support
domestic industries, MSMEs, and vulnerable sectors;
4. Supports enhanced participation of developing and export-oriented states in
global and regional value chains through improved market access and trade
facilitation;
5. Encourages cooperation on technology transfer, skills development, and digital
capacity-building to support productivity and competitiveness;
6. Emphasizes that trade stability and predictability are essential to protect
employment and prevent poverty exacerbation during global economic shocks;
7. Promotes South–South and triangular cooperation as complementary pathways
for sustainable and balanced development;
8. Invites international organizations and development partners to assess the
social and economic impacts of trade policies on developing economies.

impact global supply chains and vulnerable populations;
