How to convert an inaccessible (image-based) PDF to an accessible

PDF using Acrobat DC


1. Start with a clean document, free of markings, highlights or dark edges from a
photocopier
2. With the PDF open, select edit PDF
3. Click on settings
4. Check make pages editable
5. Click ok
6. Click the “X” above the menu items to close the menu
7. Click enhance scans
8. Select enhance then scan document
9. Click enhance
10. Save as new document
*Note: items such as headers and page numbers may interfere with screen reader technology
and should be removed during step 2
