2. Declaration of commitment
3. Payment for Tender Document equivalent to 10,000rwf
4. Description of the Approach, Methodology and Work Plan for Performing the Assignment
5. Team Composition and Task Assignments
6. Curriculum Vitae (CV) for Proposed Professional Staff
7. Degrees and other academic testimonials for the proposed key personnel
8. Beneficial ownership declaration
9. Good standing or current standing certificate issued by RDB
10. Staffing Schedule
11. Work plan Schedule
12. Summary of Costs
13. Breakdown of Costs by Activity
14. Breakdown of Remuneration (Lump-Sum Form)
15. Breakdown of reimbursable expenses (lump-sum form)
16. Miscellaneous expenses
17. List of equipment to be make available (GPS; pick-up; computer Laptop; printer) with proof
of ownership or valid leasing and notarized agreement.
18. The bidder must be in Category C of Consultancy firm in building construction as
per updated list by RPPA

Joint venture shall not be allowed

5.2 Criteria, sub-criteria, and point system for the evaluation of Full Technical Proposals are:

I KEY PERSONNEL (ATTACH EVIDENCES) 80Marks


Team Leader: She/he should have at least a bachelor’s degree of civil
engineering (Proven by the notarized degree or notarized equivalence from
HEC for those who studied abroad with the same mention on the equivalence
document)
She/he must have a well written, updated, and signed CV, availability and
exclusivity certificate signed by the staff, the copy of ID or passport

professional body (proven by a valid notarized practicing Certificate.)

If the staff does not meet criteria, He/she will not be considered, and bidder
get zero for that staff

Total marks are distributed as follow:

Eight years and above of General Experience for the staff, to be proven by
i 8
number of years counted from graduation date
ii Between 5 to 7years of General Experience 5
iii Below 5 years of General Experience 0
Specific experience for staff, to be proven by At least Two projects in the
iv supervision or study of buildings construction as head of mission or technical 6
project director justified by the notarized certificate of service rendered.
He/ she must be registered in a legally recognized national or foreign
professional body (proven by a valid notarized practicing Certificate).

Geotechnical Engineer: She/he should have at least bachelor’s degree


Geotechnical Engineering (Proven by the notarized degree or notarized
equivalence from HEC for those who studied abroad).

She/he must have a well written, updated, and signed CV, availability and
exclusivity certificate signed by the staff, the copy of ID or passport.

2 He/ she must be registered in a legally recognized national or foreign
professional body (proven by a valid notarized practicing Certificate.)

Engineering, water resources or environmental economics (Proven by the
notarized degree or notarized equivalence from HEC for those who studied
abroad).

She/he must have a well written, updated, and signed CV, availability and
exclusivity certificate signed by the staff, the copy of ID or passport.

Permanent Site Supervisor/Engineer: He/she should have at least


bachelor’s degree in one of the following fields: Civil Engineering or Building
and Construction technology; (proven by notarized degree or notarized
equivalence from HEC for those who studied abroad).

She/he must have a well written, updated, and signed CV, availability and
exclusivity certificate signed by the staff, the copy of ID or passport.

those who studied abroad).

She/he must have a well written, updated, and signed CV, availability and
exclusivity certificate signed by the staff, the copy of ID or passport.
If the staff does not meet criteria, He/she will not be considered, and bidder 8Marks

He/ she must be registered in a legally recognized national or foreign


professional body (proven by a valid notarized practicing Certificate.)

II WORK PLAN RESPONDING TO THE TERMS OF 20Marks
REFERENCE
Quality of the methodology proposed: Proposed methodological
approach followed by the chronogram of the activities to be carried out
i and the intervention time of the proposed personnel, the description of 10
the proposed organization step by step to follow, with explanations for
the achievement of service delivery.
- The detailed timetable of the intervention of the monitoring office-based
tasks required explicit in the terms of reference: 2.5 Marks
- The list of key personnel (staffing schedule) that the Bidder agrees to assign
to the project indicating their respective tasks and response times as a table:

- Planning (work plan) of key personnel activities : 2.5 Marks;
- Detailed strategies for materials choice and description by respecting the
